BEFS (Built Environment Forum, Scotland) on ‘LAND VALUE CAPTURE’ - visitfor details - this follows recent research on the financing of local infrastructure using capture of the financial ‘Uplift’ of land values over 20 year periods and follows systems used elsewhere in the world to recoup financial gain from landowners – this would require a modification of the Land Compensation Act (Scotland) 1963 – the ‘Centre for Progressive Capitalism’ recommends that the Scottish Government re -0 examines such proposals.

SCDC (Scottish Community Development Centre) : BARRIERS to COMMUNITY ENGAGEMENT in PLANNING – RECENT STUDY

E – mail with details from Susan Murray dated 24/05/2017 – this research was conducted by ‘Yellow Book Ltd.’ and resultssummarized under 4 headings – 1/ Community Engagement rarely influences Planning decisions. 2/ Opinions sharply divided on ‘Community Right to Plan’ with ‘Third Sector’ respondents strongly in favorbut ‘Professional Opinion’ concerns regarding practical implications. 3/ only a small minority motivated to engage seriously in planning but more may be encouraged if evidence to emerge that engagement can make a difference. 4/ ‘Engagement’ is most often perceived about managing expectations & securing consent for development.

This is one of over 18 current consultations on the Edinburgh City Council website with comments closure date 16/06/2017 as highlighted at the May 2017 Community Council meeting.Fourmain issues are raised : 1/Context, Design & Placemaking covering Landscape, Protected views, Density of development & incorporation of existing built features :2/ Designing Buildings – Height, Scale & Proportion, Environmental Protection, Materials, Mix of uses, Privacy & Outlook and Purpose built houses for Rent. 3/ Parking: Certain changes to provisions such as Electrical Vehicle Charging Points where 10 or more parking places are provided. 4/ Landscape, Biodiversity& Water Environments – this involves Green Networks, Public / Private open spaces, Trees, and Hard Landscapes etc.
