AT A CONTINUATION MEETING of the Craig County Board of Supervisors conducted on the 11th day of April, 4:30 p.m. in the Craig County Court House Courtroom.

RECONVENE MEETING FROM MARCH 27TH, 2013

OPEN MEETING

Meeting was called to order at 4:30 p.m. by Ms. Harrison.

RECESS TO BUDGET WORK SESSION

Ms. Harrison recessed to the Budget Work Session to discuss the FY 2013-2014 Budget.

OPEN MEETING

The Regular meeting was called to order at 5:30 p.m. by Ms. Harrison. The invocation was given by Mr. Craft, followed with the Pledge of Allegiance.

CONSENT ITEMS

Ms. Harrison presented the consent items to the Board:

A.  Minutes of March 7, 2013 and March 27th, 2013

B.  Claims and Warrants for the month of March 2013

There were no changes to the minutes or consent items. Mr. Craft made a motion to approve the minutes and consent items with Resolution R13-30. Voting was as follows: Ms. Murphy, yes, Mr. Bailey, yes, Mr. Craft, yes and Ms. Harrison.

ON THURSDAY, APRIL 11, 2013

RESOLUTION APPROVING AND CONCURRING IN CERTAIN ITEMS SET

FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE

DESIGNATED AS THE CONSENT ITEMS

BE IT RESOLVED by the Board of Supervisors of Craig County, Virginia, as follows:

1. That the certain section of the agenda of the Board of Supervisors for April 11th, 2013 designated as the Consent Items be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 2, inclusive, as follows:

A.  Approval of minutes – March 7, 2013 and March 27, 2013

B. Claims and Warrants

2. That the Clerk to the Board is hereby authorized and directed where required by law to set forth upon any of said items the separate vote tabulation for any such item pursuant to this resolution.

BRIEFINGS AND PRESENTATIONS

1.  Chris Jackson, VDOT provided the Board with a copy of current VDOT projects in Craig County and discussed the draft of the Secondary Road System Budget which we will hold a public hearing on in May. VDOT funding is very scarce, so there are not a lot of projects on the list. It is possible that some more funding may come through from the State, if it does, the budget will be amended prior to the hearing in May.

NEW BUSINESS

1.  Resolution Amending FY 2012-2013 Budget for DMV funds, EMS, Sherriff & Commonwealth Attorney: These funds are from DMV are proceeds from Animal Friendly license plates, Emergency Management Agency was reimbursed expenses from last June’s wind storm, and the Sheriff’s Office and Commonwealth Attorney received seizure funds from the State: Mr. Craft made a motion to approve Resolution R13-31, voting was as follows: Ms. Murphy, yes, Mr. Bailey, yes, Mr. Craft, yes, and Ms. Harrison, yes.

A Resolution Amending

Fiscal Year Budget

2012-2013

WHEREAS, the County of Craig has received additional funds of $107.02 from the Commonwealth of Virginia from the Department of Motor Vehicles, proceeds from Animal Friendly license plates to be used for the sterilization of dogs and cats in Craig by the Angels of Assie, and

WHEREAS, the County of Craig applied to the Federal Emergency Management Agency (FEMA) for reimbursement of expenses from the Wind Storm 6-29-12 and was approved, and now has been issued the funding amount of $9,274.92, and

WHEREAS, the Craig County Sheriff Office and Commonwealth Attorney’s office has received additional funding in the amount of $901.59 from the Commonwealth of Virginia, Department of Criminal Justice Services in Asset Forfeitures, now

THEREFORE, BE IT RESOLVED, that the budget for the fiscal year of 2012-2013 be amended as follows:

2.  Resolution Amending FY 2012-2013 Budget for the County of Craig for Aid to Commonwealth & Legal Fees: Ms. Murphy made a motion to approve Resolution R13-32, voting was as follows: Ms. Murphy, yes, Mr. Bailey, yes, Mr. Craft, yes, and Ms. Harrison, yes.

A Resolution for the

Transfer of Funds Fiscal Year Budget

2012-2013

WHEREAS, it is the request of the Craig County Board of Supervisors to have the amount of $8557.00 transferred from Community Development department to the Board of Supervisors department, and

WHEREAS, the excess funding has resulted from the reduced payment that the county was required to reimburse to the Commonwealth of Virginia in our “aid to the commonwealth” line item, and

WHEREAS, the purpose of this transfer is to cover the additional cost of legal fees in the Board of Supervisors department which were used for the processing and enforcement of zoning regulations, and

WHEREAS, it is necessary to transfer the following amount from Community Development to the Board of Supervisors department, now

THEREFORE, BE IT RESOLVED, that the budget for the fiscal year of 2012-2013 be amended as follows:

3.  Resolution to Consider Holding Hooked on Fishing Event on May 11th, 2013: This is an annual event the Sheriff’s Office has held for many years to promote Fishing versus Drug use for Craig children. Ms. Murphy made a motion to approve Resolution R13-33, voting was as follows: Ms. Murphy, yes, Mr. Bailey, yes, Mr. Craft, yes, and Ms. Harrison, yes.

