Guideline: Overview registration as an assessor I. Patel 01/2010

According to the SAQA’s Criteria and Guidelines for the Registration of Assessors an assessor is an individual who will be responsible for the assessment of the achievement of learning outcomes. The notion of the trainer being both the learning facilitator and assessor means that trainers who traditionally administered assessment, in addition to facilitating learning, can be registered as assessors

SAQA further requires that all assessments that lead to the awarding of NQF –based credits need to be conducted by registered assessors. It is a SASSETA requirement that there be registered assessors and moderators linked to an accredited training provider for specific unit standards that they are applying topresent.

Subject matter expertise:

  • Assessors must be proficient in the subject matter of the learning Area in which they are assessing;
  • They should be experts in their knowledge of the unit standard requirements or qualifications for which they are registered toAssess. In addition; the assessor’s subject matter knowledge should be at least one level higher than the learner who is being assessed
  • All registered assessors must have met any additional requirements laid down by the constituent ETQA (SASSETA).

Who can register as an Assessor?

Assessors and moderators fall into the large group of individuals in South Africa known as Education and Training Development Practitioners (ETDP’s). Assessors can come from a number of sources:

  • Trainers/teachers/lecturers;
  • Colleagues/peers;
  • Supervisors;
  • Managers;
  • Designated workplace assessors;
  • External assessors, i.e. external to the learning site, be it the workplace or education; and training provider’s site.

Note: Moderators first have to become registered assessors before being registered as
moderators

Training providers ASSESSORS /MODERATORS MUST familiarize themselves with the necessary requirements before submitting documentation to the SETA in respect of being registered.
The application form contains further information on what evidenceassessors /moderators need to submit to the SASSETA in order to be registered.

Certified copies of certificates or qualifications related to the field you want to assess.

A certified copy of your I.D

Comprehensive Curriculum Vitae detailing work related experience in relation to the unit

standards that one wishes to assess.

Signed code of conduct for Assessors.

Signed code of conduct for Moderators (where applicable).

Evidence that you have been deemed competent and certified for the generic

Assessor Unit Standard (Plan and Conduct Assessment of Leaning Outcomes) by an

ETDP Accredited Provider.

Evidence submitted that you have been deemed competent and certified for the

Generic Moderator Unit Standard by an ETDP Accredited Provider.

Complete original assessor application form as contained in the Guide and Application Form for Registration of Assessors and Moderators.

List of unit standards (title and numbers) that fall within the SASSETA primary focus

that you want to assess clearly providing supporting evidence indicating subject

matter expertise in this regard.

Must have the Two years relevant occupational experience to assess learners in a

Particular field (subject matter expertise)

Must submit sufficient evidence to support the awarding of certain unit standards

requested. (Certificates, Testimonials, etc)

When certificates are submitted Diploma/National Certificate (UNISA,POTCH,RAU,

Technikon SA, etc) submit a statement of result from the institution which clearly indicates

the subjects linked to the course/diploma/certificate that the applicant achieved.

A letter of recommendation from the Employer /Professional Body /Training Manager that

you are a member in good standing?

Proof that you have attended or obtained some form of formal training in ETD (Train the

Trainer,Facilitation, etc)

Notes:

  • All registered assessors must have met any additional requirements laid down by SASSETA.
  • SASSETA ETQA has the right to de-register assessors and moderators who do not adhere to the critical and relevant codes of conduct for moderators and assessors at any time deemed necessary.
  • Should an Assessor/Moderator be granted Provisional Registration it is the responsibility of the assessor moderator to ensure that the status be renewed. Furthermore it is important that the statement of results from the ETDP SETA be submitted for the assessor/moderator in order to be grated full registration.
  • An applicant that receives an Acknowledgement of Receipt Letter (AOR) from the SETA may NOT assess learners for the purpose applying for learner achievement certificates.
