Community Planner
A recent evaluation of administrative services which serve both the Town of Lumsden and Rural Municipality of Lumsden No.189, led to the creation of this new management position.
Reporting to the Chief Administrative Officer (CAO), the Community Planner will play a key role in planning work that requires the application of professional planning techniques and principles.
This is an excellent career opportunity to provide leadership in shaping community development through implementation of policies and bylaws to meet the demands of the growth and development of both communities.
Responsibilities include:
- Timely, effective and correct assessment of land use, planning, subdivision and development proposals.
- Work directly with developers, surveyors, engineers, stakeholders and the public to promote and enable sustainable community development through the implementation of development policies and bylaws.
- Monitoring of development progress and completion of developer responsibilities.
- Provide detailed technical information and recommendations through written reports, public responses, studies and presentations on current planning issues and the implications of development proposals, land use and development.
- Review drawings, specifications, plans and applications to make sure they comply with municipal specifications.
- Represent the respective municipalities while participating in meetings of Committee and Council, with other municipalities, at public meetings, public hearings, appeal hearings and in discussions with consultants, contractors and developers.
- Provide input to studies or special projects undertaken by the municipalities or outside agencies, on matters related to planning issues.
- Provide recommendations regarding Zoning Bylaw, Official Community Plan Bylaw and other planning related bylaw amendments.
- Act in the capacity of the Development Officer for the municipalities.
Successful Applicants will:
- Have a university degree in urban and/or rural planning or a related discipline;
- Have 1 to 3 years of experience in the planning field.
- Have their CIP/SPPI membership or eligibility for membership;
- Demonstrate an understanding of land development and municipal policy planning;
- Enjoy direct liaison with clients and government approval agencies;
- Demonstrate proven Intermediate or stronger Microsoft Office skills;
- Demonstrate design software and GIS skills using: ArcGIS and AutoCAD;
- Possess project coordination skills and experience;
- Possess critical thinking and interpersonal skills;
- Possess a very strong attention to detail;
- Have strong visual and graphic communication skills;
- Understand the importance of initiative, independence and problem solving;
- Have the capacity to work collaboratively, merging the areas of planning, architecture, design, and landscape architecture for the public interest;
- Demonstrate excellent English written and oral communication skills, including public consultation;
- Possess a valid driver's license.

The salary range is sufficiently broad to attract candidates who are starting their professional career and have the potential to grow into the position and to candidates who have the background and experience to fulfill the job expectations with limited on-the-job training and assistance.
