June 26, 17

Council met in Regular session with all members present.

Guest Present: Mark Crosby, Con Shuherk, Ed Blankenship, Stacy Blankenship.

Stacy Blankenship expressed interest in open council seat. (Etzler’s Seat)

EMS Coordinator Amber Schuerman was present. Schuerman reported 10 runs Month to Date. Mayor Wobler informed council and Coordinator Schuerman from Medicount Medicaid won’t pay from June29-July 10. EMS Charts, the new reporting software, will allow for direct bill for EMS Services. EMS Billing currently up to date.

Chief Anderson was present he informed council that he received a $10,000 state grant for Rip packs and bottles, 2 cascade bottles, 3-4 SCBA bottles, Bunker coat and pants.

Police Dept. Chief Miller stated he has received complaints about residents parking along the sides of Plainfield Dr. Recommended adding a couple No Parking signs.

Zoning: Inspector Sinn was present. He reported 4 trips to Payne in June. He received a Sign permit for Eco Disposal. He also was looking into a possible issue of a pool being very close to the intersection of Kite and Mustache streets.

NEW BUSINESS:

Mayor Wobler informed council of a letter received from Beth Clark of SRTS and Payne was not selected for the SRTS Grant Funding this round. She requested a discussion with the Mayor for next year’s application.

Paulding County Demolition Project delayed, looking into starting a land bank.

2020 Census meeting is Thursday June 29, 2017 in Toledo at 8:30am.

Paulding County Economic Development is updating the map for the annexation of Vancrest Property.

Mayor Wobler and Council selected Councilman Scheiner to be the Village Representative for the Paulding County Vision Board.

Laura Street Railroad Crossing is open 6/26/17.

Mayor Wobler informed council that Fiscal Officer Halter resigned June 19, 2017. Councilman Crowley made a motion to accept Deb Wyckoff as the interim Fiscal Officer. Scheiner seconded and the motion passed unanimously.

Mayor Wobler informed council that he spoke with ODOT about the issue of vehicles running the stop signs at State Road 49 and Merrin St. ODOT said we could put bigger signs up or put a sign on each side of the road. Council would like to see if there is a possibility that ODOT could install rumble strips approaching that intersection.

Councilman Ron Etzler submitted his resignation as Councilman effective this meeting due to medical problems.

Mayor Wobler stated that he will be contacting Jarrod Childs about the drain plugged by home plate at park.

Mayor Wobler informed council that the EMA will not pay for the sand purchased to fill sandbags during flooding. Mayor Wobler will work with Townships at the 7/27/17 Trustee meeting to get this invoice paid.

Mayor Wobler informed council that Jarrod would like to purchase a post auger to install benches at the park. Council decided to look into getting one that would attach to the tractor as it would be safer to operate.

Councilman Crowley stated that he is resigning from the position of Council President and will remain on council.

Councilman Childs nominated Councilman Miller for Council President position. Councilman Crowley seconded and the motion passed unanimously.

Mayor Wobler stated that “Rock the Block” was a success and everyone had a great time. There were many that enjoyed the activites. All ages attended and gave many compliments on how they wanted future events such as this. The Rock activities were attended heavily and Church service on Sunday morning was the best ever attended according to pastors.

Crowley moved to pay the bills, Miller seconded and the motion passed unanimously.

Crowley moved to go into Executive Session at 7:43pm and Childs seconded. The motion passed unanimously.

Crowley moved to go into regular session at 8:19pm and Schoenauer seconded. The motion passed unanimously.

Miller moved to adjourn Childs seconded, the motion passed unanimously, and the meeting adjourned at 8:20pm.
