Consultancy - Survey Data Entry Application
UNRWA is a United Nations agency established by the General Assembly in 1949 and it is mandated to provide assistance and protection services to a population of more than five million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff and it is funded almost entirely by voluntary contributions.
UNRWA is seeking the services of a consultant to develop data entry application for the Vulnerability Assessment among Palestine Refugees in Special Hardship Situation in Syria.
- Background and Objectives
UNRWA Syria provides currently universal cash, food and non-food item assistance to Palestine refugees residing in Syria. The assistance provided over the past years has not been sensitive to differences in socio-economic conditions of persons and families. Families in deep poverty receive in general the same level of assistance as families with a regular income.
In order to be able to design a humanitarian assistance programme that considers variations in needs of persons and families related to their socio-economic living conditions, UNRWA will be implementing a vulnerability assessment among Special Hardship Cases (SHC). This assessment intends to capture a broad range of indicators that will support establishing socio-economic profiles for SHCs in Syria. Based on the results of this assessment, two objectives can be met:
a)Establishment of baseline data to continuously monitor socio-economic trends of SHCs living in Syria
b)Identification of variables that are sensitive in indicating socio-economic status and humanitarian needs as a starting point for developing a more targeted humanitarian assistance programme
- Survey Methodology and Implementation
A questionnaire is developed for the collection of critical socio-economic variables/indicators. The questionnaire has been piloted and finalized for implementation.
The assessment will be implemented by UNRWA staff at UNRWA installations. Data entry will equally be performed at UNRWA offices and the analysis done by an UNRWA consultant through support of UNRWA Headquarters, Amman.
- Purpose of the Consultancy
Build and develop Data entry application for the Vulnerability Assessment among Palestine Refugees in Special Hardship Situation in Syria questionnaire
- Scope of the Assignment
UNRWA is seeking the services of a Survey Data Entry Application specialist to develop data entry application for the Vulnerability Assessment among Palestine Refugees in Special Hardship Situation in Syria, including data entry screens, manuals, and other related tasks. The questionnaire runs into 20 pages long and it includes questions related to the household, such as housing conditions and assets, and a roster on all household members.
- Expected Products (Deliverables)
The following products should result from this consultancy:
- Building a full functional data entry system including the data entry screens for the questionnaire, on-line data entry verification of the collected data, as well as controls and checks for validating entered data. The data entry system will need to run on one or more Windows PCs/Laptops.
- Developing and submitting a system technical/operation manual including installation instructions.
- Developing and submitting a user manual.
- A consolidated data set in a format useable by SPSS. The data set shall include two files (family and individual roster) linked through a unique number. The data files shall include variables and value labels that clearly summarize the survey questions.
- A report containing full documentation of the consolidated data set in the previous paragraph.
- Qualifications & Competences of the Consultant
The consultant should have the following qualifications and core expertise:
- University degree from an accredited educational institution in computer science, statistics or a relevant field.
- Proven knowledge and experience in the use of a recognized data processing package that is commonly used for population and household surveys (such as CSPro). Use should cover the areas of creating data entry forms, editing, tabulating and exporting of data to common data formats for analysis purposes.
- Proven record of experience and timely delivery of survey data entry systems and delivery of high quality data.
- Good communication and writing skills.
- Ability to establish and maintain effective work relationships.
- CONDITIONS OF SERVICE
- This consultancy is for HQ Amman;
- The duration is 2 weeks;
- Remuneration will depend on the qualifications of the successful applicant
