  1. CRITERIA TO BE USED FOR EVALUATION OF QUOTATIONS

In line with Amatola Water’s Supply Chain Management Policy, quotations will be evaluated on the 80/20 preference point system for acquisitions with a rand value below R50 Million. The 80/20 preference point system allocates 80 points for price and 20 points for the B-BBEE status level of contributor.

3.1 Evaluation of Preference/B-BBEE

The Preferential Procurement Policy Framework Act (PPPFA) principles will apply, whereby submissions will be evaluated according to the provision of the Act. The measurement of the B-BBEE status of the suppliers/service providers will be scored in line with the Broad-Based Black Economic Empowerment Codes of Good Practice (Government Gazette No. 29617, Notice 112 of 2007).B-BBEE status will be scored in accordance with the DTI Codes of Good Practice and bidders must submit their original and valid B-BBEE status level verification certificateor a certificate issued by a registered auditor, accounting officer (as contemplated in section 60 (4) of the Closed Corporations Act, 1984) or an accredited verification agency in order to be eligible for B-BBEE points.

A maximum of 20 points may be awarded to a bidder for attaining their B-BBEE status level contemplated in the B-BBEE Codes of Good Practice. The points scored by a bidder in respect of the level of B-BBEE contribution contemplated in sub-regulation (3) must be added to the points scored for price.

As per the Supply Chain Management policy, Amatola Water strives to perform preferential procurement with organizations that have a procurement recognition level of 4 (100%). Background
Amatola Water is the PIA for Department of Education to implement bulk Water and Sanitation Services at schools throughout the Eastern Cape Province.
Amatola Water is looking for Professional Services to conduct aquifer testing services at Bethel JSS GPS ) in Sibi Village Maluti ( LONGITUDE – 30.221143700 LATITUDE 28.84413300
Amatola Water is looking for a sustainable yielding borehole as close as possible to the school but can be extended within a radius of 1000 meters but not limited to if a good site is found beyond during your investigation.
The reason to drill new borehole/s is to supply water into polyurethane tank/ or still to be erected elevated steel tank
Scope of Work
  • Hydrogeological surveys/Desktop study (feasibility and investigative) Siting and Geophysical Investigation and reporting.
  • Drilling of three boreholes.
  • 2 successful boreholes developed.
  • 1 dry borehole.
  • Yield test 2 boreholes with quality analysis report and recommendation.
  • Detailed Groundwater Source Development reporting with borehole and management recommendations including recommendation to address water quality not conforming to SANS241 class 2 standards.
Geohydrological Investigation and Test Pumping
  • Desk study site assessment
  • Hydrocensus
  • Verification of existing groundwater sources within the required radius.
  • Survey of possible pollution sources that might affect the groundwater quality.
  • Geological reconnaissance
  • Selection/verification of preliminary drill targets, as identified from the desk study.
  • Prioritization of the highest potential drill targets, based on accessibility, available reserves and recharge.
  • Geophysical investigation
  • Delineating geological structures by using industry recognised geophysical techniques.
  • Selection of best drilling targets from the interpreted geophysical data collected.
  • Drilling
  • Drilling on selected anomalies with drilling control by suitably experienced personnel.
  • Drilling specifications are recommended:
  • Proposed drilling depth of 100 m each hole.
  • Installation of casing up to main strike (estimated at 40 m solid casing and 40 m perforated casing).
  • Drilling will commence with a diameter of 165 mm.
  • Yield testing and quality analysis
  • Removal of existing equipment from the boreholes.
  • Installation of test pump.
  • Laying out of lay flat hose 50m
  • Boreholes to be tested at various schools.
  • Step Test – the pump rate is increased in steps at regular intervals to determine the effectiveness of the borehole.
  • Constant Rate Test – the borehole is pumped at a constant discharge rate over a 24 hour period to determine the sustainable yield over that period.
  • Recovery Test – this test determines the recovery of water level in the borehole immediately after the constants rate test is done. Consider 90% Recovery or full pumping time.
  • Water quality – this is to determine the water quality during yield testing and is normally done at beginning and end of the test for full chemical analysis (macro and bacteriological) suitable for domestic purposes. SANS 241 for drinking water
  • Removal of test pump.
  • Replace existing equipment to its original state.
  • Data recording and reporting. A detailed report summarising all relevant information must be submitted to Amatola Water including management recommendations on the yield tested water sources. The yield testing and water quality results of new and existing boreholes must be submitted to Amatola Water Environmental Department who will submit the data to the Department of Water and Sanitation groundwater department, Port Elizabeth to register the borehole/s.
  • Technical reporting
  • A detailed report summarising all relevant information will be submitted including management recommendations on the established water sources including yield testing and water quality results and to submit this information to Amatola Water and Department of Water and Sanitation groundwater department, Port Elizabeth to register the borehole/s.
Contractor must:
  • Compile and submit quotes for Hydrogeological analysis, drilling, yield and quality testing.
  • Quote must stipulate costs if there is a dry borehole.
  • BOQ must be detailed with description, unit, rate, quantity and total.
  • Drilling, yield testing, quality results and borehole completion to be undertaken according to the Minimum Guidelines and Standards of Department of Water & Sanitation in conjunction with the Eastern Cape Groundwater Master Plan dated 2010.
  • Methodology must be detailed and submitted with supporting documentation, pictures, specifications etc.
Where possible all casual labour must be sourced from the local community. Amatola Water will require a register of the people used on this project. The acquiring of local casual labour must be done through the Councillor or CLO of the project.
Contractor to supply own accommodation and storage for the safe keeping of material, plant and equipment as Amatola Water will not be held liable for any loss or theft thereof.
Contractor to submit Health and Safety Plan to Amatola Water for approval before contract starts
The contractor should take full responsibility of any Incidents / Accidents on-site. Contractors to Comply with Health & Safety standards as per OHS Act 85 of 1993 & that of the CR2014.
Site must be left in a clean and neat condition on completion of this contract.
Any damages to the surrounding area, buildings, fences, equipment, infrastructure etc occurred during aquifer testing will be the responsibility of the contractor to rectify such damage at their own costs.
Notes to be included in Quote:
  1. The tenderer must furnish all relevant specifications and brochures on the work to be performed.
  2. An itemized pricing schedule which clearly indicates prices components separately e.g. Hydrogeological, drilling, yield testing and quality and recommendation report.
  3. Please indicate the anticipated start time on receipt of an official order.
Note: Amatola Water has the right to select any task or service or part thereof.
Payment will be made for task/services executed and not the total order. Payment will be made within 30 days of the payment certificate/invoice being submitted to Amatola Water, upon Amatola Water receiving payment from Department of Education. / 1
