Voting Delegates - Each county will have a minimum of two votes. The county’s Roundup delegation will determine their voting delegates.The delegates name will be filed at the time Roundup registration is completed at check in. Return this form and the questions discussed below to the State 4-H Office by June 15, 2017

2017 4-H Town Hall Meeting

Each county will have voting delegates based upon the number of youth attending Roundup. All delegates will attend the 4-H Town Hall Meetingduring Roundupto hear candidates respond to questions which were submitted by county delegations with their Roundup registration materials. The voting delegates will cast the votes like an electoral college for the candidates on Thursday as indicated in the Roundup schedule.

Operational Procedures

  1. Questions
  • Each county may submit two relevant questions with Roundup Registration Materials. The questions are to be the work of the county’s Roundup delegation.
  • Questions should be general enough to apply to any office (President, Vice-president, Secretary, and Reporter)
  • A committee, including at least one State Specialist, one District Specialist, one county educator and two members of the state leadership team (not seeking office), will review the questions submitted. The committee will eliminate any questions not deemed valid or appropriate.
  • In the event there are not enough questions submitted the committee will prepare questions for the town hall meeting.
  1. Questioning of Candidates
  • The candidates will not receive a list of approved questions in advance.
  • All approved questions will be placed in a hopper.
  • The town hall facilitator(s) will randomly draw and ask questions.
  • The name of the county submitting the question may be read at the same time as the question.
  • Once a question has been answered it will not be placed back in the hopper.
  1. Q & A Candidate Order
  • Each set of candidates (defined as one particular office) will answer up to 4 questions.
  • The candidate will have no more than 2 minutes to respond to the same question.
  • The response order will be rotated (i.e. Four candidates -first round order will be 1,2,3,4. Second question the order would be 2,3,4,1. Third question 3,4,1,2 and finally 4,1,2,3.)
  1. Closing Remarks
  • Each candidate has no more than one minutefor closing remarks.
  • The candidate is not to attempt to finish answering questions asked during the town hall meeting or repeat/finish the speech presented during the campaign rally.
  • Closing remarks are intended to present “reasons” why the individual is the best candidate for the position and why the electorate should vote for them.

Attentive to Candidate Messages

  1. Be attentive to the speeches at the Political Rally on Wednesday. Take notes and discuss at your Wednesday County Meeting.
  2. Take notes at the Town Hall Meeting so you can discuss the questions and candidates’ response at your Thursday County Meeting prior to voting.

Facilitate first CountyMeeting

  1. At the county meeting on Wednesday share what you learned about the candidates. Facilitate the county delegations’ discussion of candidates – taking into consideration speeches heard during the Political Rally and the information gleaned from any personal interactions with the candidates.
  2. Encourage the county delegates to get to know the candidates on Thursday.

Voting Process at CountyMeeting

  1. Voting Packet - Thursday evening in the Mezzanine of Kerr-Drummond pick up your county voting packet and your “Official” ballot.YOU will need to sign for the ballot.
  2. Based upon input from the total county delegation, the Voting Delegates shall mark the County’s ballot then return it to the state ballot box.
  3. A county’s votes can be split between candidates if agreed upon by the delegation. For example: County has two voting delegates and a total of 15 delegates attending Roundup. There are three candidates for the office of reporter. At the county meeting one candidate receives 7 votes and another receives 6 and one receives 2. The county could cast two votes for the first candidate or agree to split their vote for the two most popular candidates.
  4. There should be minimal adult influence or presence in the delegations determination of candidate choice. This means adults may attend, but are not to participate in discussion, but may help to facilitate questions to assure that voting delegates remain unbiased in their report from the Town Hall meeting.
  5. Ballots must be returned to the voting headquarters by 12 midnight.

Runoff Procedure

  1. Check the county mail box on Friday morning to see if there will be a run-off. If there is, be at the opening assembly no later than 8:45 a.m. to cast votes for the run-off elections.
  2. Results will be announced on Friday morning.

  1. Voting for District offices will take place at the District Rallies.
