SPEECH DELIVERD BY THE CABINET SECRETARY, MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY DR, FRED MATIANGI EGHDURING THE LAUNCH OF THE NATIONAL EDUCATION SECTOR PLAN(NESP)TO BE HELD ON 6THMAY, 2016 AT THE KENYA INSTITUTE OF CURRICULUM DEVELOPMENT(KICD)STARTING AT 7.30 A.M.

County Executives in Charge of Education,

The Principal Secretaries, Ministry of Education, Science and Technology,

Senior Government Officials present,

Development Partners,

Distinguished Guests,

Ladies and Gentlemen.

It gives me great pleasure to preside over the launch of the National Education Sector plan 2016-2020.

Although the launch is belated, that does not in any way diminish the importance of this plan in driving the education sector towards attaining quality Education and training for Kenya’s sustainable development.

It should not be lost that this day represents one of the main flagship programme of the Ministry of Education, Science and Technology as it the marks the launch of The National Education Sector plan that will drive education and Training.

In an effort to align the operations of the three StateDepartments of Education, the sector plan is being implemented for five years from 2016 to 2021.At that point and time we shall have an opportunity to review the sector plan and built on our success stories.

The Sector plan is critical as it is an all-inclusive, sector wide programme whose goal is: QualityBasic Education for Kenya sustainable Development.

Ladies and Gentlemen,

As you are aware that sector plan builds on the successes of and challenges of the Kenya Education Sector support programme of 2005 to 2010.

Key in NESP is the focus on Sector governance, management and accountability in a devolved and diverse partnership.

The plan also sets out the rationale, goals, objectives, strategies, requirements and a costed operational matrix to ensure a balanced development of the education and training sector

In developing the plan reference was made to the Medium term plan 2013-2017,Kenya Vision 2030, the Jubilee manifesto (2012) and the Public Financial Management Act of 2012.

Ladies and Gentlemen,

The National Education Sector Plan is presented in three volumes:

Volume one is referred to as the Basic Education Programme Rationale and Approach and focuses on the urgent need to enhance enrolment into institutions of BasicEducation, raise literacy and numeracy levels, and reduce existing disparities while at the same time guaranteeing quality of education.The emphasis is on improvement of education quality with an underlying objective of improving schooling outcomes and the impact of the sector investment.

Special mention has been given to enhancing access to education for hard-to-reach children through a combination of both policy development and management interventions. To this end the policy recommends the creation of the National Council for Nomadic Education in Kenya(NACONEK) which was launched sometimes this year with a clear mandate of turning round the Education and Training Sector in Nomadic Communities and hard- to- reach children.

Volume two referred to as Operational plan and it sets out the implementation strategies and activities that will ensure that the goal of Quality Basic Education for Kenya’s Sustainable Development is achieved.

Volume three deals with the programme rationale and approach for Technical, Vocational Education and Training (TVET),University and Science, Technology and innovation outlines subsector programmes and their corresponding issues,goals,strategies,time frames and attendant estimated costs in the areas of University,TVET,VET and ST& I

As we launch the Sector plan it is clear in my mind that this blue print on Education will provide a balanced development of the entire education sector to support the National aspirations of Kenya in the 21st Century and beyond. It is now my humble duty to officially launch NESP
