Meeting March 28th 2013

In attendance: Councillors Martin Foster, Mrs Marlene Wilson, Mrs Mary Walker, Martin Rickard, Richard (Dick) Johnson, Paddy Donnellan, Mrs Ruth Sharples John Ranshaw & Kevin Moorhouse.

Mrs Penny Bowen attended and questioned Council during the public forum with regard to the car parking charges and the possibility of permits becoming available to those wishing to purchase.

Mrs Bowen also asked the question, had the Coningsby Council thought of taking over the running of the car park from East Lindsey.

In reply: the most up to date information on the charges the council have is that they will be in force by the 1st May 2013, there are some proposals being put to full ELDC on 17th April regarding permits but no more details than that; clerk will question the officers to see if any more information is available.

172. Declarations of Interest – none at this point.

173. Notes of the February 28th meeting previously circulated –Proposal to accept as a true and correct record of the meeting, seconded all voted in favour RESOLVED.

174. Police Report – officers not available to attend but a full and comprehensive report supplied by PCSO Ali Evans; Proposal to invite the Inspector to attend the April meeting, seconded RESOLVED.

175. Highways A153 speeding issues- RSP have agreed to carry out another survey on the High Street with the speed indicators in place to check if there is any marked difference in the results, this will be done late May early June; clerk was asked to check with surrounding parishes to see if any had purchased their own SID (speed indicating devices)

176. Reports from outside groups: Friends of the Pingle – ELDC are now asking for an admin/legal fee of £1000 before a hand over of the area can be made, the group are not ready to take over as the work requested to be done before any handover has still not been done, another meeting with ELDC officer Victoria Burgess to discuss the way forward. CCTV group will meet early May to elect a new chairman.

177. Coningsby Grant – after discussion on the Chief Executives response to the solicitor’s letter regarding the stopping of the grant, Proposal to meet Solicitor and seek further advice, Cllr Johnson will report back to next meeting or before if necessary, seconded, all in favour RESOLVED.

178. EL Citizens Advice Bureau – the local service has been withdrawn due to the lack of management, they will inform council when service can be reinstated.

179. Tucann Publishing- more information about the production of the booklet and possibly a visit to a meeting in the future to answer councillors questions.

180. Quality Council Scheme- a review is still underway of the means tested scheme, questionnaires are available online until the end of March; Council elected to continue with the Quality Status application and resubmit the required information as soon as it is known what the new guidelines will be, seconded RESOLVED.

181. Planning - 131 High Street S/035/00163/13 plans have been withdrawn, S/035/02228/12 Kings Manor – plans at meeting, Council still have concerns over the impact of the traffic, the new Highways survey still has not done any analysis of the impact on Silver Street and Park Lane. Proposal to resubmit all previous comments plus enhance the traffic issues, seconded, all in favour RESOLVED.

182. ELDC /LCC elections 2nd May nomination papers for EL are due in by Friday 5th April.

183. Clerks report & correspondence- , Coningsby 30th April 6.30 - 9pm names to clerk asap for this please. Letter from ELDC – would council support a policy offering families of fallen service personnel a chance to have a street or road named after them? Neighbourhood plan meeting arranged for the 16th April at Community Access point 7pm. Tattershall with Thorpe annual Dinner invites £12.50 per person. Advance notification of road improvement scheme from Highways, resurfacing works B1192 Coningsby Leagate road, daytime road closure possible start date end July. National 25mile Championship 2013 of Cycling time trials to be held on Sunday June 9th HQ Gartree School, start point just South of Gibbett Nook and finisishing at Tumby Roundabout – maps to be circulated at later date around 230 enrolled to date.
