CORPORATE SECRETARY

Job Summary

The Corporate Secretary will be responsible for providing impartial legal advice and corporate secretarial services to the Board of Directors and its appointed Committees so that the principles of good corporate governance are maintained and to give legal advice and support to the Chief Executive Officer and senior management.

Key Responsibilities:

  • Ensure that the Board has the proper legal advice and resources for discharging its judiciary duty under state law and is guided accordingly on rules and regulations and issues of Corporate Governance with regards to the functioning of the Board and its Sub-Committees.
  • Provide legal advice and guidance to the Chairman and other members of the Board of Directors and its Sub Committees on the Corporation’s operations and relevant legislation affecting the functioning of the Corporation.
  • Ensure new Directors have training in the applicable state law and Directors’ duties.
  • Advise on policy formulation in accordance with established directives.
  • Schedule Board meetings in accordance with the directives of the Chairman and inform all Board Members, scheduled Board and Sub-Committee meetings in a timely manner.
  • Accurately record minutes of decisions and resolutions at all Board and Sub-Committee meetings and keep all such documents safe and confidential.
  • Make the necessary arrangements for the determination and preparation of Agendas and Notices, as well as supporting Board documents and ensure that they are distributed to members of the Board in a timely and confidential manner.
  • Maintain custody of the Corporation’s seal and other instruments of its authority and attest to and execute documents on behalf of the Corporation.
  • Develop and prepare terms of reference for potential service providers.
  • Oversee the Corporation’s tendering processes to ensure that goods and services required by the Corporation are procured in accordance with established policies and procedures.
  • Prepare legal documents including letters, contracts, agreements, leases and licenses.
  • Establish and maintain effective business relationship with public sector agencies and other key stakeholders on legal and related matters of interest to the Corporation.
  • Ensure the competent representation of the organization an all legal matters and instruct external Counsel accordingly.
  • Represent the Corporation on matters before the various Courts.
  • Supervise the work of subordinate staff to ensure that the department performs its duties and responsibilities in an efficient and effective manner.

Qualifications and Experience:

  • LLB Degree and Legal Education Certificate from a recognized body

OR

  • Professional Certification from the Institute of Chartered Secretaries and Administration (ICSA)

AND

  • Minimum five (5) years post qualification experience in a similar or related position

MANAGER, PROJECT/BUSINESS PLANNING AND DEVELOPMENT

Job Summary

The Manager, Project/Business Planning and Development, reports to the Chief Executive Officer and is responsible for the administration of all projects and business initiatives executed by the Corporation to stimulate investments in the agricultural sector. The Manager will be responsible for directing initiatives to provide support to stimulate competitive agricultural production and generation of value added food products. He or she will provide overall project management oversight in the execution of the activities of the Corporation, which will be conducted on a project basis using multi-disciplinary teams of professionals.

Key Responsibilities:

  • Provide overall project management oversight in the execution of projects and activities of the Corporation.
  • Identify priority areas of focus to improve production, productivity and competitiveness.
  • Identify location and commodity clusters to improve production, productivity and competitiveness.
  • Engage in pilot projects to validate and test improved technologies in primary and value-added production.
  • Develop and facilitate Holistic Support and Investment Programmes along the value chain for selected clusters.
  • Provide technology, production and market support to selected clusters.
  • Collaborate with relevant agencies to provide infrastructure, finance and markets to selected clusters.
  • Engage and promote product development using locally produced foods.
  • Train and provide extensivesupport to stakeholders to encourage investment by the private sector.
  • Develop and promote investment profiles for potential investors.
  • Develop and facilitate strategic alliances with stakeholders and strategic organisations both locally and externally.

Qualifications and Experience

  • Postgraduate Degree in Economics, Project Management, Agriculture, Engineering or
  • At least five (5) years’ experience in a similar environment.

MANAGER, COMMUNICATION, PUBLIC AND STAKEHOLDERS RELATIONS

Job Summary

The Manager, Communication, Public and Stakeholders Relationsis responsible for the development, coordination and direction of the Organization’s communication strategies with the goal of building a positive image for the Corporation in addition to developing mutually rewarding relationships between NAMDEVCO and its various stakeholders. The incumbent is also responsible for disseminating market information to stakeholders via various media i.e. Green Vine, Market Watch and electronic media.

