Concurrent Resolutions for Notice under Joint Rule 16

The following joint concurrent resolutions have been introduced for approval by the Senate and House and will be adopted automatically unless a Senator or Representative requests floor consideration before the end of the session of the next legislative day. Requests for floor consideration in either chamber should be communicated to the Secretary’s office and/or the House Clerk’s office, respectively.

S.C.R. 1.

Senate concurrent resolution honoring Vermont State Police Field Force Commander Major James N. Dimmick on the occasion of his retirement.

Whereas, for over a quarter of a century, James Dimmick of Underhill has served with distinction and pride as a member of the Vermont state police, and

Whereas, after graduating from the state police academy in 1978, he was a trooper stationed at the Colchester barracks, and

Whereas, early in his career, his superiors observed Officer Dimmick’s diligence, professionalism, and dedication to the force, and soon he began a career ascent leading to a series of positions with increasing responsibilities, and

Whereas, James Dimmick served on the governor’s security detail during the Snelling and Kunin administrations and as the detail’s director during his second time at the governor’s office, and

Whereas, he sharpened his investigatory skills as a detective sergeant in ChittendenCounty and later as a detective lieutenant responsible for the counties of Chittenden, Addison, Franklin, and Lamoille, and

Whereas, upon his promotion to the rank of captain, James Dimmick was assigned to the Northeast Kingdom and Orange County where he supervised the state police barracks located in Derby, St. Johnsbury, and Bradford, and

Whereas, later, he was handed an even more challenging assignment as the Assistant State Field Commander at state police headquarters in Waterbury with responsibility for several important areas, including homeland security, special teams, and the consolidation of the dispatch centers, and

Whereas, in 2000, Captain Dimmick graduated from the 194th class of the FBINationalAcademy in Quantico, Virginia, and

Whereas, in 2003, he was promoted to the rank of major and named as the Field Force Commander which is one of the most senior state police positions, and

Whereas, Major Dimmick’s duties have included supervising all the uniformed officers assigned to the 12 state police barracks and the state police communications centers, and being responsible for over 300 civilian and sworn personnel under his command, and

Whereas, he is now retiring from the force, and

Whereas, he is the husband of Robin Dimmick and they have three daughters, Jenna, Cassie, and Brittany, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly recognizes the outstanding career accomplishments of Vermont State Police Field Commander James N. Dimmick as he retires from the force and wishes him every success as he embarks on new endeavors, and be it further

Resolved: That the Secretary of State be directed to send a copy of this resolution to Major James Dimmick in Underhill.

Senate concurrent resolution congratulating the 2004 Champlain Valley Union High School Crusaders Division I championship girls’ soccer team

Whereas, the defending Division I girls’ soccer champions, the Champlain Valley Union High School Crusaders, strove to retain their 2003 crown as they proceeded through the 2004 season without a single defeat, and

Whereas, the Crusaders gathered at St. Michael’s College to play the 2004 championship game against the Mount Mansfield Union High School Cougars with a strong determination to repeat their previous season’s state championship victory, and

Whereas, the entire Crusader squad learned the importance of perseverance during the course of this 118-minute final post-season contest, and

Whereas, the two evenly matched teams battled to a scoreless tie at the end of the first period, making the concluding half extremely crucial, and

Whereas, with 22:48 remaining in the second half, the Crusaders’ hopes of repeating as champions suffered a temporary setback as the rival Cougars scored the game’s first point, and

Whereas, the two squads then resumed their scoreless ways until the Crusaders’ Kelly Sisco tied the game late in the second period on a 25-yard direct kick, forcing the players to compete in the first of ultimately three overtime periods, and

Whereas, with 2:09 remaining in the third overtime, a tired Crusader team, now reduced to eight players as were the Cougars, emerged victorious as CVU’s Meghan Howard clinched the Division I championship for her team on an 18-yard goal scoring kick, and

Whereas, Crusaders Paige Leenstra, Kelly Macnee, Meghan Patrick, Emily Milbank, Kaitlin Francis, Zellie Dunn-Morrison, Christy Wulfson, Eva Pellegrino-Young, Casey Geibink, Kelly Sisco, Elizabeth Parent, Joannie Gentile, Katie Stetler, Laura Sisco, Lily Kielman, Heather Demers, Abby Newton, Sarah Marston, Lauren Whalley, Katy Shaw, Meghan Howard, Eliza Bradley, and Nora Oliver deserve special recognition both for winning the team’s second consecutive state Division I title and for surviving an extraordinarily long day of intensive soccer competition, and

Whereas, Coach Brad Parker and assistant coaches Katherine Riley and Kristen Van Woert are to be congratulated for their outstanding efforts, now therefore be it

Senate concurrent resolution congratulating the 2004 Champlain Valley Union High School Crusaders Division I championship girls' cross country team.

