MINUTES of the MEETING of SILKSTONE PARISH COUNCIL held on Monday 2 April 2012 at 6.45pm at Silkstone Sports Pavilion.

PRESENT

Chairman: Cllr D Liddell

Councillors: R Brocklehurst, Mrs P Gallamore, P Handley, R Leech, Mrs M Liddell, P Smith and R Stier.

In attendance: Ward Cllr R Barnard and Ward Cllr J Wilson,Alex Dobbin – Shindig Festival organiser, Paul Denton – BMBC Pollution Officer and Silverwood Scout Camp representative, around 25 Members of the Public.

It was noted that the Parish Clerk has had an accident so is unable to attend the meeting. Caroline Walton has kindly agreed to take notes of the meeting which Cllr Mrs M Liddell will type up and forward to the Clerk who will prepare the draft minutes of this meeting.

PUBLIC QUESTION TIME

Bowling green – A resident asked what the Parish Council’s position is on the proposed use of the bowling green for the sighting of a marquee by the new tenants of the Silkstone Lodge. Cllr Liddell advised that the Parish Council have always supported the Silkstone Lodge Bowling Club with grant aid and are fully supportive of a Bowling Club in the village. Unfortunately, the Bowling Green is on privately owned land and the terms of its use are by private arrangement between the Bowling Club and the tenant of the Silkstone Lodge which the Parish Council has no control over. Cllr Handley is the Link Councillor for the Bowling Club and is in contact with their secretary to ensure that Parish Council remain advised of the situation.

Dodworth Planning application - for change of use to an industrial unit on the Fall Bank Industrial Estate. A resident asked for Silkstone Parish Council’s support in objecting to this proposed change of use. Since the application is outside the boundary of Silkstone Parish; this Parish Council has not been consulted on the application by BMBC as would be the case if the application was within the Silkstone Parish. Ward Cllrs J Wilson and R Barnard agreed to investigate this application further and contact the resident direct.

11-192 APOLOGIES

RESOLVED to accept apologies from Cllr Leech who is on holiday.

11-193 DECLARATIONS OF INTEREST

RESOLVED to note Cllr Stier’s declaration of a prejudicial interest in the payment to the Parish Council’s handyman under agenda item 13 (this item was approved on mass with other payments).

11-194 SHINDIG FESTIVAL AUGUST 2012

RESOLVED to suspend standing orders to allow the Shindig festival organiser to address the Parish Council and for Ward Cllrs and members of the public to raise questions through the Chair.

Alex Dobbin explained that the full premises licence application recently published in the Barnsley Chronicle is for a Shindig Festival over a weekend in August (Friday 10th August to Sunday 12 August 12). He advised that conditions will be applied to the licence which should mean it will be valid for 7 days of licensable activity within a 12 month period and not for 365 days a year as implied by the published licence application. It was noted that the event will have traffic management in operation and that a professional security firm will be policing the event.

The Chairman of the Parish Council led a question and answer session on the Shindig Festival Licence and it was noted that there had been a number of objections from residents relating to the licence both verbally and in writing to the Clerk and Councillors before this meeting. It was noted that the deadline for objections is 3 April 12 (tomorrow). The Ward Cllrs present agreed to pass on the comments made at this evening’s meeting to the licensing board at Barnsley MBC. The Parish Council agreed to take no further action.

RESOLVED to re-instate standing orders.

11-195 MINUTES

Silkstone Parish Council - RESOLVED to approve the minutes of the Parish Council meeting held on Monday 5 March 2012 as a true and accurate record. The Chairman signed the minutes.

Matters arising from the minutes and not on this agenda:

Page 1 Public Question Time – 4th paragraph – Cllr Stier commented that devolving services to the Parish Council from the principal authority may involve double rating for parishioners. Cllr Mrs M Liddell stated that any services taken on by the Parish Council should come with a payment to carry out those services from the principal authority.

Twinning Committee – RESOLVED to note the minutes of the Twinning Committee meeting held on Thursday 23 February 2012.