Key duties and Responsibilities:

  • Develop Operational Plan and Budget for the Department.
  • Develop, implement and manage a variety of communication programs in a creative and efficient manner.
  • Develop and maintain relationships with key stakeholders including Government, farmers, processors, media, research institutions, donor organisations, community partners and other publics locally and internationally.
  • Identify projects and causes that will help enhance the image of the Corporation.
  • Identify the needs of key target audiences and developing recommendations to satisfy these needs.
  • Write news releases, speeches, presentations, promotional matters and editing of documents for external use.
  • Produce publications such as the GreenVine, Market Watch, periodic publications and annual reports for the effective dissemination of information in accordance with the Corporation’s objectives and image.
  • To manage events, activities and sponsorship undertaken by the Corporation effectively and efficiently.
  • To develop and manage advertising, promotional and communication programmes and campaigns in line with the image of the Corporation while working with all departments.
  • To ensure the efficient and satisfactory handling of all customer issues and complaints as the first point persons.
  • The effective and efficient organization and management of events, activities and sponsorships undertaken by the Corporation.
  • Keep employees and other stakeholders abreast with changes in the Corporation.

Qualification and Experience:

  • First degree in Mass Communication, Journalism, Public Relations or Social Sciences
  • Five (5) years’ experience with at least two (2) years of relevant experience at a Senior Level
  • Knowledge of graphic application will be a definite asset

MANAGER, INTERNAL AUDIT

Job Summary

To ensure that the Internal Controls for the Management Systems are in place to promote accountability for the funds, cash, stores, stocks, tools, equipment, furniture and all other property vested in NAMDEVCO and to ensure that they are utilized in an efficient manner and to report and make recommendations where such controls have weakened or broken down.

To provide an independent objective assurance and consulting activity designed to add value and improve the operational systems of NAMDEVCO by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes.

Key Responsibilities:

  • Develop Annual Audit Work Plan for approval by the Audit Committee/Board of Directors in order to ensure the Corporation meets its goals and objectives.
  • Development of Audit Work Programme in keeping with the Annual Audit Work Plan.
  • Direct the procedures for the conduct of Audit in order to ensure compliance with the established Audit procedures.
  • Review of all Financial, Operating and other controls of the Corporation, which ensures that the Corporation is continuously on track resulting in efficient and accurate decision making at the management level.
  • Engage in consulting activities with other departments to ensure practices are in keeping with the procedures that have been established.
  • Development and preparation of preliminary surveys.
  • Submit recommendations, audit advice, opinions and comments for the improvement of the operations of the Corporation.
  • Analysis of available records and report findings as they relate to different areas of the Corporation to the Audit Committee, Board of Directors and the Chief Executive Officer to guide the Corporation in the appropriate direction.
  • Ensure compliance with the laws and policy directives, pertaining to NAMDEVCO’s operational systems.
  • Follow up with departments on Audit exercises to determine whether corrective actions were taken.
  • Contribute to the development of staff in the department by consistently evaluating their performance, providing feedback, coaching and counselling them as necessary.

Qualifications and Experience:

  • First Degree in Law, Accounting and/or other related professional qualifications (ACCA, CPA, CA, CIA, CIF)
  • Minimum of ten (10) years’ experience with five (5) in a senior management position in the Public Service with considerable exposure to:
  • Audit and Accounting techniques
  • Financial Regulations and Instructions
  • Exchequer and Audit Act and other legal framework that govern the operations of governmental institutions
  • Knowledge of the functions of State Enterprises and Government Agencies
  • A member of the Institute of Internal Auditors of Trinidad and Tobago Chapter.

ECONOMIST/MARKET ANALYST

Job Summary

The Economist/ Market Analyst will be responsible for identifying and developing appropriate strategies for the collection and analysis of relevant data and information. The Market Analyst is required to develop and implement appropriate strategies for the collection and analysis of relevant data. The incumbent is also required to analyze the data to determine trends and make appropriate recommendations to Management.

Key Responsibilities:

  • Conduct ongoing Market Surveys to generate appropriate information to guide the planning of the Corporation’s work programme.
  • Analyse data gathered to determine trends and the forecasting of developments in the area analysed.
  • Assist the Manager in developing “Fore sighting strategies” for key agri-products.
  • Assist in the identification and development of proposals for further research in key areas relevant to the operation of the Corporation.
  • Prepare and present reports on activities undertaken.
  • Access databases and analyse and package information in response to requests from both internal and external clients.
  • Liaise with other organizations and agencies, access journals and databases to gather information on agri-food trends, with particular reference to encouraging investment in the sector.
  • Conduct special research assignments as may be identified from time to time.
  • Perform any other related duties as may be assigned from time to time.

