1.0  OPENING COMMENTS

1.1  Call to Order / Quorum Check

The Nondestructive Testing Task Group (NDT) was called to order at 8:00 a.m., 21-Oct-13.

It was verified that only SUBSCRIBER MEMBERS were in attendance during the closed portion of the meeting.

1.2  Approval of Previous Meeting Minutes– OPEN

The minutes from June 2013 were approved as written.

Motion made by Mike Mitchell and seconded by Pete Torelli to approve the minutes of the June 2013 meeting in Paris. Motion Passed

1.3  RAIL Review – OPEN

The Rolling Action Item List (RAIL) was reviewed.

Dave Marcyjanik gave presentation on the RAIL open items.

2.0  PRI Report / RAIL /NMC Metrics– OPEN

Mike Gutridge and Dave Marcyjanik gave a presentation on the PRI Staff Report which included items on staff delegation, geo-scheduling, NMC metrics and the checklist top five NCR’s.

3.0  Clarification Data Base – OPEN

Andy Bakewell gave a presentation on the current status if the Clarification Database.

The discussion items included the highlighting of the following items to the sub-groups for discussion:

AC7114/1: The acceptable use of known defect standards panels.

The use of Acetone during the wipe off technique, does the decision take into account European concerns.

AC7114/2: The use of defective parts to establish machine settings.

The details required on NDT Instructions (techniques).

4.0  Supplier Report & Discussion – OPEN

Gary White gave an overview of the Supplier Support Committee and its activities.

5.0  Nadcap and NDT Procedure Review – OPEN

Dave Marcyjanik gave an overview of the changes to the Nadcap operating procedures since the last meeting in Paris.

6.0  Method Sub-Team – Breakout Sessions – OPEN

The membership of the sub teams was amended as follows:

AC7114 - Add Mike Clark and Jim Graves.

AC7114/3 – Antonio Ciliberto and Jean-Francois Lapierre.

AC7114/5 - Add Lou Truckley as Chair.

The Task Group discussed and voted on the check list amendments proposed by the method sub groups.

7.0  Technical Issues and Open Discussion Items – OPEN

Rick Gasset asked if it was acceptable to use a higher sensitivity penetrant than what is specified on the part drawing. This was a standard drawing for a fastener that required Level 2 sensitivity penetrant, supplier only had Level 3 sensitivity material. The Task Group decided that the question should be directed to the end customer that issues the PO as it would either require a deviation or waiver.

8.0  Ad-Hoc Team – Breakout Sessions – OPEN

A meeting took place of the Etch sub group.

A discussion took place on the etch checklist revision process. The Chemical Processing Task Group (CP) details will be actual etch process will be the responsibility of CP and the NDT Task Group will establish a baseline checklist which will address etch inspection requirements, to include the following:

Training and certification of personnel (exams), inspection process control, pre-cleaning, viewing aids, inspection records, control of test samples, etc.

ACTION ITEM: Scott Sullivan, Gary White and Lou Truckley to formulate a survey for to be sent to all (Subscribers and Suppliers). Survey to request information regarding proposed inspection checklist items as noted above. (Due Date: 8-Nov-2013)

ACTION ITEM: PRI to send survey and request response 2 weeks after it is sent out. Results to be forwarded to NDT sub-team leads (Scott Sullivan and Bob Rainone). (Due Date 28-Feb-2013)

9.0 Task Group Regular Business Items – CLOSED

The Chairman verified that only Subscribers (blue badge holders) were in attendance at the closed meeting.

Five observation audits were performed since the last meeting:

145225 observed by Vincent Millan – Eurocopter

148817 observed by Lou Truckley – Boeing

149737 observed by Fangmei Chu – Honeywell

154127 observed by Tony Warren – Airbus

156044 observed by Pete Torelli – Boeing

Two Scope extension audits were performed.

Four Supplier Advisories were issued 2281, 2292, 2311 and 2320.

