Construct a Building or Construct or Carry Out Works in a Residential Zone up to $100,000
VicSmart is a streamlined planning permit process. This checklist can be used as an indicator for eligibility and application requirements.
Once this checklist is completed, please confirm the application prior to lodgement with council’s VicSmart Planner either in person at 100 Brougham Street, Geelong, or via email at
Applications must have all of the required documentation set out in this checklist when lodging. If you do not supply all the documentation or correct documentation, your application will not be accepted. You will be asked to re-submit at a later date once all the required information is prepared and ready.
1. Is the subject site within one of the following zones;
o Mixed Use Zone (MUZ)
o Low Density Residential Zone (LDRZ)
o Township Zone (TZ)
o Residential Growth Zone (RGZ)
o General Residential Zone (GRZ)
o Neighbourhood Residential Zone (NRZ)

2. Is the proposal under $100,001?

4. Does the land adjoin land in a residential zone used for residential purposes?

5. Does the proposal meet the following standards of Clause 54?
· A10 Side and Rear Setbacks
· A11 Walls on Boundaries
· A12 Daylight to existing windows
· A13 North facing windows
· A14 Overshadowing open space
· A15 Overlooking

If a schedule to the zone specifies a requirement of a standard different from a requirement set out in the Clause 54
standard, the requirement in the schedule to the zone applies and must be met.

Signed declaration on the application form
A full current copy of Title for the land, including current ownership details, title plan and a full copy of any registered covenants, restrictions or Section 173 Agreements that apply to the land. (The Copy of Title must be clearly legible and no older than 30 days.) A copy of Title can be obtained from www.land.vic.gov.au.
The prescribed application fee (refer to fee schedule)
- ACCOMPANYING INFORMATION -
*Note: The council may reduce the information that you need to provide but cannot ask for more information than listed. Please check the information requirements with council. The following information must be provided as appropriate.A description of the use of the land and the proposed buildings and works.
3 copies of a layout plan drawn to scale and fully dimensioned showing:
· The boundaries and dimensions of the site.
· Adjoining roads.
· The location, height and use of buildings and works on adjoining land.
· Relevant ground levels.
· The layout of existing and proposed buildings and works.
· All existing and proposed driveways, car parking, bicycle parking and loading areas.
· Existing and proposed landscape areas.
· All external storage and waste treatment areas.
· Any contaminated soils and filled areas where known
· The location of easements and services
Elevation drawings to scale showing the height, colour and materials of all proposed buildings and works.
A photograph of the building or area affected by the proposal.
A written statement describing the proposal and if relevant:
· The built form and character of adjoining and nearby buildings.
· Heritage character of adjoining heritage places.
· Ground floor street frontages, including visual impacts and pedestrian safety.
A written statement describing whether the proposed buildings and works meet:
· The number of car parking spaces required under Clause 52.06 - Car parking or in the schedule to the Parking Overlay under Clause 45.09.
· The loading requirements under Clause 52.07.
· Any development requirement specified in the zone or the schedule to the zone.
Any relevant requirement in approved development plan or incorporated plan for the land.
Any other information specified in the schedule to the zone.
Where the land abuts a residential zoned used for residential purposes, a written statement, plan or diagram showing how the proposal meets the following;
· A10 Side and Rear Setbacks
· A11 Walls on Boundaries
· A12 Daylight to existing windows
· A13 North facing windows
· A14 Overshadowing open space
· A15 Overlooking
If a proposal falls into more than one Vicsmart class of application, the information requirements of each class apply and the corresponding checklist should be completed.
