14. General Summary of Function/Purpose of Position
This position serves as a Veterans’ Career Advisor (VCA) Specialist in connection with the Michigan Works Agency System responsible for providing intensive employment and training services within a case management framework to a targeted (veterans with such barriers toemployment)veteran population who are unlikely to obtain employment without receiving such services. Utilizing a team-based approach, the VCA Specialist is responsible for providing intensive services to include coordinating additional services in order to get a qualified veteran “job ready,” thereby increasing the employability of a veteran after receipt of such services. Maximum emphasis shall be placed on assisting economically or educationally disadvantaged veterans, veterans with adverse judicial issues, and veterans referred through the Veterans Administration (VA) Vocational Rehabilitation and Education program (VR&E). The position is responsible for the delivery of intensive services, through case management, to veterans with special employment and training needs, and outreach activities to locate such veterans through contacts with local veteran organizations, such as the VA and other state and local employment service agencies.
All duties are to be executed in accordance with Title 38, Chapter 41 of the United States Code as amended by Public Law 107-288, Title II of Public Law 112-56, and United States Department of Labor Veterans Employment and Training Service (DOL-VETS) Veterans Policy Letters (most current is presently VPL 07-10). At the 11 level the employee performs at the senior level, in an independent location under minimum supervision of the Regional Manager, a wide range of employment service assignments, and serves as a mentor to assigned 9-10 level VCA staff. The employee displays a working knowledge of all relevant laws, policies, and procedures, able to provide expert technical advice to Michigan Works! Agency partners, and can serve on a Workforce Development Board.

Duty 1
General Summary: / Percentage: / 50
Provide intensive employment services to qualified veterans/spouses (eligible persons with such barriers to employment that they are unable to reach their employment goals without intensive services and are likely to benefit from these services and become job ready as a result)utilizing a systematic case management approach toward the removal of barriers to employment, thereby increasing the employability of a veteran after receipt of such services.
Maximum emphasis shall be placed on assisting economically or educationally disadvantaged veterans and veterans with adverse judicial issues. All services are to be documented, including assessment, follow-up contacts, coordination with supportive service agencies, and referrals. Customer referrals may come from outreach activities, the Local Veterans Employment Representative (LVER), Michigan Works! Service Center partners, VA, Vet Center, veterans service organizations, and other community-based organizations.
Individual tasks related to the duty:
Determine program eligibility of each referred customers and provide intensive services through case management to those determined to be VCA program qualified. Those referred customers who are determined not to be VCA program qualified will be referred to the partner most appropriate to the customer’s needs.
Conduct interview to clarify, evaluate, and analyze experience, education, aptitudes, and abilities so as to develop a comprehensive assessment of education, skills, and abilities. This must be performed with each referred VCA program qualified customer.
Conduct in–depth interview and evaluation to identify employment barriers and appropriate employment goals.
Conduct group and individual career coaching.
As needed, provide and/or facilitate short-term pre-vocational services which may include development of learning and communication skills, interviewing skills, personal maintenance skills, and professional conduct to prepare individuals to achieve their employment goals.
Development of an individual employment plan that identifies employment goals, interim objectives, and appropriate services that will enable the veteran to meet his or her employment goals, using the mediated services system format. This must be performed with each referred customer.
Explain available services and obtain information from applicant to determine appropriate job service programs.
Assess applicant information to determine if services other than placement are needed such as referrals for counseling, training, rehabilitation, or other supportive services.
Referred customers to all suitable partners and outside agencies as appropriate.
Refer job ready customers to HUB LVER for job development in accordance with the developed HUB process.
Provide intensive services to veterans assigned through a VA administered vocational rehabilitation program (currently Vocational Rehabilitation and Employment Program), in accordance with Title 38, Chapter 31 of the United States Code and the most current memorandum of understanding between the Michigan Veterans Services Division and the appropriate branch of the VA (currently the VA Vocational Rehabilitation and Employment Service.
Utilize labor market information to provide proper career guidance counseling.
Carry an appropriate case management load, as determined by management.
All duties to be performed in accordance with VSD policies and procedures.
Duty 2

