Risk Procedure adopted by Concord and Ryde Discover Sailing Centre 13

1  Introduction

The Concord and Ryde Discover Sailing Centre conducts regular sailboat training from its location in Putney, NSW. Training activities are conducted on a shared waterways basis and strict instruction is enforced to comply with navigation requirements of commercial shipping and ferries.

2  Operating Documentation

This document outlines the operational procedures of the Concord and Ryde Discover Sailing Centre.

2.1  Document Location

2.1.1  Clubhouse filing area

Physical copies of all relevant documentation are available in the club filing facilities located within the clubhouse. Access to the filing facilities is available to all instructors and administrators of the Concord and Ryde Discover Sailing Centre.

3  Standard Operating Procedures

3.1  Safety

A core value of the Concord and Ryde Discover Sailing Centre is to ensure the safe enjoyment of sailing activities for all participants. While sailing carries a number of risks, all actions of Concord and Ryde Discover Sailing Centre administrators and volunteers shall be in line with this fundamental core value and as outlined in this document and the risk management plans of the Concord and Ryde Sailing Club and relevant Yachting & Maritime bodies.

3.2  Briefings

3.2.1  Instructor Briefings

Instructors shall be briefed at least annually or as appropriate to highlight any changes to situation, fixtures or documentation that may affect the safety of students, instructors or volunteers.

3.2.2  Student Briefings

At the commencement of each course, the instructor shall brief each student on the location of Club facilities and emergency equipment.

Initial briefing must include:

·  Location of First Aid Kit

·  Emergency contact numbers

·  Students to be made aware of high risk of injury due to the slip hazard of steep fixed ramp

·  PFDs /Life jackets must be worn at all times during on water activities

·  Location of PFDs/Life jackets in the clubhouse

·  Emergency plan

·  Location of toilets available inside the clubhouse

·  Location of the phone that is available for emergency use in the clubhouse

·  Advice that personal possessions and valuables may be placed in a secure location

3.3  Equipment & First Aid

Use of First Aid equipment shall be detailed in the relevant Incident and Injury Report with notification to the Discover Sailing Centre Administrator and Principal Instructor for replacement as required. Damage to any equipment shall also be reported to Discover Sailing Centre Administrator and/or Principal Instructor, as required for repair or replacement.

3.3.1  Clubhouse

3.4  Life Jackets

While on the water all Concord and Ryde Discover Sailing Centre volunteers and students shall wear an appropriate lifejacket at all times. Life jackets worn should be within service date, in good condition, and suitable for the anticipated activities of the instructor and students.

3.5  Weather

On water Discover Sailing Centre activities will not be conducted while a Gale Force Wind Warning issued by the Bureau of Meteorology is in effect for Sydney enclosed waters. It is a requirement that instructors make themselves aware of weather forecasts prior to commencement of lessons, and that they assess the suitability of conditions for the course they are instructing

3.6  Hazardous Materials

All hazardous materials shall be removed from clubhouse environment when not in use. All volunteers are advised to avoid the handling of hazardous materials including fuel unless absolutely necessary. Refueling should be undertaken by appropriately trained volunteers.

3.7  Emergency & Incident Management

3.7.1  Emergency Management Plan

In the case of a serious emergency or incident, phone 000. If unable to make a telephone call, use VHF and request assistance on Channel 16.

All incidents (injury and/or damage to property) should be reported to the Discover Sailing Centre Administrator verbally and if required, by completing the Incident and Injury Report. Such reporting should be completed within 72 hours of the injury or incident having taken place.

3.7.2  Media Management

All interaction and communication with the media shall be coordinated through the Discover Sailing Centre Administrator or Principal Instructor or Concord and Ryde Sailing Club Commodore.

3.8  Communication Plan

3.8.1  Mobiles/Telephone

The landline telephone is located in the sailing clubhouse for emergency use.

3.8.2  VHF

Handheld VHF radios are available in the sailing clubhouse and are required on all safety boats. The following call signs shall be used:

4.1  Sailing Venues

5  Instructors and Discover Sailing Centre Volunteers

A copy of these Operating Procedures shall be provided to each instructor and all volunteers. The Discover Sailing Centre Administrator is to ensure that instructors and volunteers have been trained in the Operating Procedures of the Discover Sailing Centre. Each instructor and volunteer member agrees to be bound by the Procedures contained herein, the course Syllabus and the YA Coaches and Instructors Code of Conduct, a copy of which has been provided. Failure to do so may result in disciplinary action on behalf of Discover Sailing Centre Administrator.

