7:00 p.m. Request for Determination of Applicability filed by Chain Drive Farm, 84 Jennings Drive, Abington, to repair driveway using permeable gravel and crushed stone at 140 Rockland Street. Jim Connolly recused himself as an abutter. Mike explained that on 12/1 Lee Mann had called to tell him he had purchased this property as Chain Drive Farm. Going on and off the property through the driveway he was making a mess on Rockland Street, tracking out mud. He had asked to put down some top soil to keep the mud from going on Rockland Street. Mike went to take a look at it and okayed it, and on 12/1 he sent Nancy an email on what had taken place. On 12/7 Jim Connolly called him and said Lee Mann was filling in wetlands. Mike looked again and it looked like he was just making the driveway accessible. The driveway is existing. On 12/8 we received a message from DEP that they had gotten a complaint and Mike explained what was going on. There was history on this with a former owner and Jim. Lee Mann is the new owner.

Lee Mann, 84 Jennings Drive - has the property designated as farm use. Mike had Jerry and Russ go out also. Lee doesn't want to track the mud out on to the street. The previous NOI had been approved for bituminous concrete in the driveway. He just wants to put stone down, and it looks nice. He's just trying to reconstruct his driveway. He just wants to go up another 50 yards.

Opened to the floor:

Jim Connolly, 130 Rockland Street - what he did was fine, but he should have come before the board first. Mike - Lee did call and Mike went down and looked at it. Mike wasn't aware of the previous history. There is a placard that was posted that it is going to be a registered farm. Kathy felt there should be silt fence or sock along the driveway. He is just going to use crushed stone. Mike - he would have to file a NOI if he did anything else other than the agricultural.

Motion by Kathy for negative determination #2 with conditions - to place haybales or siltation barrier along the driveway and filling is to be with permeable stone, seconded by Jim T., unanimous.

Request for Determination of Applicability filed by 805 Brockton Avenue Realty Trust, 538 Bedford Street, Abington, to clear property removing large trees and stumps at 799-805 Brockton Avenue.

John Cotter and Russ Wheatley gave presentation. Property is located to east of Walmart. Larger vegetation is indicated on the plan. Lot 344 was allowed to clear about four years ago. Applicant wants to be allowed to clear large vegetation from the back of Lot 344 and entire Lot 345. There are no wetlands on the site. They received a negative determination in 2010. Opened to floor with no comments and back to table.

Motion by Jim C. for negative determination, seconded by Russ, unanimous.

NOI, 1400 Bedford Street LLC, 45 Kenneth Street, W. Bridgewater, to add two wooden decks, walk-in refrigerator, chimney, landscape areas and other appurtenant site improvements at 1400 Bedford Street within the buffer zone. Mike and Kathy recused themselves as abutters to this property.

John Cotter and Russ Wheatley gave presentation. Property used to be Vin & Eddie's Restaurant, is now Sorelle's. They are doing some improvements to building and surrounding area within 100' buffer of a bordering vegetated wetlands. Brooke Monroe, Pinebrooke Consulting, did the flagging. They are proposing two decks, one on the southerly side of building and one on the north east corner, new chimney on the front, new access in front, at the rear a walk-in refrigerator, 2,000 gallon grease trap connected to sewer line in the street. No work is proposed in the wetlands; all the work is in the buffer zone. There will be no impervious area increase. Pre- and post-development drainage will be the same. Silt sock has already been put in place.

Opened to the floor:

Kathy Creighton, 53 Vineyard Road - placement of the silt sock is on the wetlands line - it should be moved 10' in to the buffer zone and should be across the whole property. It should be from Vineyard Road to the other end of the property. Drainage still hasn't been approved. John Cotter - they have presented it to the state and are waiting for the state to get back to them.

Jim Connolly - question on grease trap - it is below grade.

Bob Graham, 43 Vineyard Road - question on pond and creek under parking lot. Mr. Travi had said they would maintain that and he would like it put in the order of conditions.

DEP hasn't issued a file number yet. John requested a continuation to give the state time to get back to them and for the number to be issued. Motion to continue the hearing to January 23, 2017 at 7 p.m. made by Jim, seconded by Russ, unanimous.

Minutes: November 28, 2016 - motion to approve made by Russ, seconded by Kathy, 4 ayes, 2 abstentions (Jerry, Joe).
