Results Reporting Summary

January 2007 to April 2008

1China

1.119 – 31 May 2007 - Air Operator SMS Implementation Seminar Sanya,China. There were 85 participants who attended the Seminar and exchanges best practices related to implementation of SMS. Presentations were provided by ICAO, CAAC, Transport Canada, Airbus, Boeing, IATA, Shenzhen Airlines, Eva Airlines, Air Canada, Cathay Pacific, Hainan Airlines and Asiana Airlines.

1.212 – 15 June 2007 – Foreign Air Operator Surveillance Programme. 1.5 days of classroom training provided by CTA and AWE to CAAC Foreign air operator inspection staff from four regions. The classroom training included lecture on policy and procedures related to inspection of foreign air operators and detailed review of the foreign air operator ramp inspection checklist. After completion of the classroom 2.5 days of ramp inspections were conducted at the Beijing airport on various foreign air operators. There were a total of 20 CAAC staff who participated in the programme.

1.325 – 29 June 2007 – Mr. Daniel Sylvestre – Transport Canada Dangerous Goods Expert provided one week of Dangerous Goods training and On-Job-Training in Shenyang China for CAAC inspectors.

1.420 – 23 August 2007 - UrumqiChina - CAAC/IATA 129 Workshop – Provided presentation concerning draft ICAO Foreign Air Operator requirements and support to the Workshop related to ICAO requirements. CAAC advised the Workshop that they support the proposed ICAO Foreign Air Operator requirements and will modify their present requirements once the ICAO requirements are finalized.

1.518 – 20 September 2007 - Foreign Air Operator Workshop , Dalian China - 1.5 days of classroom training provided by CTA and AWE to CAAC Foreign air operator inspection staff from four regions. The classroom training included lecture on policy and procedures related to inspection of foreign air operators and detailed review of the foreign air operator ramp inspection checklist. After completion of the classroom 1.5 days of ramp inspections were conducted at the airport on various foreign air operators.

1.625 – 28 December 2007 - Foreign Air Operator Workshop , Shanghai China - 1.5 days of classroom training provided by CTA and Regional Airworthiness Inspector to CAAC Foreign air operator inspection staff from regional and district offices. The classroom training included lecture on policy and procedures related to inspection of foreign air operators and detailed review of the foreign air operator ramp inspection checklist.

1.715-16 January 2008 – Approach and Landing Accident Prevention Workshop, Beijing China – two day workshop provided to 72 participants from China which included 38 from the CAAC and 34 from Chinese air operators. Presentations provided by CTA COSCAP-NA, IATA, CAAC and numerous Chinese and foreign air operators on aspects related to the implementation of constant decent final approach.

1.818 – 20 March 2008 Foreign Air Operator Surveillance Programme. Two days of classroom training provided by RAW to CAAC Foreign air operator inspection staff from Eastern Regional Administration. The classroom training included lecture on policy and procedures related to inspection of foreign air operators and detailed review of the foreign air operator ramp inspection checklist. After completion of the classroom 1.0 day of ramp inspections were conducted at the Xiamen airport on various foreign air operators. A total of 44 CAAC staff participated in the programme.

2DPRK

2.124 – 30 April 2007 – Mission to DPRK by John Slaughter Aerodrome Expert. During the mission Mr. Slaughter reviewed the Aerodrome Protocol in some detail and provided recommendations to GACA to strengthen their Aerodrome Certification and safety oversight programme.

2.22 – 9 June 2007 - AWE Mission to DPRK – During the mission Mr. Pennanen reviewed the Airworthiness Protocol in some details and provided recommendations to GACA to strengthen their safety oversight system.

2.33 -12 July 2007 – Mission to DPRK to provide support concerning preparations for USOAP audit. Conducted a joint review of all USOAP Protocols (except Airworthiness) and provided completed Protocols to GACA. Gaps identified and follow-up ongoing to identify solutions concerning shortfalls. Report provided to DGCA after the mission.

2.413 – 18 October 2007 – Mission to DPRK to continue to provide support for ICAO USOAP preparations. Continued review of USOAP Compliance Checklists and USOAP Protocols related to Operations and Licensing. Report provided to Director General after the mission.

2.523 – 27 October 2007 – Mission to DPRK by CAAC Accident Investigation Specialist kindly provided by CAAC. During the mission Mr. Mao Yanfeng reviewed in detail the AIG Protocol, briefed the GACA staff on the results of the Chinese USOAP audit and provided documents and recommendations to strengthen the DPRK AIG programme.

2.622 – 29 March Mission to DPRK by CAAC Aerodrome Expert to assist USOAP preparations through the review of USOAP Protocols

2.71 – 5 April 2008 Mission to DPRK by CTA and RAW to support USOAP preparations thorough the review of airworthiness protocols and issues emerging from previous preparations.

2.821 – 25 April CAAC kindly hosted DRPK ATM specialists to assist DPRK USOAP preparations by reviewing all related protocols.

3Mongolia

3.125 -- 28 February 2007 – CTA conducted a mission to Mongolia during which he reviewed and provided support to CAAM staff concerning the completion of ICAO USOAP protocols.

3.29 – 14 April 2007 – CTA conducted a mission to Mongolia to review and provide regulatory advice on the IOSA preparations for the MIAT airlines. CAAM staff and CTA attended GAP Analysis to ensure that outputs were in compliance with MCARs.

3.3 2 – 9 June 2007 - Mission to Mongolia by CTA and Boeing safety expert. A one day SMS of Senior Managers Course was provided followed by a three day SMS Course for CAAM and air operator staff.

3.430 June to 5 July 2007 – During the mission, Mr. Daniel Sylvestre, Transport Canada Dangerous Goods expert provided refresher Dangerous Goods training to CAAM inspectors and subsequently review the USOAP protocol questions related to Dangerous Goods.

