Agency summary:

New York State Homes & Community Renewal (HCR) is responsible for the supervision, maintenance, and development of affordable low-and moderate-income housing in New York State. HCR performs a number of activities in fulfillment of this mission, including oversight and regulation of the State's public and publically assisted rental housing; administration of the State's rent regulations and protection of rent regulated tenants; and administration of housing development and community preservation programs, including State and Federal grants and loans to housing developers to finance construction and renovation of affordable housing. New York State Homes & Community Renewal assists and supports the state’s response and recovery to disasters to ensure the affected communities and the entire region build back their areas smarter and stronger than ever.

Job summary:

Superstorm Sandy was the largest storm in New York’s recorded history. The State aspires to set the model for future disaster recovery through staffing the right people on the Sandy Recovery Team. The Community Reconstruction Zones Program Director will have the unique opportunity to play a leading role in coordinating community-driven recovery projects in severely affected communities.

Under the general direction of the Executive Director (ED), the Community Reconstruction Zones Program Director will oversee and manage the Sandy Recovery Team’s Community Reconstruction Zones (CRZ) Program. Duties include, but are not limited to:

·  Overseeing an inter-agency team to manage and develop processes to ensure on-track progress of the CRZ Program, including planning and convening community events to receive input on community interests as well as following up on the implementation of community-driven projects

·  Monitoring and regularly communicating the progress of the program to the Recovery Team and State leadership

·  Advising and assisting the ED in handling ongoing issues related to CRZ policies and programs, including communications with governmental officials, members of the press, and members of the public

·  Drafting policy statements and other documents related to CRZ Program

·  Traveling may be required

Desired skills & experience…do you have what it takes?

·  Bachelor’s degree minimum with graduate degree preferred in a humanities or business field, preferably in public policy with a focus on economic and/or community development, urban planning, or a related field, and at least five (5) years of related experience. Experience in community planning and program implementation desired. Significant additional experience may be substituted for bachelor degree requirement.

·  Candidate should be comfortable working in a rapidly changing, fast-paced environment, taking on leadership and proactively managing work streams