There were two failed audits failed since the June 2013 meeting none of which were overturned by the Task Group.

Delegation oversight is at 77.8% (10% minimum). Staff Engineers with delegation to continue, no issues noted. Dave Marcyjanik to be consider for delegation during the February 2014 meeting.

There were no lapsed audits out of 1009 conducted in 2012. One lapsed audit between June 2013 and October 2013.

Eight extensions to audit expiration dates were granted since the June 2013 meeting. These were all due to PRI scheduling issues / Auditor availability.

Motion made by Dave Royce and seconded by Sean Wood for audits performed by Red Line Auditors to request procedures from a sample of Suppliers to evaluate if the Auditors have missed any potential findings. (This is a request and not a mandatory requirement). To be brought forward for discussion in the open meeting agenda. Motion Passed.

10.0 Task Group Resolutions – CLOSED

No Task Group Resolutions.

11.0 Appeals, Ethics & Extension Requests – CLOSED

No appeals, ethics or extensions requests.

12.0  New Business – CLOSED

Discussed issues with completing audits in regions of the world where unrest is prevalent. Recommend submitting to NMC for action / recommendations.

ACTION ITEM: Bobby Scott to include this issue in report to Planning & Operations meeting. Request NMC to evaluate options for maintaining accreditations for those Suppliers affected. (Due Date: 28-Feb-2013)

13.0  SUPPLEMENTS– CLOSED

The implementation of supplement questions and subsequent checklist issuance was discussed. The Task Group is to form an ad hoc group to discuss a strategy for getting supplement checklist changes released for use sooner. Members are Chris Stevenson, Jim Graves, Scott Sullivan, Rhonda Joseph and Mike Gutridge.

ACTION ITEM: PRI Staff to prepare a presentation to show how the supplement checklists are amended and balloted. (Due Date: 28-Feb-2014)

14.0  New Business – OPEN

The following new Subscribers members have met the criteria for Task Group membership and were proposed to the Task Group:

Motion made by Scott Sullivan and seconded by Pat Thompson to approve Scott O’Connor, Greg Hall, Antonio Ciliberto and Harry Hahn as Task Group members. Motion Passed.

Motion made by Dave Royce and seconded by Sean Wood to approve Frederic Girard, Justin Payne and Jim Winter as Task Group members. Motion Passed.

The following new Supplier Voting Members were proposed to the Task Group:

·  Dwayne Cooper – Wyman Gordon

·  Douglas Davies – Alcoa Fastening Systems

·  Douglas Barra – Integrity Aerospace Group, X-R-I (Alternate)

Motion made by Pat Thompson and seconded by Gary White to approve Frank Saenz, Dwayne Cooper, Douglas Davies and Douglas Barra as Supplier Voting Members. Motion Passed.

A review of the Voting Member maintenance requirements was conducted.

Motion made by Chris Stevenson and seconded by Steve Garner to maintain Timothy Doane of the 309th Maintenance Wing as a Subscriber Voting Member. Motion Passed.

The following personnel were removed as Supplier Voting Member of the Task Group:

Motion made by Gary White and seconded by Steve Garner to remove Guy Saenz Hi Tech Metal Finishing as a Supplier voting member. Motion Passed.

NOTE: After additional review it was detected that a representative of Hi-Tech Metal Finishing was in attendances (Frank Saenz) and voted in as an Alternate Supplier Voting Member. As a result, Guy Saenz should not have lost his voting rights and will be reinstated at the upcoming NDT Teleconference call slated for 07-Nov-2013.

The following Subscribers were removed as voting members of the Task Group:

Motion made by Dave Royce and seconded by Sean Wood to remove Michael Daehling of Cessna Aircraft a Subscriber Voting Member. Motion Passed.

Nathalie Crozat-Vigier provided a presentation and update on the proposed job tracker form. The team consists of Alain Bouchet (Lead), Nathalie Crozat-Vigier and Dave Grey.
