Data Scope and Definition

Measuring the hours delivered for young people aged 15 – 19 (in 2009only)

Introduction:

The Compact with Young Australians(Youth Compact)provides an entitlement to government subsidised training to young peopleaged 15to 19 years. For 2009, this data definition relates to individuals engaging in training up to CertificateIV who are not already covered by the Guaranteed Placein TAFE Initiative.

The data scope and definitions for this initiative comprise two parts.

Part 1 covers those without Year 12 or its equivalent who are not already covered by the Guarantee Placein TAFE Initiative, whereas Part 2 covers those with Year 12 or its equivalent or above.

Year 12 equivalent is determined for this purpose as being CertificateII.

Delivery to a person who qualifies under either Part 1 or Part 2 will be counted towards and above (where relevant) the 2009 Youth Compact baseline set in 2009 TAFE Performance Agreements. Hours in both parts are added together to represent all delivery to the age cohort.

Definition – Part 1:

To include student contact hours for those without Year 12 or its equivalentbut are not already covered by the Guaranteed Placein TAFE Initiative, with the following criteria:

  1. VET activity (i.e. excludes non-VET activity such as hobby, recreation and leisure activity), and
  2. Funding source codes P* and L**, and
  3. Delivery forCertificatesI–IV and below, and
  4. Students whose highest educational attainment^ level is below Year 12 or its equivalent (excluding students where highest educational attainment level is ‘not stated’), and
  5. Students aged 15 to 15½ i.e. birthdates range between 1 July 1993 and 1 January 1994 inclusive, (excluding persons who did not state their date of birth), and

{Note: Students aged above 15½ and below 16 (i.e. birthdates from 2 January 1993 to 30 June 1993 inclusive) at 1 January 2009 are already covered by the Guarantee Place Initiative which includes those aged 16 at 30 June 2009 (i.e. they were still above 15½ and below 16at 1 January 2009)}

  1. Students who are at school, not at school, and At School status not stated (i.e. all students regardless of ‘At School’ status)
