Access Custodian
Each agency must designate a primary and backup access custodian to serve as the liaison between the agency and the Department of Financial Services (DFS) regarding access to the Contract Audit System (CAS). The Access Custodian Contact Form must be signed by the agency head or Director of Administration and submitted to DFS at . Any changes made to the primary or backup access custodian or their contact information must be submitted using the same form and process; the most recent form received will be regarded as current for that agency.
User Accounts
Access custodians must request a new user account for employees who require access to CAS. The User Account Request Form must be signed by the access custodian and submitted to DFS at . The same form and process must be used to inactivate a user or update a user’s contact information. All user accounts will be authorized to enter data on behalf of their agency in the form of an agency response, which will be available to the public via the Florida Accountability Contract Tracking System (FACTS). Please note that a user account is not required to view finalized contract audits that are published in FACTS.
Each user account will be assigned a User ID by DFS, which will consist of the agency abbreviation, a period, the user’s last name and first initial, and a number, in the case of multiple users with the same last name and first initial (e.g. DJJ.jonesj1). DFS will email each new user with his/her User ID; the user will be instructed to contact his/her access custodian to obtain a temporary password. New users will be prompted to create a new password when first accessing CAS.
Password Resets
If a user forgets his/her password, or becomes locked out of CAS, the access custodian must contact DFS at with the user’s name and User ID to request a password reset. DFS will email the user when his/her password is reset; the user will be instructed to contact his/her access custodian to obtain a temporary password. After a password reset, the user will be prompted to create a new password when accessing CAS.