5.1  Work Place Health and Safety

All instructors and volunteers shall comply with the standard Concord and Ryde Sailing Club’s Work Health and Safety Policy, a copy of which has been provided.

5.2  Child Protection Policy

All instructors and volunteers shall comply with the standard Concord and Ryde Sailing Club’s child protection policy a copy of which will be provided to each instructor. The child protection officer will be advised to all volunteers and trainees. A RMS ‘working with children” check will be required from all instructors and will be kept on file in the Clubhouse

5.3  Qualifications, Certification and Emergency Details

The instructor qualifications and certification will be kept by the Discover Sailing Centre Administrator and if requested, shall be made available for inspection by relevant officials. It is the responsibility of instructors to ensure information and relevant certifications are kept up to date. Credentials will be checked by the Discover Sailing Centre Administrator at least annually. The following information will be kept:

·  Name, address, phone and email address, next of kin contact details.

·  Sailing instructor qualifications, where gained and commencement and expiry dates if applicable

·  Senior First Aid currency and expiry date where relevant

The qualifications required to conduct sailboat training are provided by Yachting Australia and include as relevant:

-  Power Boat License

-  Power Boat Handling Course

-  Assistant Instructor

-  Sailing Instructor

First Aid training is also a course recommended for instructors.

5.4  Attendance and Presentation

It is the responsibility of all Instructors to ensure they are available on time, fit for duty and presented in a professional manner. Instructors unable to do so should contact Discover Sailing Centre Administrator as soon as practicable prior to the scheduled start of a class.

6  Course Delivery

6.1  Student Registration

Students will be registered with Yachting Australia online prior to commencement of their course, by the Discover Sailing Centre Administrator.

6.2  Prescribed Class Sizes

Maximum attendees for on water class sizes shall be determined in accordance with Yachting Australia recommendations.

6.3  Student Information Sheets

Prior to the commencement of a course, the Instructor shall be provided with a participant list providing student details (name, contact number), emergency contact details, required course completion (for advanced courses) and health information. This will be provided by the Discover Sailing Centre Administrator.

6.4  Student Briefings

Students are to be informed of Yachting Australia (YA) and its ‘mySailor’ webpage on their website. A sailing manual and YA logbook shall also be provided at the commencement of the course.

Prior to each lesson on the water, the instructor is to reinforce to students, and ensure that students observe correct procedures regarding the following:

·  Launching and retrieving training boats

·  Students should also be instructed in proper care and use of training boat to avoid unnecessary injury and/or damage.

·  Once in the boat on water safety procedures shall be reiterated to students, focusing on awareness of other craft as well as potential on board hazards.

6.5  Syllabus

Instructors should follow the syllabus as prescribed by the Concord and Ryde Discover Sailing Centre or the relevant accreditation authority at all times.

6.6  Attendance and Student Records

Instructors should advise the Discover Sailing Centre Administrator by text or phone call of student non-attendance.

Each student’s record shall be updated in ‘MySailor’ noting the completion for their course by the Discover Sailing Centre Administrator. An electronic certificate of completion will be sent from YA to successful students.

6.7  Incidents

Serious incidents should be notified by phone and subsequently by e-mail to the Discover Sailing Centre Administrator

. For all incidents or injuries, the Incident and Injury Report should be completed and sent to the Discover Sailing Centre Administrator and Principal Instructor.

For any damage or breakage to craft the Damage Report should be completed and sent to the Discover Sailing Centre Administrator and Principal Instructor.

7  Risk Management

All instructors and Discover Sailing Centre volunteers should be familiar with the Concord and Ryde Sailing Club Risk Management Plan, a copy of which has been provided.

Further to the Club’s Risk Management Plan, the Concord and Ryde Discover Sailing Centre provides the following in accordance with the principles outlined in AS/NZS ISO 31000:2009 (Risk Management: Principles and Guidelines), and complies with risk management principles in that it:

•  creates value

•  is an integral part of organizational processes

•  is part of decision making

•  explicitly addresses uncertainty and assumptions

•  is systematic and structured

•  is based on the best available information

•  is tailorable

•  takes into account human factors

•  is transparent and inclusive

The Concord and Ryde Discover Sailing Centre has an incident reporting system to address incidents and identify risks and instructors and volunteers are encouraged to report incidents or risks by completing an incident/risk form and return it to the Discover Sailing Centre Administrator or Principal Instructor.

Risks are managed through the use of a risk register that identifies the risks involved in the main activities undertaken by the Discover Sailing Centre and key controls are in place to reduce those risks to an acceptable level.

Medium – constant vigilance is provided by instructors and volunteers across these risk areas

Low – these risk areas are monitored by instructors and volunteers