Qualifications and Experience:

  • Postgraduate Degree in Economics, Statistics, Marketing or Agribusiness Management.
  • Three (3) years relevant work experience.

NETWORK ADMINISTRATOR

Job Summary

To plan, design, implement, maintain and provide technical support for an enterprise-wide computer network. Ensure that the hardware including servers, operating system software, security, and application and communications software, are adequate to support the ongoing business of the Corporation.

Key Responsibilities:

  • Establish methods, procedures and documentation for use of the Corporation’s enterprise-wide network system including computer hardware, systems software, applications software, communications and all configurations.
  • Maintain computer networks and related computing environments including computer hardware, systems software, applications software, communications and all configurations.
  • Plan, coordinate, and implement network security measures to protect data, software, and hardware.
  • Consult with stakeholders using information assessment tools to define network solutions to meet stakeholders’ requirements.
  • Provide the security framework, backup and recovery and disaster planning for an enterprise wide network in keeping with international standards.
  • Configure, monitor, and maintain email applications or virus protection software.
  • Operate master consoles to monitor the performance of computer systems and networks, and to coordinate computer network access and use.
  • Analyze and resolve network hardware, software and communications problems using diagnostics software and/or technical troubleshooting processes.
  • Conduct ongoing network system audits to evaluate the utility and efficiency of the system’s hardware, software and communications components and the effectiveness in meeting management information needs.

Qualifications and Experience:

  • Bachelors Degree in Computer Science and /or Microsoft Certified Systems Engineer (MCSE).
  • At least three (3) years’ experience in designing, implementing and managing Enterprise Networking Environments.

RESEARCH ASSISTANT I

Job Summary

Responsible for collecting market information (e.g. prices, volumes traded, etc.) along the local market chain that would be used in providing market intelligence to NAMDEVCO so as to inform management decision-making and the development and provision of services to NAMDEVCO’s various stakeholders.

Key Responsibilities:

  • Collect daily wholesale prices and volumes from the Northern Wholesale Market as outlined by established protocols.
  • Collect weekly retail prices at selected retail outlets as per established guidelines.
  • Contribute to the provision of market intelligence by assisting in the preparation of Market Intelligence Reports.
  • Contribute to the collection of census data by assisting in the conduct of market surveys.
  • Facilitate dissemination of market information by distributing price and market information as well as the Green Vine and other publications to NAMDEVCO’s stakeholders.
  • Keep abreast of daily activities by preparing and presenting a daily status report.

Qualifications and Experience:

  • Associate Degree in Agriculture/ Marketing/Agribusiness Management/ Social Sciences.
  • At least one (1) year experience in a similar environment.

FIELD OFFICER I

Job Summary

Monitoring of farms and pack houses, development of strategies for dissemination of information, arrange meetings, conduct training, collection of field data, a team player in developing Good Agricultural Practices (GAP), promote markets and perform relevant duties as directed.

Key Responsibilities:

  • Monitor farms and pack houses in accordance with the relevant protocols for trade in fresh agricultural produce.
  • Develop strategies to ensure that there is compliance with protocols for trade in fresh agricultural produce at all times.
  • Identify pests of quarantine significance and advises on methods of control.
  • Disseminate relevant information to farmers and pack houses operators.
  • Arrange meetings and conduct training with farmers.
  • Collection of field data and other intelligence affecting production and trade.
  • Be part of a team to develop Good Agricultural Practices (GAP) for the farming community.
  • Perform other relevant duties as directed by the Quality Assurance Manager.
  • Promote the Farmer’s Market and encourage farmers to attend.
  • Plan, coordinate and execute promotional activities (exhibitions and trade shows).

Qualifications and Experience

  • Minimum of an Associate Degree in Agriculture.
  • Considerable field experience.

MANAGER, WHOLESALE MARKET

  • Develop and implement appropriate guidelines for the smooth operation of the market.
  • Providing managers with accurate and timely reports by conducting appropriate research and preparing required records for line users and management.
  • Maintains appropriate hygiene and environmental conditions by constantly observing market conditions and through feedback from sanitation workers thereby ensuring that the market is always of a clean and healthy standard.
  • Engage in revenue collection by assisting in the collection and security of revenue thus ensuring the economic viability of the Corporation.
  • Facilitates the hiring of contractual services for the maintenance of various aspects of the market thereby ensuring that specialised work to be carried out on the market is done in a timely manner to specifications.
  • Any other responsibilities/duties as assigned by the Manager or Chief Executive Officer.

  • Degree in Agriculture, Agricultural Marketing or Business Management.
