Minutes of a meeting of the PLANNING AND HIGHWAYS COMMITTEE held in the Council Chambers on Monday, 10th October 2011 at 6.45 p.m.

11/12 OPEN FORUM

Mr Traves said he felt there could be more disabled parking bays in the town and suggested certain areas where these bays could be and to also have no parking at any time extended along the west side of Market street to prevent people parking inconsiderately. He raised concerns over the proposed one-way system along North Street, as there had been terrible traffic problems recently when North Street was closed for gas works as this had caused tailbacks along Ashlands Road and East Street. He said instead of making North Street

one-way the money for that project should go towards the urgent construction of the CLR

by-pass which would be a better solution for the traffic problems in the town.

Mr Coggan thanked the Town Council on behalf of the East Street lobby for listening to the proposals for making East Street one-way and requesting that the Highways Authority consider them in context of the North Street one-way scheme. He also made personal comments on various aspects contained in Mr Frecknall’s letter.

It was AGREED that the minutes of the meeting of the Planning and Highways Committee held on 12th September 2011 be APPROVED.

56 THE CLERK’S VERBAL PROGRESS REPORT FOR CONSIDERATION

The Clerk reported that the request for a Speed Indicator Device along Mount Pleasant,

Dave Grabham of the SSC Traffic Management Group had replied that due to a number of SIDs undergoing refurbishment and repair, he would contact her early November when they should be back to a full complement of SIDs.

The Clerk also reported that the CPRE’s booklet about planning had been received.

Change of use of 5 No. units from office suites (use class A2) to 5 No. residential flats

The Committee believed that offices were a good use for the units and were very concerned about the erosion of these commercial premises upon the viability of the town even in the current economic climate.

It was unconvinced that all the units have been robustly advertised for a period of two years, so change of use was thought premature. The site was originally the Lubborn Cheese factory and the initial proposals for the development would have been considered in a different light if it had been designated at that stage for residential use only. There was a serious lack of amenity space for additional dwellings. So the application was DEFERRED to await a full report with the views of the SSDC Economic Development and Planning Officers.

59 HIGHWAY MATTER

a) To review the provision of car parking and disabled parking in the town centre

The Clerk’s reported was noted.

It was thought that there was a need to maintain pressure on SSDC on how important it is for the town to have a long stay car park and to consider the Council’s own resources to looking for a long stay car park at the next Policy and Resources Committee meeting he information from Andy Shaw SSDC Technical Officer was discussed about the national guideline for disabled spaces in public car parks and the local factors taken into account.

Cllr. Best reported that there were 13 disabled spaces available around the town, and after discussion it was thought that this was an adequate amount and, significantly, there had been no complaints from disabled drivers.

It was AGREED to keep the present level of disabled parking bays.

b) To consider a request for dropped kerbs near the hospital

The letters from the Crewkerne Health Centre Practice Manager and Crewkerne Health Centre Patient Forum were noted. The Clerk read out an email from Mike Fear, Assistant Highway Service Manager about a small budget available this year for dropped kerbs.

Councillors expressed full support for the need so the Clerk was asked to send details to SCC Highways requesting them to look favourably at these.

60 LOCAL TRANSPORT IMPROVEMENT SCHEMES

To consider the response from Mr Frecknall SCC Principal Highway Improvement Programmer about amelioration of East Street when North Street becomes one way

Mr Gary Frecknall SCC Principal Highway Improvement Programmer’s letter was noted.

Councillors were concerned that the survey could have an impact on the CLR keysite and the need for a comprehensive survey to be completed urgently. After discussion it was AGREED to reply to Mr Frecknall expressing that a thorough traffic survey and traffic model be commissioned and expedited as soon as possible in order to prevent an unnecessary delay in the CLR planning application going to SSDC Area West Committee.

Cllr. Mrs. Singleton reported that the above application would be considered at the next SSDC Area West meeting. Cllr Pailthorpe agreed to attend on behalf of the Council.
