SECTION B- The Application Form

1.The Police and Crime Plan 2013-17 contains three long term Outcomes, each supported by four short to medium term objectives. Which of the Police and Crime Plan objectives will this service/project help to deliver and how?
2.How much money are you requesting from the Commissioner’s Community SafetyFund and over what period? Is there any ‘match-funding’ from anyone else in either money or ‘in-kind’ support? (Please provide an analysis of expenditure e.g. staffing, training, marketing, asset and equipment purchases as well as any income/support already contributing towards the cost)
3.Provide an outline of what initiative/service will be provided? This should include the aims and the beneficiaries of the service and demonstrate as far aspossible the evidence of service need/problem to be solved.
4.With financial resources becoming increasingly tight it makes sense to focus efforts on the causes (rather than the symptoms) of crime and adopt a preventative/early intervention approach. Can you describe how this service/project adopts this philosophy?
5.Building on Question 4 and the desire for the PCC to get ‘upstream of crime and anti-social behaviour’ problems can you outline any cross sector and/or cross boundary working that is part of this application and a critical part of joining up service delivery.
6.How will you demonstrate/evaluate the impact of the service provided by this funding? This should include some consideration of the impact on the objectives of the Police and Crime Plan 2013-17 that you specified in Question 1 above.
7.Who will be responsible for ensuring that the funding provides value for money and the service(s) provided is/are a success? How will the service be sustained in the future without support from the Commissioner? Alternatively explain how the service/project will be brought to a conclusion.
8.Would the proposed service/project still be provided if the full amount of the funding requested is not approved? What contingencies do you have in place?
SECTION C – The Process
Applications will only be accepted in the format set out above. Please do not send any additional information and check that you have completed all the relevant sections of the application form as applications will not be sent back to you for correction.
Applications will be considered twicethroughout 2016-17 depending upon the availability of funding(see table 1 below). You can apply for as little or as much as you want but funding is limited and applications may not be guaranteed to receive the full amount requested. For that reason we would recommend that you have contingencies in place to accommodate a partial award of money for your project/service.
In the first instance the application will be assessed by a Panel consisting of staff from my office and a senior representative of Humberside Police.This panelwill be required to assess every application using a simple scoring matrix drawn up by the Police and Crime Commissioner.
Using this Evaluation Matrix applications will be recorded and checked for viability ensuring that all relevant information and evidence has been provided. The Panel will assess each application and thosescoring at least 75% or more (34 points or more out of a possible maximum of 45) will be recommended by the Panel for approval to the Police and Crime Commissioner. The Police and Crime Commissioner will make a final decision.
The Police and Crime Commissioner’s Office will formally acknowledge applications submitted by the Panel, examine the supporting evidence and endeavour to provide a final decision to the Lead Contact name within 2-3 weeks of receiving an application. The Police and Crime Commissioner’s decision is final and there is no appeal process.
If approved the successful applicant will be expected to accept the terms and conditions set out by the Police and Crime Commissioner.
