433/17Submitted Appendix C(A)(2) – email from Brecon Jazz Club concerning funding sought next year and inviting a member of the Council to join the board of the newly formed ‘Brecon Jazz Music Trust & Festival’. After discussion it was

434/17Submitted Appendix C(A)(3) – a letter from Diane Davies, Eisteddfod yr Urdd 2018 Brecon Appeal Committee.

435/17DRAFT RECORDS MANAGEMENT POLICY

The draft records management policy which had been circulated by email was considered and it was

THAT that the Records Management Policy be adopted.

436/17INFORMATION FROM INDEPENDENT REMUNERATION PANEL FOR WALES

Submitted Appendix C(B) being information and consultation received from the Independent Remuneration Panel for Wales concerning proposed changes to arrangements for reimbursement of travel and subsistence costs and other payments to for Councillors for 2018/19. The Town Clerk asked Members to particularly note determinations 44 and 51 which would have a financial impact on the Council. Members felt that it is an important consultation and that they should carefully consider their response to the consultation after discussing the proposals with members of the community to seek their views. THAT this matter be deferred to the November Council meeting for further discussion and for a response to be agreed. The Mayor requested that Members email proposed responses to the Town Clerk before the November Council meeting.

437/17GUIDANCE FOR PRINCIPAL COUNCILS ON THE REVIEW OF COMMUNITIES

Submitted Appendix C(C) the Guidance for Principal Councils on the review of communities – a copy of which had previously been circulated. The Town Clerk informed Members that also tabled was information about the proposed new constituency of ‘Brecon, Radnor and Montgomery’. Councillor Dorrance clarified that these are two separate issues. It was noted that this is an opportunity to collaborate with neighbouring communities. After consideration it was

THAT a request be sent to the Local Democracy and Boundary Commission for Wales for their representative to come to a meeting to explain the review process and to also invite Members of neighbouring community councils.
