The regular meeting of the Board of County Commissioners was called to order at 9:00 a.m. with the following present: Steve Shockley, Chairman; Sandy Kontour, Commissioner; Eric D. Johnston, Commissioner; and Chris Kanwischer, Clerk. Commissioner Kontour moved and Johnston seconded to approve the agenda. The motion carried. The minutes from the last regular meeting were approved as presented. Commissioner Johnston moved and Kontour seconded to approve the vouchers as presented. The motion carried.

Tax Cancellations
Commissioner Johnston moved and Kontour seconded to approve the following tax cancellations for tax year 2017 for Ronald & Jackie Tillman in the amount of $24.11 because the mobile home was destroyed, for Brock Enterprises, LLC in the amount of $8.68 because the property was double billed and for Michael Lambert in the amount of $40.77 because the mobile home was destroyed in 2014. The motion carried.
Financial Report
Treasurer Rietz presented the financial report for the month ending September 30, 2017.
Predatory Animal Board
Bill Klein, Treasurer of the Pedatory Animal Board and County Treasurer Rietz presented the annual receipts and expenditure report for the board.
Burns Insurance
Linda Yeargan of Burns Insurance reviewed the insurance coverages and indicated they need the checklist signed once the IT coverage portion is verified.
Planning & Zoning
Commissioner Kontour moved and Johnston seconded to approve the Wagon Wheels Simple Subdivision as presented on the record of survey and as recommended by the Planning and Zoning Commission. The motion carried.
Road & Bridge
Supt Lockman discussed final plans for the installation of the u-culvert on Palmer Canyon Road at the Laramie River Crossing, that is scheduled for next week and updated the Board on several other road matters.
Capital Facilities Tax Discussion
Representatives from the towns of Hartville, Guernsey, Glendo, Wheatland, and Chugwater, along with members of the Platte County Fair Board met with the Board to discuss putting the capital facilities tax question on the 2018 primary ballot. It is estimated the current tax will be done in the first or second quarter of 2019. Everyone will work on gathering their project costs and meet again on January 16, 2018 for further discussion
Resolution #2017-18
Commissioner Kontour moved and Johnston seconded to approve Resolution #2017-18 entitled: Resolution to Rescind Fire Ban in Platte County. The motion carried.
WHEREAS, the Platte County Fire Warden has recommended on this day to rescind the partial closure of all of Platte County, Wyoming, to use open fires and the use of incendiary devices; and
WHEREAS, the fire danger in Platte County has decreased due to lower temperatures and recorded precipitation.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Platte County, Wyoming, that effective October 17, 2017 at 1:30 p.m. Platte County Resolutions #2017-5A and 2017-13 are rescinded in their entirety.
Notice of the rescinding of the fire closure shall be transmitted to the Wyoming State Forester, Bill Crapser, 5500 Bishop Blvd, Cheyenne, Wyoming 82002-0060.

Housing Board Interviews
The Board conducted interviews with Jennifer Burns and Mary Jo Derra for the upcoming opening on the Housing Board.
Pro River Tech
Tom Overstreet of Pro River Tech via Skype and Jordan Ham who was in attendance at the meeting updated the Board on their plan for Spillman training, the status of the booking camera for Spillman, the tech support fee and numerous other things they have been working on.
Housing Board Appointment
Commissioner Kontour moved and Johnston seconded to appoint Jennifer Burns to the Platte County Housing Board for a five year term beginning November 1, 2017 and ending on November 1, 2022. The motion carried.
Resolution #2017-16
Commissioner Johnston moved and Kontour seconded to approve Resolution #2017-16 entitled: Schedule of Commissioner Meetings. The motion carried.
WHEREAS, Wyoming State Statute 18-3-502, County Commissioners are required to meet on the first Tuesday in each month or at such other times as may be designated, and
WHEREAS, the first Tuesday of the month may occasionally fall on a holiday or a General Election day, and
WHEREAS, Wyoming State Statute 18-3-502, the Platte County Board of Commissioners may reschedule those meetings falling on a holiday or a General Election day by adopted resolution;
THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Platte County, Wyoming that the list of Commissioners’ meetings as set forth below will be the meeting schedule followed during calendar year 2018.

Resolution #2017-17
Commissioner Johnston moved and Kontour seconded to approve Resolution #2017-17 entitled: Resolution Approving the Official Holidays for County Employees for the Year 2018. The motion carried.
WHEREAS,per Wyoming Statute § 18-3-103 as amended, county officers shall keep their offices open during the usual business hours of each day excluding Saturdays, Sundays, legal holidays and other days as established by the County Commissioners through resolution; and
WHEREAS,it is understood that this resolution shall not apply to all county departments as some are required to be in operation continuously. All law enforcement personnel will be compensated with pay at time and a half for those hours worked on the actual holiday.
NOW THEREFORE BE IT RESOLVEDby the Board of County Commissioners of Platte County, Wyoming that the list of holidays and other days as set forth below shall be observed during calendar year 2018 for Platte County employees:

Emergency Management Grant
Commissioner Kontour moved and Johnston seconded to approve the grant award agreement between the U.S. Department of Homeland Security Federal Emergency Management Agency, Grant Programs Directorate, FY2017 Emergency Management Performance Grant (EMPG) and Platte County in the amount of $25,000 for the period of October 1, 2016 through March 31, 2018. The motion carried.
Grant Writer
Clerk Kanwischer gave an update on the current grants. The Board discussed the vacant grant writer position and the best way to proceed.
