Prior to dealing with the Items on the Agenda, a number of Councillors voiced their concerns at recent filming which took place in Toomore Graveyard for an episode of the Hardy Bucks.

Ms Crowley, Head of Ballina M.D.,advised that theCouncil is currently trying to encourage more companies to film in Mayo and that the requestto filmhad come from a reputable company, with whom the Council had worked previously.She confirmed that shehad given permission to the film crew to use this location on the basis that she understood there was no objection from the local Caretaker. She advised that it was not the Council’s intention tocauseupsettoany member of the Community.

Ms Anne McCarty, Mayo Arts Officer, confirmed that the Council would take on board the Councillors concerns, learn from the experience and put protocols in place to prevent something similarfrom happening again.

ITEM 2
To note Introduction and Welcome by Ms. Una Forde, Managing Director of Ballinglen Arts Centre. / Ms Forde, Managing Director, Ballinglen Arts Centre, welcomed the Members to the Arts Centre and outlined the background to Ballinglen, focussing on its positive impact on the local community and its plans for a new Museum and Educational Centre.
The Members commended Ms Forde on her Presentation and voiced their support for the future development of Ballinglen.
ITEM 3
To set a date for the Annual General Meeting. / It was agreed that theJune Monthly Meeting of Ballina M.D., would be held in Crossmolina on the 7th June, 2017, at 10.30 a.m., followed by the Annual General Meeting at 12:00 p.m.

To note Presentation from St. Muredach’s College, Ballina, on Unity Racing F1 in Schools Team - participants in the World Finals in Malaysia in September 2017. / The Members noted the Presentation from the Students,commended them on their achievement to date, committed to helping them in whatever way they could and wished them well in Malaysia.

Notice of Motion.

“"I wish to respectfully request that a road extending from the L13161, to the carpark at the River Moy at Moygrove, Foxford, be taken in charge by this Local Authority. This private road was improved using an LIS scheme in 2016. The directions to the road are as follows; Taking the Pontoon road out of Foxford and progressing towards Foxford Railway Station, turn left onto the L13161. The road that is the subject of this motion is the first left turn off the L13161, after the junction with Pontoon Road”.

Ms Durkin, S.E.E., advised that a recommendation on this Motion would be made upon receipt of an Engineer’s Report confirming this road’s current condition and status in relation to Mayo County Council’s requirements for ‘Taking in Charge’. Ms Durkin also advised that this road was noted at Ballina M.D. Meeting in April, 2015.

Ms Crowley confirmed that the taking in charge of this road was the subject of a Notice of Motion in 2015 which was resolved and therefore still legitimate. As such, the road will be included on a list for consideration for taking in charge. Ms Crowley also clarified that the Executive can only advise Councillors when submitting Notice of Motions about their relevance and that this advice can be accepted or not.

Cllr Cruise stated that the Notice of Motion was premature in 2015 as the works to the road were not completed at that stage. However, he added that this Motion was now legitimate as the works have been completed.

Ms Crowley agreed to circulate a document to the Councillors, setting out the procedure for the formal taking in charge of roads.

“That the Central Statistic Office (CSO) is asked to clarify whether the 2016 census figures for Ballina Town are based on the same physical area as was used in the 2011 census; that the CSO then clarifies whether the population of Ballina Town has increased or decreased since the 2011 census”.
