Costa Rica increasestheimporttaxforbrown rice

TheMinistryofAgriculture and Livestockdecreed a specialsafeguardforimportsof integral rice, effectivefrom 6 Septemberto 31 December 2107. Importsfromthe U.S., Chile, Mexico and Central Americawereexemptedfromthemeasure. Themeasureimpliesraisingthetariffto 46.67%.

OfthecommuniquéoftheMinistryofAgriculture and Livestock:

OnWednesdaySeptember 6th waspublished in the Gazette Decree N ° 40610-MAG-MEIC-COMEX, whichestablishesthefirstspecialagriculturalsafeguard (SEA) byvolume, onimportsofwhole rice underthetermsofarticle 5 oftheAgreementonAgricultureoftheWorld Trade Organization, WTO.

Atemporaryincrease in thetariffisappliedtoanagriculturalproduct, in ordertocounteracttheincrease in importsorthefall in pricesofthat sensible agriculturalgood.

The Vice-MinisterofAgriculture and Livestock, Mr. Felipe Arguedas Gamboa, explainedthat, theincrease in theimporttaxisduetotheexponentialgrowthofbrown rice importsduringthelastyears.

After theincrease in thelastyearsoftheimportsofbrown rice tothe country, theMinistryofAgriculturebeganthecompilationofinformationtoknowthereasonsthatwerecausingthischange in thecommercialbehavioroftheproduct, obtaining fundamental data toconsiderthismeasure.

Withtheobtainedinformation, theMinistryofAgriculture as thecompetentauthority, implementedtheresolutionN° PA-MAG-024-2017 whichwillaffectHusked Rice (brown) fromthe H.S codes: 1006.20.00.00.91 and 1006.20.00.99, in accordancewiththe WTO AgreementonAgriculture and NationalRegulation.

Thebrown rice wassubjecttotheapplicationofthe SEA bythedisproportionategrowth in itsimportvolume, whichexceededtheactivationlevelof 3,805,206.05 Kg (countedfromJanuary 1, 2017), figure establishedaccordingtotheexistingopportunitiesforaccesstothemarket, which leads tothe establishment ofanadditionaldutyof 11.67% tothetariffdutiesontheimportofthisproduct, fromthecurrenttariffof 35% to a levelof total importtariffpaymentofthe 48.17%, effectiveuntilDecember 31, 2017.

For 2016, total rice importswerecloseto 10 million kilos. In theperiodbetweenJanuary and May of 2017, importswererecordedfor 3,859,600 Kg., a figure thatexceedsthelevelofactivation.

Alexander Navarro, memberoftheMinistryofAgriculture, explainedthatitisthefirst time thatthismeasureisapplied in the country and thatitis a temporal measure.

Itisimportanttoindicatethatthismeasurewillnotapplytoimportsoriginating in theUnitedStatesNor, for Central America (exceptPanama), Chile and Mexico, as thetariffappliedundertherespectivetradeagreementsisalready at 0%.