PLANNING

11-196 PLANNING APPLICATIONS FROM BARNSLEY METROPOLITAN BOROUGH COUNCIL (BARNSLEY MBC)

RESOLVED to approve the following comments on planning applications received since the last Parish Council meeting:

11-198 LOCALISM ACT & NEIGHBOURHOOD PLANS

RESOLVED to note the Clerk’s report from two training events attended on the Localism Act and Neighbourhood Planning.

11-199 ELECTRONIC CONSULTATION ON PLANNING APPLICATIONS

In the absence of the Clerk, Cllr Smith reported on the meeting he attended with Cllr Leech, the Clerk and Paul Clifford Barnsley MBC Planning officer relating to the possibility of Silkstone Parish Council piloting electronic consultation of planning applications at their meetings. The outcome of the meeting was that Paul Clifford will ask around the departments at Barnsley MBC to see if there is any old overhead projectors and display screens that could be used by Parish Council’s, the Clerk will write an article for the Parish newsletter asking local businesses if they have any equipment that Parish Council could use. In the meantime it was agreed that planning applications will e-mailed to the Clerk as well as issued in paper copy so that the e-mailed plans can be forwarded to the 7 Councillors’ on e-mail to view the application before the meeting. It was felt that this would save time at Parish Council meetings and is a step in the right direction.

POLICY

11-200 GRANTS WORKING PARTY – GRANTS ALLOCATION 2012-2013

RESOLVED to approve the Grants allocation for 2012-2013 on the schedule, the Clerk will contact all groups to advise.

11-201 LOCALISM ACT AND POWER OF GENERAL COMPETENCE

RESOLVED to defer this item to the Annual Parish Council meeting on 14 May 2012.

11-202 COUNCILLOR ID BADGES

RESOLVED that Cllr Mrs M Liddell will liaise with the Clerk relating to the production of Councillor ID badges.

RESOLVED to award the Football pitch and Cricket Field Grounds maintenance contract for 1 May 2012 to 30 April 2013 to Botham’s Prestige for the total annual cost of £9,015 + Vat. Also that an order be placed with Botham’s Prestige for the annual football field renovation works at a cost of £2,305.

11-206 SILKSTONE STOCKS PROJECT

Cllr Handley advised members that the Stocks project is now complete. All invoices have been passed on to the Clerk. It has been confirmed that Silkstone in Bloom and the Roggins Local History Group will plant up the planters with red, white and blue planting. A photograph of the Jubilee planting and the Stocks area will be included in the June edition of the newsletter. Roggins are applying to the Community Support Fund and the Parish Council for funding towards the cost of a new lamppost for the Stocks area, Cllr J Wilson will progress with the Community Support Fund; an update on this will be provided at the next meeting.

11-207 WAR MEMORIAL

-Tarmac Area

RESOLVED to note that the application for a grant from the company TARMAC for the supply of tarmac for the area in front of the war memorial had been unsuccessful.

RESOLVED to note that the handyman will clear the weeds from the tarmac area and weed, feed and cut regularly the area of grass either side of the war memorial.

11-208 BARNSLEY MBC DEVOLVED SERVICES TO PARISH COUNCIL

RESOLVED that Parish Council resources need to be considered before the Parish Council can make any proposals to Barnsley MBC to devolve services. Councillors identified Hall Royd Lane Wood as an area already earmarked by the Parish Council as an area they would be interested in developing. NPS Barnsley is currently dealing with the Parish Council’s request to take over responsibility for this wood. The possibility of taking over areas of footpaths and styles on the wagon way were also suggested. The Clerk will liaise with CARE to discuss the practicalities of any proposal.

11-210 LINK COUNCILLORS REPORTS

Cllr Handley has been in regular contact this month with the Roggins Local History Society regarding the Stocks project and the Silkstone Lodge Bowling Club relating to their issues with the use of the Bowling green.

Cllr Stier has attended meetings of the Silkstone Common Good Companions.

11-211 MEETINGS

Cllr Liddell had attended the NALC Council meeting and the Finance and General Purposes Committee with the YLCA.

Cllrs Gallamore, Leech and the Clerk attended the planning training day on 17 March 12 in Penistone.

Cllr Mrs M Liddell attended the Royal British Legion Annual Dinner

Monday 16 April 2012 at 7pm at Silkstone Sports Pavilion.