RESOLUTION FOR TEMPORARY CLOSURE

OF A PORTION OF BARBOUR’S CREEK

IN CRAIG COUNTY, VIRGINIA

FOR HOOKED ON FISHING EVENT

WHEREAS, the Dare Program, Department of Game and Inland Fishery along with the Forest Service will be hosting a Hooked on Fishing Day that will be held on the Saturday May 11, 2013.

WHEREAS, the portion of Barbour’s Creek located on State Route 617 that is stocked by the Department of Game and Inland Fishery will be closed to anyone over the age of 16 years old;

WHEREAS, to expedite this Resolution this portion of Barbour’s Creek will be closed from 5:00 p.m. on May 10, 2013 (Friday) until ½ hour after sunset on May 11, 2013 (Saturday).

NOW, THEREFORE, BE IT RESOLVED, that the Craig County Board of Supervisors hereby agrees to close the portion of Barbour’s Creek for this special event “Craig County Hooked on Fishing Not on Drugs Day.”

4.  Resolution to Consider Holding Tire Amnesty Day, May 4th, 2013: This is an annual event the Board has approved for 3 years now, allowing Litter Grant funds to be used for a day to bring used tires to the Transfer Station at no charge to residents. Mr. Bailey made a motion to approve Resolution R13-34, voting was as follows: Ms. Murphy, yes, Mr. Bailey, yes, Mr. Craft, yes, and Ms. Harrison, yes.

RESOLUTION TO HOLD A

TIRE AMNESTY DAY AT THE

TRANSFER STATION ON MAY 4th, 2013

WHEREAS, the County of Craig receives Litter Grant funds each year from the Department of Environmental Quality, and

WHEREAS, one of the suggested and approved uses of the grant funds is a tire amnesty program, and

WHEREAS, the Board of Supervisors voted to hold the county’s first Tire Amnesty Day in 2010 with positive response from county citizens, now

THEREFORE, BE IT RESOLVED, that the Craig County Board of Supervisors hereby agrees to hold Tire Amnesty Day at the County Transfer Station on Saturday, May 4th , 2013 from 8:00 am to 4:00 pm (or until one Trailer is Filled).

5.  Resolution Amending FY 2012-2013 Budget for Craig County Emergency Medical Services: These funds are received from CERT Program under the 2012 State Homeland Security Program. This grant serves all of Roanoke Valley and Craig County. Mr. Craft made a motion to approve Resolution R13-35, voting was as follows: Ms. Murphy, yes, Mr. Bailey, yes, Mr. Craft, yes, and Ms. Harrison, yes.

WHEREAS, the Craig County Emergency Services Department has been awarded a grant from Commonwealth of Virginia, Virginia Department of Emergency Management, and

WHEREAS, this grant is for funding under the 2012 State Homeland Security Program in the amount of $36,545, and

WHEREAS, this grant will be for the support of the Craig County/Roanoke Valley Citizen Preparedness Program (CC/RV Cert Program), now

THEREFORE, BE IT RESOLVED, that the budget for the fiscal year of 2012-2013 be amended as follows:

REPORTS AND INQUIRIES FROM THE BOARD

RECESS TO JOINT WORK SESSION WITH THE PLANNING COMMISSION

Ms. Harrison recessed the meeting at 5:45 pm and a Work Session was held starting at 6:00 pm to review the Draft of the new Comprehensive Plan that the Planning Commission has been working on. Eddie Wells with the Roanoke Valley Alleghany Regional Commission has been working with the Planning Commission to make revisions and update the Comprehensive Plan. Final revisions will be made to the Plan in May with a Public Hearing sometime in June.

RECONVENE TO MEETING

Ms. Harrison reconvened the meeting. It was decided that an additional work session was no longer needed on April 18th, 2013.

ADJOURN MEETING TO APRIL 18TH, 2013

Ms. Harrison asked for a motion to adjourn the meeting at 6:45 pm, to reconvene to April 18th, 2013 at 7:00 pm in the Craig County Courthouse Court Room for Public Hearings. Mr. Craft made the motion, voting was as follows: Ms. Murphy, yes, Mr. Bailey, yes, Mr. Craft, yes, and Ms. Harrison, yes.
