The Leonardo project, which will last two years (2006-2007), is the first phase of a broader aim: to develop a social enterprise in the countryside with recreational and educational services, beneficial for the whole society, and with ecological food production. The overall aim is to enlarge employment possibilities and to develop positive values in social enterprises and to be able to cover all business expenses. Due to different regulations, social firms have developed in different ways in every EU country.
In the past years, we often came across the disabled or other disadvantaged groups in the labour market, seeking an adapted form of employment, but who were not eligible for our services, as they were not the Centres’ target group. Through cooperation on a European level with the existing partners, we wish to continue the started work and to upgrade the gained experience so that:
  • The centres or smaller and larger social enterprises, or social cooperatives in the countryside, can thrive and develop further.
The plan is to develop the social firm on farms and in the countryside, where the recreational and educational services will be of importance for the whole society. The services will partly include growing, processing and selling ecological food. Social enterprise will be developed in the following way:
Jointly, 3 social firm programmes will be prepared.
  • Analysis of different regulations will be done and above all, we will compare the certification of the educational programmes for the employment in social economy area in partner countries.
  • A new vocational programme for farm work for severely disadvantaged groups will be prepared.
Initially, a project group will be formed and trained for the work on the project. During the project, communication between partners will take place in order to facilitate the coordination of the tasks. Beside the coordination, local and international meetings will also enable professional exchanges connected to the field of work.
During the discussions between our partners, we discovered that severely disadvantaged target groups vary from country to country. In the project, each country will work closely with one or two target groups. The necessary programmes will be created jointly, in the languages which can be useful and transferable to partner countries and to the wider European area. The created programmes and professions will be easily transferable to the regular population's needs, to the regular tourist farm sector.
The existing certified programmes for education of the groups disadvantaged in the labour market vary from country to country and are not harmonised. All partners and the whole European area will benefit from the analysis of the existing systems. An analysis will be done jointly with all the partners and the programmes can be transferred, and possibly harmonised on a wider European level. With this, employment possibilities for the disabled and other groups disadvantaged in the labour market will increase on European level. The outcome/product of the project will be the new professional training for the social farm work: animator on the farm.
Every outcome will be made in such a way, so that it can be transferred to all the partner countries and to the wider European area; they will be written in Slovene, English, German and in the language of partner countries. Every partner prepares the documents in the three languages and in its own language, if the language is not one of the three above mentioned.
The project’s aims and orientations are in accordance with EU orientations, which consider social firms as an essential part of the European model and a highly important activity in promoting social cohesion, democracy and regional development and in increasing employment possibilities.
Of equal importance is our aim to revive the countryside, to contribute to its development and to produce, process and sell ecological food. The development of the countryside has an important role in increasing employment possibilities, educational programmes and trainings for severely disadvantaged groups. The development will encourage the target group’s integration into labour market, the group’s active involvement in job seeking, which will lead to equal opportunities for all the target groups, for all the regions and for the whole EU.
This is the content of the Happy Farm project. It starts with education and training, which is a prerequisite if we want to start with a social enterprise on farms in the countryside.

1. The aim is to increase the number of people with disabilities, who participate in the labour market. The project will concentrate on people with disabilities and other disadvantaged groups who are facing all kinds of obstacles when entering the labour market, and will facilitate an access to the labour market for the groups who are on the verge of social exclusion.
Every partner country will prepare the employment and educational programmes for one target group (in order to be employed on the farm for recreation) in a way that the programmes can be transferred and implemented in all partner countries.
