What is the Construction Supplier Register?

The Construction Supplier Register (CSR) is the pre-qualification scheme for building contractors and consultants interested in obtaining work from Victorian Government departments and agencies. The register pre-qualifies suppliers and is available for the whole of the Victorian Government. It applies consistent and transparent standards of pre-qualification assessment to determine whether suppliers are eligible to compete for work for the Victorian Government. The database, which sits in the Department of Treasury and Finance, provides all departments with a reliable source of information about pre-qualified suppliers.

Who uses the Construction Supplier Register pre-qualification scheme?

All Victorian Government departments and agencies have access to the database of pre-qualified contractors and consultants. They are able to invite contractors or consultants to tender for Government construction projects.

Departments most commonly use the Construction Supplier Register for public works above $200,000 and related services above $25,000. VicRoads also has a pre-qualification scheme for its road and bridge construction activities.

What is pre-qualification?

Pre-qualification is an assessment prior to determining whether suppliers are eligible to be invited to tender for Government construction projects.

The Construction Supplier Register assesses suppliers against a range of criteria that have been established over many years and adopted nationally.

What are the pre-qualification criteria?

For Contractors

o  Occupational Health & Safety capability.

o  Industrial Relations management.

o  Financial viability and strength.

o  Demonstrated experience and a history of completing projects of more than $200,000.

o  Current relevant Building Practitioner Registration.

For Consultants

o  Suitable formal qualifications and/or registration by the regulating body.

o  Demonstrated experience and a history of successfully completing projects of a suitable complexity.

o  Professional indemnity insurance, where needed.

o  Occupational Health & Safety capability.

Who can be pre-qualified?

The Construction Supplier Register pre-qualifies legal entities.

Companies, partnerships and sole traders may apply for pre-qualification.

For contractors, pre-qualification is limited to head building contractors and does not include sub-contractors, single trades or materials suppliers. For consultants, pre-qualification is available to a variety of specialists including architects, project managers, engineers and technical specialists.
