MINUTES OF THE MEETING OF THE BILTON IN AINSTY WITH BICKERTON PARISH COUNCIL HELD IN TOCKWITH SCHOOL ON TUESDAY 20 FEBRUARY 2018

There were no members of the public present and no questions had been received.
3. / Minutes of the Meetings held on 16 & 30 January 2018
The minutes of the meeting held on 16 & 30 January 2018 were approved as a true record by all Cllrs present, without abstention.
4. / Matters Arising from the Minutes of the Monthly Meeting Held on 16 & 30 January 2018.
4.1 / Highways Matters
Damaged Highway Surface – West End of Main Street Bickerton
The Clerk had left a message for the NY Highway Inspector about the deep ruts in the grass verge, but has not had a reply.
Traffic Speed in Bickerton- Wheelie Bin Stickers
The distribution of the last wheelie bin stickers in Bilton in Ainsty will be completed by the end of this week.
4.2 / Flooding – Post Office Row Bilton in Ainsty
Area 6 Engineers have confirmed that tree roots have been removed from the surface water drains in Post Office Row. The drain now appears to be clear with no obstructions. Local residents have been advised of the action.
4.3 / Grass Verge Cutting 2018 - update
The Clerk has confirmed the details of verge areas that need cutting in 2018 and has agreed the cost for the work. Some flexibility has been agreed with the cutting of the grass verge to Church Street Bilton in Ainsty, as extra cuts may be needed in summer months due to rapid growth.
5. / Police Matters
The Community Beat Manager was aware of the meeting but did not attend. Cllrs discussed a recent attempted break in to the farm on Tom Cat Lane, when it is alleged that NY Police did not attend. The Clerk will ask the Community beat Manager if the monthly crime statistics will record the attempted break in. Cllrs also discussed the recent email from the Crime Commissioner, requesting details of any NY Police issues causing concern in rural communities.

Cllrs checked the bank statements for January 2018 to confirm the figures. There were no comments or queries from Councillors about the PC’s Bank Accounts or financial spread sheets circulated previously.

Total Payment of £1,836.24 was approved by all Cllrs present with no abstention, with corresponding inter account transfer.

  • Howarth & Co (Solicitors) £1806.00 (£1500.00 + £300.00 VAT + £6.00 registration fees) - Punch Taverns lease renewal (retrospective approval for payment made 24.01.18)

After discussion, all Cllrs present without abstention agreed to ask the Clerk to respond

8.1 / Data Protection Act – 2018 Changes

8.2 / Neighbourhood Plan – Parish Design Statement – Update
Cllr Mrs J Hanson and the Clerk attended a meeting at HBC’s Offices on 19 January 2018, to discuss the current draft document. Minor changes to the layout of the draft were agreed, along with the need to include further pictures of heritage properties in Bickerton and a clear map showing the Parish Boundary. These changes had now been made and a revised draft document will shortly be circulated and a decision made on a date for a public presentation.
8.3 / Chequers Inn Car Park
The Clerk has served a notice on Punch Taverns terminating their use of the Car Park after 23 March 2018. The Solicitor acting for the Parish Council was paid his fees in advance and he is liaising with Punch’s Solicitor to agree the wording for the new lease document.
8.4 / Wetherby Storage
Wetherby Storage are increasing their prices from 1 April 2018, but the Parish Council will continue to receive a 20% discount for annual advanced payment. Cllrs discussed the issue but agreed that the storage facility would continue to be used.
8.5 / Parish Council Elections 2018
Elections will be held in 2018 for District and Parish Councils, due to boundary changes. Cllrs were reminded that hard copies of application forms and information packs would no longer be posted to the Clerk, with applicants being expected to download all documentation from HBC’s website
9. / Councillors Business Items for the next Meeting
The Clerk will not be available for a monthly meeting on 15 May 2018. Cllrs agreed to change the meeting date to 22 May 2018.

20 March, 17 April, 22 May & 19 June 2018
All meetings to be held in Tockwith School at 7.30 pm (subject to availability).
