FSO-AN Job Description
- Responsible for the supervision, planning, and execution of the flotilla’s Aid to Navigation / Chart Updating program, including:
- Checking and reporting Federal Short Range Aids to Navigation—ATONS,
- Verifying, checking reporting Private Aids to Navigation—PATONS,
- Checking the safety equipment and reporting Bridges—BAP,
- Performing and reporting Chart Updates—CU, and
- Performing and reporting Small Craft Facility—SCF updates.
- Maintains close liaison with the SO-AN—Division AN Staff Officer.
- Becomes familiar with contents of the ATON, PATON, BAP, CU and SCF Study Guides.
- In conjunction with the SO-AN, periodically schedules training workshops within the flotilla or division.
- Encourages members to become AV—Aid Verifier qualified and participate in the Private Aid to Navigation—PATON program.
- Encourages and trains members to follow the guidelines for:
- Checking a Federal Aid.
- Taking and reporting a Fix to the Coast Guard and NOAA.
- Taking and reporting Depths to the Coast Guard and NOAA.
- Taking and reporting digital photographs to the Coast Guard and NOAA.
- Become familiar with and trains flotillas members with all the forms used in the ATON, PATON, BAP, CU and SCF program forms, including:
- AN03 – Aid to Navigation Report.
- PATON03 – Private Aid to Navigation Report.
- BAP03 – Bridge Discrepancy Report.
- CU03 – Chart Updating Form.
- CU04 – Chart Updating Worksheet.
- CU05 – Coast Pilot Text Correction Worksheet.
- SCF03 – Small Craft Facility Worksheet.
- Become familiar and train flotilla members with the use of the First Northern Aid to Navigation Web Site.
- Familiarize the flotilla members with the many Aid to Navigation links that are available on this site.
- Prepares monthly reports on the progress of the Flotilla’s Aid to Navigation program for the VFC and sends copies to the SO-AN.
- Updates the flotilla’s charts and nautical publications per the latest LNM—Local Notice to Mariners, including:
- NOA Charts for areas within the Division AOR.
- Light List section for the area within the Division.
- Coast Pilot section for the Bridge Federal Regulation and the area within the Division.
- Encourages the use of current NOS charts on all flotilla OPFACs.
- Keeps members informed of the latest changes to NOA Charts, Federal Aids to Navigation, Private Aids and Bridges in the local area.
- Develop a Flotilla Aid to Navigation / Chart Updating plan.
- In conjunction with the SO-AN, maintain contact with the local CG ANT.
- Provide transport of Coast Guard personnel for emergency ATON servicing and Bridge checks under Coast Guard orders.
- Rendering assistance in the maintenance of PATON files and records.
- Performing other special ATON checks as directed by the CG ANT.
- Acts as a permanent member of the Division’s Chart Updating Team.
- Participates with the SO-AN in the planning of Chart Updating and Small Craft Facility Updating missions throughout the Division.
- Encourages flotilla members to participate in this program.
- With the SO-AN and other AN Staff Officers, assists with the Chart Updating training of flotilla members.
