CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultancy –Quality Assurance – Grants Manager

BACKGROUND

As UNRWA is funded almost entirely by voluntary contributions, it relies on partnerships with individuals, trusts, foundations, governments and corporations to mobilize essential resources to ensure the running of schools, health centers, social protection services and emergency operations.

As the Agency wishes to grow its leadership giving portfolio, it is important that it has a function in place that can respond to the proposal and reporting needs of foundation partners, track grants and income and provide the necessary stewardship to the Division in terms of grants management.

Description of Duties and Responsibilities

This function will ensure the quality assurance on all private partner reporting and visibility, monitoring and tracking of donor projects, management of implementation timelines with fields, and analysis and updating of dashboards for Private Partnerships Division (PPD) income, (projections and contributions).

Under the supervision of the Chief, Private Partnerships Division, the consultantwill:

  • Monitor the implementation of the Division’s private sector donor agreements to ensure reporting and funds utilization deadlines are met;
  • Track reports due for donors and develop a coherent system for centralizing, recording and monitoring UNRWA’s commitment to specific donors
  • Provide monthly updates to the Chief, PPD on income, pipeline, reporting obligations and other bottlenecks to implementation, including reporting on all donor contributions, financial expenditure and budgets
  • Analyze and update income and forecast figures from all partners, including national committees
  • Coordinate with UNRWA field offices and national committees to ensure that reports and financial statements are sent out in a timely manner
  • Analyze, review and edit project proposals and reports, draft correspondence related to donor stewardship;
  • Backstop the negotiation of agreements and Memoranda of Understanding (MoUs) with donors;
  • Coordinate, plan and support the production of reports for private sector donors (including: donor progress and final reports, financial reports, annual reports, case studies, and all visibility requirements);
  • Ensure proofreading, editing, quality assurance and compliance with donor requirements of narrative and financial donor reports and proposals
  • Provide due diligence reports for private partners in the event there is no prospect researcher to carry out this function.

minimum Qualifications and Experience

  • Advanced university degree from an accredited educational institution in social sciences, international relations, communication or related technical field;
  • At least five years of progressively responsible work experience in report-writing, grants management, monitoring and evaluation at the international level with an international development agency or grant making organization;

OR

  • A Bachelor degree from an accredited educational institution in social sciences, international relations, communication or related technical field
  • At least six years of progressively responsible work experience in report-writing, grants management, monitoring and evaluation at the international level with an international development agency or grant making organization;
  • Experience in providing income analysis, creating income dashboards, and analyzing trends;
  • Strong knowledge and experience of working with private sector donors;
  • Broad knowledge of UN system and/or humanitarian/development assistance programs;
  • Excellent command of written and spoken English.

CONDITIONS OF SERVICE

  • The consultant will be based in Jordan/ Gaza;
  • The duration is 11 months (potentially renewable with a break in service);
  • Remuneration for this consultancy will bepaid on a lump sum monthly basis at the standard P3level;
  • Return air ticket to duty station will be provided to candidates living outside of Jordan/ Gaza.