Whereas, the girls’ cross country team at Champlain Valley Union High School (CVU) has achieved remarkable success during the last two fall seasons, and

Whereas, having won the state and New England championships in 2003, the 2004 Crusaders were among the finest female runners in the state, and

Whereas, they headed to the 2004 Division I state championship tournament at the Thetford Academy course as leading contenders to repeat as the event’s first place finishers, and

Whereas, the young women from CVU performed to their highest expectations as they captured their second consecutive Division I title, and

Whereas, while they did not clinch a second consecutive New England championship, the Crusaders ran extremely well at the regional competition, which took place in Manchester, Connecticut, and they finished most respectably in second place, and

Whereas, team members Kendall Frost, Mairead Harris, Amy Hopkins, Ariel Marcy, Melanie Mccormick, Sydney McEwen, Lindsey Morel, and Emily Olsen are all outstanding young student athletes, and

Whereas, the roles of Coach Scott Bliss and assistant coaches Kasie Wallace and Cory Coffey in the school’s outstanding girl’s cross country program are worthy of special note, now therefore be it

Senate concurrent resolution congratulating the 2004 Champlain Valley Union High School Crusaders Division I championship boys' soccer team.

Whereas, after tying BFA-St.Albans in the 2003 post-season finale, the topseeded and undefeated Champlain Valley Union High School (CVU) Crusaders boys’ soccer team took the field at the 2004 Division I championship game determined to defeat the third-seeded Mount Mansfield Union High School Cougars and capture exclusive ownership of the Division I title, and

Whereas, the Crusaders scoring started early as Gardner Morrow kicked the ball into the Cougars’ net for the game’s initial goal at the 2:01 mark of the first half, and

Whereas, although the Cougars’ superb defensive skills prevented the Crusaders from scoring another point prior to the halftime break, the second half was a stunning example of the Crusaders’ offensive prowess, and

Whereas, at just over one and one-half minutes into the second half, Ashley Miller achieved his team’s second goal and doubled the Crusader lead to 2-0, and

Whereas, several minutes later, teammate Rem Kielman added a third goal to the Crusaders’ tally, and with five minutes remaining in the game, CVU’s Eli Gerson sealed his team’s victory when he scored the fourth and final goal enabling the Crusaders to defeat the Cougars 4-0, and

Whereas, the Crusaders’ 2004 Division I championship, and its accompanying 17-0-1 undefeated record, represent an amazing athletic accomplishment by a team that displayed great sportsmanship, and

Whereas, every CVU Crusader, including Ross Stirewalt, Ashley Miller, Alex Slauson, Reed Carr, Todd Shepardson, Mark Sienko, Rem Kielman, Ethan Morrow, Gardner Morrow, Brad Carlson, Luke Grover, Zach Sundby, Eli Gerson, Robin Pierce, Nick Mead, Tyler Clavelle, Jefferson Parker, Vasilis Varsakopoulos, Ian Dudley, Tyler Macnee, Andrew Lane, Hugh Kirkpatrick, Scott McLoughlin, and Andreas Varaskopoulos, deserves credit for contributing to his team’s enormous success, and

Whereas, Coach Dan Shepardson and assistant coaches Jeff Evans and Troy Paradee were great teachers and mentors for their players, now therefore be it

Resolved by the Senate and House of Representatives:

Senate concurrent resolution congratulating the 2004 Rice Memorial High School Green Knights Division III championship football team.

Whereas, despite their undefeated regular season record, the Green Knights of Rice Memorial High School still had to play the four-time defending Division III champions Woodstock Wasps for the state title, and

Whereas, the psychological advantage of prior championship playing experience was demonstrated as the Wasps jumped to a 7-0 lead merely 12 seconds into the first period, and

Whereas, Rice’s Matt Tomkowicz soon replied in kind as he dashed 51 yards to bring the Green Knights within a point of their opponents, and

Whereas, shortly before the first quarter’s conclusion, Drew Macartney ran for a pivotal five yards which, in combination with quarterback Mike Kimball’s successful two-point conversion, gave the Green Knights a 14-7 lead, and they remained in command until the final whistle, and

Whereas, the third quarter featured three Rice touchdowns, including one in the form of Matt Kreutz’s 43-yard punt return and another based on Dan McCartney’s 30-yard post-interception run, and