3.527 – 29 August 2007 – Mission to Mongolia to provide briefing to Accident Investigation Commission related to the application of Chicago Convention to State aircraft. During the mission met with various CAAM managers to review the preliminary report concerning the tragic helicopter accident of 14 June 2007. Developed and provided to CAAM a detailed report related to the accident.

3.624 – 28 September 2007 – Mission to Mongolia to provide support to CAAM preparations for the USOAP audit. Reviewed Compliance Checklists with CAAM staff and provided a report to DGCA after completion of the mission.

3.77 -- 11 January 2008 – Mission to Mongolia to provide Designated Check Pilot Course (DCP) to 4 participants from the CAAM and 12 from Mongolian air operators. The course was provided by CTA with support from Boeing Instructor Pilot. In addition to the course, CTA provided three days of support to Mongolia preparations for the ICAO USOAP audit.

4ROK

4.112 – 16 February 2007 – The mission provided support to CASA related to their preparations for the ICAO USOAP audit. Detailed review was completed of the Aerodrome protocol and report provided to Vice-Minister after completion of the mission.

4.210 – 17 March 2007 – During the mission CTA in cooperation with Captain Dan Marino, provided the ICAO SMS Course to CASA staff. At the same time CTA received On-Job-Training from Captain Marino and was certified by ICAO to provide the ICAO MS Course.

4.38 – 19 May 2007 - During the mission CTA attended the ROK Safety Seminar and provided presentations at the Seminar. Subsequently, he conducted a further review of the completed Legislation, Organization and Personnel Licensing Protocols. Completed protocols were then provided to CASA.

4.418 – 20 June 2007 - During the mission the MET officer from the ICAO Regional Office conducted a review of ROK implementation of Annex 3 and related protocol questions. A detailed report was provided to CASA.

4.51 – 6 October 2007 – Participated at the International Aviation Safety Seminar for two days under the theme “Sharing Global Safety Knowledge”. Provided a presentation on the Regional Aviation Safety Teams under the COSCAP programmes. During the other three days of the mission provided support to CASA related to their preparations for the ICAO USOAP. Detailed review was completed of the Operations protocol and report provided to Vice-Minister after completion of the mission.

4.628 January – 1 February During the five day mission provided support to CASA related to their preparations for the ICAO USOAP. Detailed review was completed of the Operations, Legislation, and Organization protocol and report provided to Vice-Minister after completion of the mission.

4.718 – 22 February 2008 new CTA during five-day mission provided additional support in review of USOAP preparations in the areas of Operations, Legislation and Personnel Licensing, as well as preparations for presentations to the auditors.

4.825 – 29 February RAW during five day mission provided additional support through follow-up review of airworthiness protocol questions.

4.910 – 14 March Dangerous Goods Expert, kindly provided by Transport Canada, supported USOAP preparations and provided on-the-job training to CASA personnel.

5Other Missions

5.115 – 16 January 2007 - CTA chaired the North Asia Regional Aviation Safety Team Meeting in BangkokThailand. The meeting was attended by 42 participants and 55 recommendations were developed by the meeting to improve safety in the North Asia Region. The recommendations were subsequently approved at the 7th COSCAP-NA Steering Committee Meeting.

5.218 -21 June 2007 - The 7th COSCA-NA Steering Committee Meeting was conducted in Xian China during the three day period of 18 – 21 June 2007. A total of 37 participants attended the meeting, comprising Directors General and/or Representatives from Member States, representative(s) from the Federal Aviation Administration (FAA), European Commission (EC), Transport Canada, Airbus, Boeing, Bombardier and air operators.

5.310 – 14 September 2007 - CTA participated at the PBN Seminar provided by ICAO at the Regional Office. Supporting States implementation of PBN from the safety perspective is a NARAST recommendation/SC Conclusion.

5.415 – 16 November 2007 – CTA chaired the North Asia Regional Aviation Safety Team Meeting in BangkokThailand. The meeting was attended by 36 participants and 32 recommendations were developed by the meeting to improve safety in the North Asia Region.

6Training and Workshops

6.110 – 11 May 2007 ATM Safety Management Implementation Seminar was organized by COSCAP-NA and provided to all States in Asia Pacific. UK NATs provided a two day Seminar on the Challenges of implementing an ATM SMS system.

6.23 – 7 September 2007 Bangkok Thailand - Cabin Safety Inspector Course was provided to 48 participants from 10 States/Administrations to all States of the Asia Pacific region with support from the COSCAP programmes and funding kindly provided by Airbus.

6.33 – 14 December 2007 - A two week COSCAP-NA Performance Based Navigation Course took place in BeijingChina during the period of 3 -14 December 2007. The course was provided by ENAC France with funding support from Airbus. There were 15 participants who participated during the training course. Individual assessments of the students were forwarded to each administration.

6.425 February to 7 March 2008 – A two-week Aviation English Instructor Course was presented in Beijing. This was attended by 31 personnel from the Mongolia, DPRK, ROK and China. The personnel came from State safety authorities, ATM service providers, training support organization and an air operator.

6.517 – 21 March – Dangerous Goods Oversight Course, provided in Bangkok in cooperation with COSCAP-SEA and COSCAP-SA, through the kind assistance of a Transport Canada expert. This course was attended by 20 participants.

6.624 – 25 March – Ground Accident Prevention workshop in Beijing, provided by the Flight Safety Foundation, and with the generous support of Boeing China, to approximately 87 participants from China.

6.714 – 18 April – Cabin Safety Course, Beijing, provided by Barbara Dunn and Transport Canadafor approximately 55 participants from CAAC and air operators in China.
