ECHO Funded Nutrition Programmein Umerkot and Tharparkar-Sindh

  1. Background

Concern Worldwide is an international, non-governmental, humanitarian organisation dedicated to the reduction of suffering, and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Pakistan since 2001, implementing both long term development and emergency response projects throughout the country.

Concern is implementing the ECHOfunded nutrition programme“Multisector humanitarian assistance to drought affected communities in Umerkot and Tharparkar, Sindh, Pakistan.”The principal objective of this project is to improve the resilience of drought affected populations in the Sindh province,focusing on immediate needs of malnourished households and contributing to the food security of drought affected vulnerable communities through an integrated multisector response.

Concernbelieves that thisAction will result in a long term impact on the lives of the drought affected communities. Concern wants to engage a consultant to document programme progress and impact from the baseline situation to resulting success stories in the form of a video documentary, related to this Action, which will result in demonstrating ECHO and Concern’s work to stakeholders and public.

  1. Purpose of the Consultancy

The purpose of this assignment is to document the success stories/impact associated with this ECHO funded Action implemented in the droughtaffected communities in districts Umerkot and Tharparkar, Sindh. In line with this, Concern is seeking a professional filmmaker to direct and producetwo high-quality (1 minute 30 seconds in duration) videos showcasing our work in the project area. Along with these two, some social videos collected as well so that we can use them to promote on social media. They should be short clips of 10 –15 seconds max. ALL of the videos should be captioned Concern throughout. These videoswill focus on abeneficiary human interest story to showcase the need and impact of this ECHO funding to an external audience. In this regard, hearing directly from the community members themselves through the medium of film will effectively illustrate the impact of the Action on individual lives of drought affected women, men, boys and girls. Thus, the videos should include baseline (pre-assistance situation), footage of completed activities,and interviewsof beneficiaries, partners and local district officials.

  1. Essential and Desirable Experience/Qualifications

For the purpose noted above, Concern will engage a video filmmaker who fulfills the following requirements;

  • 3 or more years of experience working in a similar field.
  • Experience in producing development-related documentaries/success stories for national or international organizations with the aim of reaching both local and international audiences.
  • The team for the assignment must include a creative writer with 2 to 3 yearsof experience of script writing in relevant fields.
  • Local knowledge of Sindh province, particularly Concern project areas.
  • Excellent technical capacities (state-of-the-art filming equipment - 4 K high resolution camera) to ensure smooth and high quality production.
  1. Objectives and Specific Tasks to be undertaken by the Consultant(s)

For this assignment, the Consultant will undertake following tasks:

  • Draft a brief synopsis and script setting the community situation that builds on the baseline report/needs assessment of the Action, as well as the purpose and effect of ECHO funded Concern’s activities in Umerkot and Tharparkar. After completing the draft, it will be approved by relevant Concern staff.
  • In coordination and support with Concern and its local partners, the video filmmaker will travel to the project areas (Umerkot and Tharparkar)during the start of the project to capture footage of thepre-assistance situation of communities, and identify situations and beneficiaries for a success story. Travel to the programme area during the intermediate stagesof the project to produce additional footage of work in process and travel to the programme at the end of Action to document the impact of the assistance on the lives of the community.
  • Narrate, edit and produce a high-quality video success storybased on the footage produced during the assignment.
  • Provide two,1 minute 30 seconds digital video disks (DVD) of the final, approved video with adequate background music, sub-titles in English for the local language interviewsand a voice over in the finest and highest quality video formats including HD, AVI and MP4.One video will be provided by 20thMarch 2017 and the other by 20thJuly 2017. Both the videos must be captioned Concern and ECHO support to the activities.
  • 10-15 seconds max social video clips collected as well so that we can use them to promote on social media. These video clips must be captioned Concern.
  • Submit 50 final high quality captured pictures including the name of subject in the picture, brief description of activity, location, and the date pertinent to the photograph. These pictures will be delivered after each visit.ALL of the photoswill be labelled with beneficiary name, location, date, photographer name,mention Concern and ECHO, and accompanied by a description of what is happening in the photo.
  1. Outputs

The main outcomes of the consultant’s work is to direct, edit and produce two,1 minute 30 seconds videos, onhuman interest storieson the situation of communities in drought affected areas of Umerkot and Tharparkar and exhibit the impact of assistance provided by ECHO and Concern. The short video will include footage of community meetings and individual interviews with women, men, girls and boys (where feasible), and other relevant stakeholders. The video success story should be suitable for public screening and posting on socialmedia. Draft footage captured during this exercise will be share with Concern.

Along with these videos, 50 final high quality captured pictures including the name of subject in the picture, brief description of activity, location, and the date pertinent to the photograph will be submitted. Part of the pictures will be delivered after each visit.

  1. Lines of Communication

The Consultant will directly report to Concern’s Director of Programmes and work closely with Concern and WHH Sindh Programme Nutrition Teams and local partners involved in implementing Nutrition Programme in Umerkot and Tharparkar.

  1. Time Frame

The consultant will be in field for two times for 10 days each

  • 1st time in Feb-17 for 10 days for 1 documentary, multiple clips and 25 photographs to submit final version after feedback in March’17
  • 2nd time in June 2016 for 1 documentary, multiple clips and 25 photographs to submit final version after feedback in July’17
