Sub-theme N°5: Improvement in the management of electrical infrastructures for a better performance of African power utilities

Synopsis

1. Objective:

The objective of the this presentation istopropose ways and means that will improvethe management of the electric infrastructures for a better performance of the African power utilities.The main thrusts of reflection that will be mentioned in this presentation will be related to the improvement of the technical and financial output.

2.Issue:

Examining the operating statisticsof Senelec as a reference,theoutput gross sales/generation is between 75% and 80% since many years on its Interconnected Network.The proportionof lossesincurredto the low voltagenetwork has the most importantpart;but also offers the greatest opportunities for loss reduction.

On the technical level, it will be questionof reviewing the notions of economic cross section of the electric wires used, compared to their cost, the usesof electricity associated with the networks topology and the sensitivity at the increase of the cost of fuel.

On the financial level, it will be question of associating the technical operation of the network, the electric references of the customers consisting in the localization of their connection, withthe characterization of their use,with their seasonal sensitivity and to apply the tariffs allowing the determination of the sales that are meant among others, for the investments depreciations in some conditions of funds raising.

3. Process:

The process proceeds by the modeling of the network in the form of computer program and to simulate different types of network, ofloads ,of financing conditions, tariffs changing,etc., in order to collect the optimal relevant characteristic values leading to of the improvement of the technical and financial outputs.

The medium voltage/ low voltage substation including its low voltage network is considered as the unit to be multiplied and the first level of the assembly line of the commercial and industrial activities of the power utilities.

In a more general way,the process is part of a global vision of a software platform ofconvergence of the technical,commercialand financial operation data and of the functionalmanagement, comingfrom thedifferent availableinformation systemsfor thecomputerized management of the electricity company.

The completion of such a device with full vertical integration of all segments of the chain of trades in Distribution, Transmission and Generation is a long-term approach and the best tool, ensuring better management of electrical infrastructuresfor a better performance of African power utilities.