Conduct outreach activities for purpose of locating veterans who are unlikely to reach their employment goals without intensive employment services and are likely to benefit from these services and become job ready as a result.
Individual tasks related to the duty:
  • Create and maintain a localized veteran’s outreach plan in order to reach out to organizations with direct access to veterans who may reasonably benefit from the specialized employment services offered by a VCA Specialist.
  • Conduct outreach activities to organizations to locate veterans who are unlikely to reach their employment goals without intensive services and are likely to benefit from these services and become job ready as a result, with an emphasis on locating such disabled veterans.
  • Locate such veterans through contact and cooperation with local veterans’ organizations, VA Vocational Rehabilitation and Employment (VR&E), VA Hospitals, VA Community Based Outreach Centers, Vet Centers, homeless veterans programs and shelters, Homeless Veterans’ Reintegration Program (HVRP) grantees, , Workforce Investment Act (WIA) Program, Veterans’ Workforce Investment Program (VWIP) grantees, Incarcerated Veterans’ Transition Program (IVTP) grantees, Michigan Rehabilitation Services (MRS), military installations, veterans service organizations, other service organizations, community Stand Downs, and at state and local level employment service offices.

Report intensive employment service and case management activity.
Maintain contact with other appropriate representatives of federal, state, and local programs for the purposes of coordinating services and referral of veterans from and to appropriate outside programs.
Individual tasks related to the duty:
Maintain contact with appropriate community-based groups, organizations, and grantees under other state and federally funded employment and training programs that provide services to veterans.
Utilize these contacts to identify programs to which to refer veterans whose needs exceed the scope of intensive services as described under Duty 1 above.
Coordinate with these contacts to ensure continued, complementary services are provided to referred veterans.
Utilize, support, and comply with the developed HUB process.
Complete required National Veterans Training Institute training in a timely manner.
Record in the One-Stop Management Information System (OSMIS) all services delivered to program qualified veterans/spouses.
Report services and outcomes to the Regional Manager as directed.
Coordinate operational activities with Michigan Works Agency Functional Coordinator.
Demonstrate excellent organizational skills related to recording and maintaining appropriate documentation of intensive employment services and case management activity.

Participate in Michigan Works! Service Center staff meetings to discuss operations and review performance related to veterans.
Participate in Michigan Works! Service Center staff meetings to provide expert advice on operations and performance related to veterans.
Provide expert training on veterans programs and services to Michigan Works! Service Center staff.
Provide expert advice other One-Stop staff and service delivery system partners on the execution of veterans’ priority of service and the process for referring veterans from core services to Veterans’ Services Division staff for intensive services.
Perform related work as assigned by management, such as supporting area job fairs and/or veterans resource fairs.
Demonstrate a working knowledge of all applicable laws, USDOL guidance, policies, and procedures.

At the 11 level, the employee makes limited decisions in a developing capacity under the guidance of a Regional Manager or senior staff member and shall demonstrate the ability to serve as a subject matter expert for VSD special initiatives.

The position serves as an agency VCA Specialist responsible for providing intensive employment services within a case management framework to a targeted veteran population who are unlikely to obtain employment without receiving such services. Advising partners and other service providers on the benefits of the Jobs for Veterans State Grant program. Conducting outreach to organizations with direct access to veterans to locate program qualified veterans.
As a secondary job duty, conduct outreach to locate such veterans.

Position is now functioning at the advanced level and independently handles more complex cases involving disabled veterans with severe, multiple disabilities and position also assists and leads lower level ESI's within the Veteran Services.
25. What is the function of the work area and how does this position fit into that function?
To promote employment services for qualified veterans. This position functions to provide all necessary and appropriate employment services to become job ready and enable VCA program qualified veterans/spouses to secure appropriate employment.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Completion of two years of college (60 semester or 90 term credits). Degree preferred.
EXPERIENCE:
Employment Service Interviewer 11
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
Employment Service Interviewer E11:
• Three years of experience equivalent to an Employment Service Interviewer, including two years equivalent to the Employment Service Interviewer E10.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of employment service and job training methods. Good written and oral communication skills. Good professional networking skills. Good virtual and social media skills. Ability to serve as a peer mentor.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must be a qualified service-connected disabled veteran or a qualified eligible veteran in accordance with priorities set forth in Title 38, Chapter 41 of the United States Code as amended by Public Law 107-288.
Must have on file: (1) copy of DD214; (2) proof of service connected disability from the Veterans Administration (if applicable); (3) copy of official college transcripts.
Must have a valid Michigan driver's license. Job requires considerable travel by automobile.