Whereas, when the final game whistle sounded, the Green Knights held a commanding 37-14 lead and had clinched the 2004 Division III title, and

Whereas, Green Knights Matt Tomkowicz, Zach Defranco, Brian McClintock, Andrew Perron, Mike Kimball, Matt St. Peter, Joe O’Brien, Nate Crowley, Birney Boehland, Davidson Herberg, Ryan Michael, David Jensen, Steven Degree, Drew Macartney, Mike Shingler, Brett Basford, Joe Merritt, Kevin McGregor, Peter Bolanis, Jordan Matte, J.P. McCormick, Connor Mellen, Matt Briand, Collin Doris, Brendan McCarthy, Andrew Knox, Tyler Provost, Nate Denton, Vinny Franco, Ralph Alfieri, Ben Trottier, Andrew Preston, Josh Danis, Matt Kreutz, and Tyler Machia made individual contributions to the team’s 11-0 perfect season record, and

Whereas, Head Coach Tony Brice and assistant coaches Gary Provost, David Hibma, Jason Barron, Mike Thorne, Doug Dubie, Joe Larkin, and John Varrichione, provided their players with wise guidance, now therefore be it

Senate concurrent resolution congratulating the 2004 South Burlington High School Rebels Division II championship football team.

Whereas, the 2004 Division II championship football game pitted the South Burlington High School Rebels against the North Country Union High School Falcons, and

Whereas, although the Falcons had earlier in the fall defeated the Rebels 3016, South Burlington refused to permit a repeat of that result, and

Whereas, despite a scoreless first half, the Rebels overpowered the Falcons by every measure as they rolled to a 48-0 victory over their rivals from OrleansCounty, and

Whereas, at the 1:50 mark in the third period, Rebel C. J. St. Onge rushed for five crucial yards and put South Burlington on the scoreboard, and

Whereas, immediately thereafter, punting specialist extraordinaire Steve Ploof, kicked the first of six post-touchdown points, and

Whereas, less than three minutes later, Chris Gilding carried the pigskin ball 44 yards for the Rebels’ second touchdown, while later in the quarter, Jason Young ran an even longer distance, 62 yards, to give the Rebels their third six-point gain, and just minutes later, he rushed another 16 yards and scored his team’s fourth touchdown, and

Whereas, with just seconds left in the third quarter, Steve Moore slipped across the goal line for the Chittenden County team’s fifth touchdown, while two further touchdowns on the part of Steve Young and Mike Jabour in the last quarter sealed an afternoon of dazzling gridiron offense, and

Whereas, each member of the Rebel squad, consisting of Steve Ploof, C.J. St. Onge, Keegan McLaughlin, Kyle Kelley, Tim Kynoch, Chris Gilding, Jason Young, Matt Maille, Kyler Parrow, Sol Bayer-Pacht, Mike Kokins, Steve Moore, John Hutchins, Rick Ragis, Taylor Devarney, Chris Mahl, Jason Adams, Isaac Cota, Zach Liberty, Kevin Kearns, Shayne Millette, Jason Dubie, Tim Arthur, Nick Fischer, Evan Cummings, Ross Clark, Keith Billings, Brian Kokins, John Ritchie, Joel McMahon, Mike Jabour, Tyler Jackson, Shaun Reynolds, and Nate Ransom, was an essential part of the victory, and

Senate concurrent resolution congratulating Judith Maynard on her designation as Vermont’s 2004 National Distinguished Principal.

Whereas,Judith Maynard places education high on her list of personal priorities, and

Whereas, although neither of her parents earned a high school diploma, she graduated summa cum laude from college and then continued her higher education by earning two master’s degrees, and

Whereas, no one was surprised that given her background, Judith Maynard decided to spend her professional career in public education, and

Whereas, she has served as a school principal for over two decades, first at the Folsom School in South Hero and for the last 11 years at the Chamberlin School in South Burlington, and

Whereas, Judith Maynard has espoused an educational philosophy that children can thrive academically as long as the adults around them believe it, and

Whereas, annually since 1984, the United States Department of Education and the National Association of Elementary School Principals have cosponsored the National Distinguished Principal Award in order to “honor exemplary elementary and secondary school principals who set the pace, character, and quality of the education children receive during their early school years,” and

Whereas, one principal is selected from each state and the District of Columbia, and principals are also selected to represent K-8 schools, the Defense Department’s Dependents’ Schools, and the State Department’s Overseas Schools, and
