Responses to Written Questions
Q1) If they stabilize can we transition them into our regular THP+FC Program?
A1) This is possible and the County is mindful that other eligible young adults that are not in the NMD Emergency Transitional Bed Program but are on THP+FC Program waiting lists do not lose their place in line.
Q2) What would the transfer (internal) process look like?
A2) It will be the same process for NMDs wanting to enter other THP+FC placements that currently exist within the department. Complete the application, interview, etc.
Q3) Is the 90 day max concrete? What if another placement is not found?
A3) It is firm because it’s intended to be short term stabilization placement and not a long term placement. We typically find placements before 90 days for our NMDs.
Q4) Due to these youth being higher risk youth, why is the rate the same?
A4) It was an SSA determination that this is an appropriate rate. If we later determine the needs and costs are greater, then we will reassess that rate.
Q5) Why is the rate just a THP+ rate for NMDs?
A5) Follows the current rate for THP+FC as it is the same placement.
Q6) Is it a different rate for parents?
A6) No
Q7) Can NMDs share a room?
A7) Yes
Q8) This is not a guaranteed bed?
A8) No, this is not a guaranteed bed contract where the contractor is paid a guarantee bed rate whether the bed is occupied or not. Contractors will only be paid when a NMD is occupying the bed.
Q9) Given that youth are allowed a total of 90 days, if their placement terminates early, are they eligible for a return to the program?
A9) Yes. There is no limit to how many times a NMD can take advantage of the NMD Emergency Transitional Bed.
Q10) What is the anticipated racial/ethnic breakdown of NMDs needing ETBs?
As of August 2017, Alameda County NMDs ages 18+ had the following ethnic breakdown: 60.5% African American, 18.2% Latino, 15.2% White, 4.6% Asian/Pacific Islander, 1.5% Native American.
Q11) Are youth expected to be housed by January 2018?
A11) Yes, that is the projected start date for the awarded contractor(s).
Q12) What does the referral process look like?
A12) The NMD Emergency Transitional Bed Program is managed by the Placement Services section. Placement Child Welfare Workers will call the placement provider to discuss the NMD’s placement needs. Primary workers will not refer to your program.
Q13) Do you anticipate any language needs? (e.g. bilingual English/Spanish staff)
A13) This is a possibility. It is always good to have a diverse staff. Also the Administrative/Organizational Capacity section of the evaluation criteria in the RFP, question #4 asked for each bidder to describe the bilingual capacity of staff and to describe their organization’s ability to deliver culturally appropriate services; including accommodation for language and/or cultural differences.
Q14) How will you determine which youth are eligible?
A14) NMDs that have no placement options at the immediate time of placement need and have no temporary housing alternatives are eligible for the NMD Emergency Transitional Bed Program. This program is not intended for NMDs that refuse placements options we have provided them or NMDs that are unsatisfied with their current placement. This placement option is intended for those limited number of NMDs that are truly without a placement option.
Q15) Are parenting youth expected to be in one bedroom or own apartment?
A15) Parenting NMDs should have their own room, but not necessarily their own apartment.
Q16) Would transgender individuals count towards bed numbers in their current gender? Is it their choice which house to stay in?
A16) Yes. Transgender NMDs would be placed based on their gender preference and their numbers would be counted based on their preference.
Q17) Does the proposal have to include a current THP+FC contract holder?
A17) No, but the organization should have experience with this population.
Q18) For organizations that are in partnerships, does one of the organizations have to have a transitional contract?
A18) No, but experience, yes. Please see the RFP specifications for specific vendor requirements.
