TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultancy: Private Sector Fundraising Expert for Central and Northern Europe. Brussels

Background

The iconsultant will work under the supervision of the Director of UNRWA Representative Office to the European Union (D/ROEU) in Brussels as a first supervisor and the Chief, Partnerships Division (CPD), Department of External Relations and Communications (ERCD) in Jerusalem as a second supervisor.The position will be based at UNRWA Representative Office to the European Union in Brussels, with continuous interaction with ERCD in Jerusalem.

Description of Duties and Responsibilities

  • Manage and assess existing portfolio of partner organizations in Europeincludingcompanies, foundations and NGOs, with the objective of strengthening and expanding collaboration and development of a private sector network of contacts to increase support to UNRWA;
  • Build new relationships andexpandexisting outreach and fundraising plans forcompanies, foundations and NGOsin the in light of lessons learned and best practices of UNRWA previous outreach initiatives in Europe and other markets;
  • Actively pursue innovative avenues to identify new potential partners based on market intelligence, foundation and Corporate Social Responsibility databases and existing Agency contacts;
  • Develop and write proposals in collaboration with ERCD Partnerships Division and UNRWA Field Offices and Programme Departments within UNRWA’s priorities and criteria of potential partners;
  • Coordinate project agreements and reporting internally withUNRWA Field Offices and Programme Departmentsconcerning partnerships projects;
  • Promote awareness on UNRWA partnership activities with companies, foundations and NGOs by producing communication material for publishing in UNRWA’s website, partners’ websites etc;
  • Assist in organizing meetings and drafting briefs and talking points for D/ROEU and senior UNRWA officials on mission to Europe when meeting partners;
  • Support the work of the ERCD Partnerships Division with particularreference todevelopment anddraftingoutreach and fundraising plans and activities as well as knowledge sharing across fundraising units including National Committees;
  • Perform such other duties as may be assigned.

Essential Qualifications and Experience

  • A university degree from an accredited educational institution in business/marketing, communications,political or social sciences or a related discipline;
  • At least four years of progressively responsible professional experience in fundraising and resourcemobilization;
  • Excellent command of written and spoken English; Proficiency in a second European language is mandatory.

DESIRABLE QUALIFICATIONS

  • Advanced university degree.
  • Working knowledge of French.
  • Familiarity with the Middle East and the Palestine refugee issue.

  5. IT Skills: Uses MS Excel, MS Word and Power Point software in a proficient manner; well versed with MS outlook and Internet.

CONDITIONS OF SERVICE

  • The duration of the assignment is for 12 months.
  • Remuneration of up to USD 5,000 per month depending on qualifications and experience of the candidate. In addition to the fees, the consultant will be paid travel subsistence allowance (TSA) to cover costs of accommodation and other expenses.
