Speakers must be between 16 and 18 years old and must be full-time students and hold a valid passport. Competitors must be nationals of the country they are representing.

Download the IPSC Handbook 2014

Speakers will be expected to address this theme (they may not, however, use it as their title). This theme allows speakers to draw comparisons between countries, cultures and calendars as well as discussing a highly topical subject and its implication for different areas of the world. The speaker should address both sides of an argument and come to a balanced conclusion. Speeches should be thought-provoking and may lead to some contrary questions, but the debate itself must take place within the speech.

In choosing their title, speakers should not be afraid to be provocative, hard-hitting or humorous, as long as their intention is constructive and the speech is not offensive to other parties present. Speakers are advised to avoid speeches which are likely to be perceived as doctrinaire or political.

Each speaker will be allocated 5 minutes. Judges may penalise speakers who overrun. Marks will be deducted for speeches which vary more than 45 seconds either side of 5 minutes and at the end of 6 ½ minutes speakers will be asked to finish their speech immediately.

A Timekeeper will record the lengths of speeches and give these to the Judges. The Timekeeper will also give an audible signal after 4 minutes 15 seconds, 5 minutes and 5 minutes 45 seconds. Each speech will be followed by two minutes of questions from members of the Questioning and Judging panel.

The Public Speaking Competition will take place at the, British Embassy, Gelly y Obes 2333 on Tuesday 2nd 2014 , finishes approximately at 17.00. There will be a short interval for refreshments.
