Introduction

Welcome to the sixth training portfolio produced by NHSGGC Child Protection Unit. This handbook has been produced to provide a quick and easy reference guide to child protection training for NHSGGC staff. In 2012, the Scottish Government produced The National Framework for Child Protection Learning and Development which aims to ensure that the workforce is confident and competent to protect children and young people from harm, promote their welfare and improve outcomes, the training plan suggests that staff should be trained appropriately to their level of contact with children these contact levels are:

  • General Contact Workforce
  • Specific Contact Workforce
  • Intensive Contact Workforce

All staff working within NHSGGC will be in one of these categories and training has been developed to reflect this.

Quality Assurance Statement

All staff within the Child Protection Unit have many years of experience working in women and children’s services and in the field of child welfare. They have developed an expertise in the design and delivery of training on key areas of practice.

Our training courses are based on lessons from inquiries, key research and best practice and guidelines.

Training will also take account of national policies, adopts a child-centred approach within all training and will address issues of Anti-discriminatory practice/inequalities Ethnicity, diversity and cultural awareness. Confidentiality and information sharing, Data Protection

The National Framework for a Child Protection Leaning and Development (Scottish Government 2012)

The Scottish executive sets out specific child protection training requirements based on the contact staff have with children, these levels are:

General Contact Workforce – May come into contact with members of public including Parents, Carers, Family Members, Children and Young People through their role. Not usually involved in working directly with the child, but need to be able to recognise and report situations where children are in need of protection. This group would also include a range of other workers who have some contact with children, young people and parents / carers in their day to day work, without working directly with them or having an in-depth knowledge of their circumstances. Examples of Staff could be facilities staff, laboratory staff, admin staff ect.

Specific Contact Workforce – Work directly with Children, families, young people or other family members offering specific services and have a high degree of contact which may be carried out in clinic settings or within the home. May have involvement in risk assessment and involved in offering ongoing support. Staff identified as Specific Contact Workforce should have completed training appropriate to General Contact Workforce and will require additional competencies, skills and Knowledge appropriate to their role. Examples of staff would be Paediatric Nurses, Mental Health workers, Addiction Workers, GP’s.

Intensive Contact Workforce – Are staff who have specific responsibility for child protection within their role. Staff may be involved in investigations, working complex cases or hold lead professional or named person responsibilities. Includes staff who have been designated as child protection nurse for specific areas. Staff should have completed training appropriate to the General and Specific contact workforce however should have knowledge, competencies and skills appropriate to their role. Examples of staff could be health visitors, school nurses, midwives, child protection advisors, paediatricians with child protection remits.

All staff employed by NHS Greater Glasgow and Clyde will be in one of the above workforce categories, if you have any questions regarding the category you fall into or training you require, Please contact trainer for further advice. In line with this training has been assigned to the most suitable work force groups, however, can be tailored to meet training needs via bespoke training.

Identifying the Appropriate Level

In accordance with the NHS KSF guidance (Scottish Executive, 2004), progression through the four levels of this framework is characterised by: • Moving from recognising potential risks and hence a possible need for protection to actively addressing risks through a wide range of protective measures• Increasing knowledge and skills in relation to the seriousness and frequency of risks• An increasing understanding of the legislative context and its application in different circumstances• An increasing involvement in inter-agency and partnership working at a range of levels to improve the protection of the public (Scottish Executive, 2004)

The simplest way to identify the appropriate level is to examine the descriptive titles for each level, and then use those, together with the Indicators, as a guide to see which level best reflects the work undertaken. The Competency Statements and Knowledge and Understanding sections of this framework are incremental and build on previous levels; for example, it is assumed that a practitioner using Level 3 will be confident with all aspects of levels 1 and 2.

Employer and employee are best placed to decide the most appropriate level for a particular post, because similar roles can vary considerably in their work functions according to local arrangements.

Child Protection Statement

All training provided is underpinned by the following principles:

§  All children have a right to be protected from abuse and neglect.

§  All adults have a responsibility to protect children from abuse and neglect.

§  All training should be child centred and promote the rights of the child.

§  All training is informed by current research, public inquiries, legislation, government documents, policies, procedures and principles of best practice.

§  All NHSGGC staff will have access to training opportunities.

The safety of children is considered paramount. Therefore, any information discussed during training courses which indicates that a child may be at risk may require the trainer, in consultation with the individual, to take appropriate action.

Course Aims

This training provides newly appointed staff with a very basic introduction to child protection.

Course Outcomes

By the end of this session the delegate will have:

·  Gained an increased awareness of Child Protection issues.

·  Developed an awareness of the legislative framework, guidelines and procedures and know where to access them.

·  Gained an understanding of their role in preventing abuse and their responsibility towards protecting children.

·  Developed an understanding of the responsibilities of all NHSGGC staff.

·  Developed the skills to be able to identify potential risks to children and signs of Child abuse.

·  Acquired a basic knowledge of where to go for advice and support

·  Gained an understanding of the importance of accurate recording of child protection concerns and the referral process.

·  The skills and knowledge necessary to access further support agencies and know where to seek advice.

·  The skills and knowledge necessary to access further child protection training appropriate to their role and degree of contact with children and their families.

Target audience

This session is designed for new members of staff during their induction process.
