Medecins Sans Frontieres (MSF – Doctors Without Borders) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters to populations in danger in more than 70 countries.

Objective of the post: The Finance Manager is in charge of the follow up of various key finance issues for the mission, primarily the internal control implementation in 2015 for the entire mission, payment of taxes and insurances. He’s the focal point for all finance related requests coming from Afghan authorities and can act as back-up to the FinCo when needed. This position will be directly under the supervision of the FinCo and together they will decide over priorities and timelines.

1)Responsible for the Internal Control Implementation in the mission

2)Acts as Focal Point for Afghan Authorities and compilation of Taxes

3)Responsible for the preparation of monthly cash request

4)Is in charge of the follow up of all insurance needs throughout the departments in the whole mission

5)Is in charge of the follow up of all contracts throughout the mission

6)Acts as Focal Point for intersectional issues

7)Responsible for Accounting Scanning

8)Plans and supervises, in close coordination with the HR department, the associated processes (training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people capabilities

9)Performs regular field visits in order to support the project teams in all matters related to his field of expertise

10)Can be asked by the FinCo and/or the HQ Cell Finance Officers to help out on various issues relating to the FinCo’s tasks and responsibilities and act as a back-up to the FinCo when needed

11)Can be asked to help out when there is a need within the finance team, including if it is related to accounting

Requirements (education/experience)

-Minimum 2 years of experience in a similar position

-Bachelor of Economics or a related degree

-Fluent in English, Dari and Pashto

-Experience in MSF is a requirement

-Willingness to work during day and during the weekend

Salary

The gross salary for this position is 74860 AFN (non-negotiable)
