CITY OF READING, OHIO

COUNCIL MEETING MINUTES – LEGISLATIVE SESSION

JANUARY 8th, 2013 – 7:30PM

CALL TO ORDER

President of Council Cris Nesbitt called the meeting to order at 7:30pm.

INVOCATION AND PLEDGE

Mr. Nesbitt led those in attendance in prayer and the Pledge of Allegiance.

ROLL CALL

Council Members Present- Mr. Roth, Mr. Gertz, Mr. Lynd, Mr. Albrinck, Mr. Lindeman. Mr. Ashbrock. Motion made by Mr. Lynd, seconded by Mr. Gertz to excuse Mr. Fischesser. Motion passed by a voice vote. Mr. Fischesser arrived later on in the meeting and joined in discussions with council.

Other City Officials Present- Mayor Robert Bemmes, Law Director Dave Stevenson, Treasurer Mel Gertz, President of Council Cris Nesbitt, Safety Service Director Patrick Ross, Clerk of Council Scott Heckle.

SWEARING IN CEREMONY

Mr. Heckle read a letter dated January 6th, 2013 from Mr. Tony Gertz addressed to Mr. Nesbitt about the appointment of Mr. Melvin T. Gertz as our city Treasurer. Motion made by Mr. Ashbrock, seconded by Mr. Albrinck to mark the communication received and filed. Mr. Heckle then read the resignation letter dated December 27th, 2012 from Mr. Melvin T. Gertz addressed to Mayor Bemmes. The communication was marked received and filed.

Mr. Bemmes complimented the work Michelle and Susan do for the city of Reading.

Mr. Bemmes then swore in Melvin T. Gertz to the position of city of Reading Treasurer.

Mr. Gertz went on to swear in Michelle Cranmer and Susan Elfers to their positions as deputy Treasurers for the city of Reading.

Mr. Stevenson complimented the deputy treasurers on the work they do.

READING OF ORDINANCES

-An ordinance authorizing the Safety Service Director to award a contract to Fred A. Nemann Co. for the Jefferson, Vorhees, Willow, Harmes and Koehler improvements projects, and paying them $846,471.50. SECOND READING

There was a lengthy discussion between all members of council, Mr. Bemmes and Mr. Stevenson about this ordinance, the wording of the ordinance and the funds involved with the ordinance.

Motion made by Mr. Gertz, seconded by Mr. Roth to suspend the rules requiring a third reading. Motion passed by a 6-0 roll call vote. Motion made by Mr. Ashbrock, seconded by Mr. Gertz to adopt the ordinance. Motion passed by a 6-0 roll call vote.

Mr. Gertz as well as other members of council discussed retirement options for employees of the city of Reading, Ohio. Mr. Gertz discussed the ability to purchase years for retirement.

Mr. Stevenson said the closing for 10 E. Vine was postponed. There was a brief discussion about the property.

Mr. Lynd discussed park fees for the city parks with all of council including Mayor Bemmes. There was a lengthy discussion regarding a tabled ordinance about park fees and gratis rentals.

It was decided there would be a new ordinance written for the park rates/fees that would be brought to council at the January 15th meeting for discussion and a vote.

Being no further business the meeting was adjourned at 8:24pm.
