J. CASE FOR SUPPORT

Instructions:

1.  Where applicable, the specific contributions and responsibilities of each Singapore investigator and Poland Principal Investigator should be clearly stated.

2.  Please do not exceed seven pages for this section.

3.  The CV of the applicants highlighting the relevant research background, technical competencies and publications, MUST be attached to the application

(1)  detailed methodology

PI should describe in detail:

·  the method and technical approach chosen,

·  the alternatives that have been or can be considered,

·  why the chosen methods were preferred, and

·  whether the investigation is to occur in stages and if the stages would be sequential or parallel.

(2)  novelty of the approach

PI should highlight succinctly the novelty of the proposed approach.

(3)  competitors/ comparative advantages of the approach

PI should mention who else in the world are working in similar areas and highlight the key/main competitors, and highlight why the proposed approach is better than those of the key competitors mentioned.

(4)  Information on collaboration

PI should describe in detail:

·  the lead Singapore and Poland institutions involved in the project,

·  details on the interaction among investigators of both countries,

·  specific contribution and responsibilities of the Singapore and Poland investigators,

·  how the proposed research will leverage on capabilities in Singapore and the Poland collaborating partners,

·  involvement (eg. in terms of man-months per year) of Singapore PI, Co-Investigators and Collaborators*, and

·  achievements that are relevant and necessary in ensuring success for the proposed research.*

* The same should be provided for Poland Investigators.

(5)  manpower & equipment justification

PI should elaborate in detail the reasons for the requested manpower and equipment, highlighting the specific contribution to the deliverables of the project.

(6)  previous preliminary work

Singapore and Poland investigators should describe previous works that are related to this proposal and any preliminary results that would help support this proposal. They should also describe past collaborative efforts between themselves.

LIST OF APPROPRIATE INTERNATIONAL REVIEWERS RECOMMENDED

Instructions:

1)  Principal Investigators of the proposals and their Heads of Departments are to give at least five (5) recommendations each for appropriate international reviewers.

2)  The criteria for the nomination of international reviewers are given below.

NOMINATED REVIEWERS SHOULD HAVE:

I)  Special knowledge of the science and engineering subfields involved in the proposals to be reviewed to evaluate competence, intellectual merit, and utility of the proposed activity.

II)  Broader or more generalized knowledge of the science and engineering subfields involved in the proposals to be reviewed to evaluated the broader impacts of the proposed activity. Reviewers with broad expertise are required for proposals involving substantial size or complexity, broad or multi-disciplinary content, or significant national or international implications.

III)  Broad knowledge of the infrastructure of the science and engineering enterprise, and its educational activities, to evaluate contributions to societal goals, scientific and engineering personnel, and distribution of resources to organizations and geographical areas.

NOMINATED REVIEWERS SHOULD NOT:

I)  Have disqualifying relationships with the principal investigator(s) (PI) in that PI and reviewer must NOT have/be:

·  A family relationship, e.g. sibling, parent, spouse or child or any relatives with close personal relationship;

·  Previous thesis advisor or thesis student;

·  Collaborated on a project, book, article, report or paper within the last 48 months;

·  Co-edited a journal, compendium or conference proceedings within the last 24 months;

·  From the same organization.

II)  Have any financial interest in the proposed activity and the person should not be a prospective employer, or a prospective business/contractual partner whom PI has a financial relationship with.

III)  Be an investigator, project director or other person identified as party to a proposal or award i.e. collaborator.

IV)  Be from an institution with which PI is affiliated through:

·  Current membership on a visiting committee;

·  Current enrolment as a student;

·  Receipt and retention of an honorarium or other form of award from the institution within the last 12 months.

V)  Be from an organization with which:

·  the PI was connected within the last year or in which PI is an active participant e.g. chair a committee or subcommittee or act as spokesman or help direct the organization's activities;

·  the PI's spouse, parent or dependent child is connected.
