/ Welcome and Apologies
Helen and Mahmuda welcomed everyone to the meeting.
Richard reminded people how to use the communication cards.
2.
/ Workshop on Barnet Council’s Community Offer
Helen gave a presentation on the Community Offer. This sets out the council’s ideas for:
-  supporting residents in their own homes to live as independently as possible, using facilities in their local community.
-  making sure support services provide value for money.
People worked in groups to discuss the Community Offer. The main things people said are at the end of these minutes.
BUSINESS MEETING

/ Presentation on the Health and Wellbeing Strategy
Claire gave a presentation on the Health and Wellbeing Strategy. This aims to improve the health and wellbeing of people in Barnet. The areas that will be looked at next year include:
·  Health visiting and school nursing
·  Loneliness
·  Supporting people back into jobs
·  Mental health problems
·  Supporting carers
People raised these points:
·  Some GPs do not do home visits.
·  Adults over 75 should have their own named GP.
·  Access to GPs and hospital can be difficult for people with learning disabilities (LD).
·  Some GPs do not give enough time to people with LD.
·  Barnet should do a ‘stop spitting’ campaign.
·  It can be difficult for people with LD to get access to mental health services.
Action 1: Everyone to give any comments to Karina by Friday 10 January and she will pass these to Claire.

/ Presentation on Barnet Council’s draft Equalities Policy
Lesley gave a presentation on the new Equalities Policy that Barnet Council is making. This is about giving people the same chances and recognising that some people need extra help to get the same chances.
Lesley asked people what they thought about the Council’s ideas for the new policy. People said:
·  People with LD do not have an equal chance of getting jobs. Employers will have to do things differently and make more changes for people to have equal chances.
·  There are high rates of ill health for people with LD
·  Training needs to be available in schools for young people with LD
·  There is a need to educate young people and parents to stop bullying.
Lesley said there will be a new group called ‘Communities Together’. This will talk about how different people are getting on in Barnet and make things better if there are problems. Partnership Boards will be involved.

5.2 / Update on:
‘How Are We Doing?’ Event on 4th October
Molly reported on the ‘How Are We Doing?’ event in October. The Main points were:
·  108 people attended and 64 people came to Getting Ready Meetings.
·  It was the first time that health and social care joined together for the event.
·  Staying Healthy and Living Well scored amber. Staying Safe scored green.
·  People said Health Actions Plans are a good thing.
·  People had a good experience of their annual health check.
·  People do not like being out after dark.
·  People know who to contact if they feel unsafe.
·  People thought a Directory of Activities in the borough should be available.
·  People want to work and volunteer to get experience.
Action 2: Subgroup Chairs to give feedback to Molly on the areas identified for their subgroups in the HAWD draft report by 20th December 2013.
Results of health and social care services Self-Assessment
Molly said that the information from the ‘How Are We Doing?’ event will be used for the Barnet health and social care self-assessment.

/ Results of Autism Self-Assessment
Temmy gave an update on the Self Assessment submission made at the end of November by members of the Autism subgroup. These are the things that are working well:
·  Autism Diagnostic Service (pilot in 2012)
·  More housing with support
·  Training for carers
·  Hospital Liaison Nurse
·  19 people in paid employment
These are things that people want:
·  Clear role of the Autism Subgroup
·  Good information about services
·  Autism awareness and training
·  Being safe
These are things that people want more of:
·  More things to do
·  Peer support
·  Young people
·  Support for people who do not get social care
·  Local services
Action 3: Temmy to arrange for the Autism Action Plan to be reviewed and made to happen.

/ Spoken update on the LD Parliament
Lara gave an update for LD Parliament. Main points were:
·  The new Brent Cross shopping centre will have two changing places toilets.
·  There is already a changing places toilet at Finchley Memorial Hospital and hopefully there will be one at Barnet Hospital.
·  There are two new MPs from Dimensions.
·  The letter about disabled parking spaces at Vale Drive will be signed by MPs at the LD Parliament on 17th December.

8.2 / Spoken update on the Health Development Subgroup
Molly gave an update on the Health Development Subgroup. Main points included:
·  Meetings are being held with care providers to see how they meet their commitments on health action plans.
·  Monthly ‘Health 4 All’ sessions continue at Trinity Church.
·  Molly is meeting with GPs to talk about annual health checks.
·  GPs’ safeguarding training will include Mental Capacity and Best Interests.
Spoken update on Carer’s Strategy and Support
Jasvinder said that key points about the carer’s strategy work include:
·  Reviewing the support of carers in the borough and planning work to improve this.
·  Providing safeguarding and challenging behaviour training.
·  Putting more Emergency Plans for carers in place.
·  Developing training for carers on mental health and living with autism.
·  Free health checks for any carer between the age of 17 and 64.
·  Giving feedback to the Mental Health Trust on its Strategy for Carers.

/ Minutes of the last meeting, matters arising and actions review
Helen asked people to give any comments about the minutes to Karina in the next week.
Update on actions
Giulia Capitelli has said that she would like to be a Board member, but she volunteers on Tuesdays and would need to miss this to attend Board meetings.
Action 4: People’s Choice to support Giulia Capitelli, if she wishes, to talk with the organisation for which she volunteers on Tuesdays.
Ray is in touch with a family carer who might join the Board. People thanked Ray for his hard work.

It was agreed that Kevan will be a member of the Board.
Temmy gave an update on Winterbourne View. The Department of Health has asked every borough to do a ‘stocktake’ on the progress that has been made in response to Winterbourne View.
Action 5: Karina to send the Barnet ‘Stocktake’ to the Board.
Shelley reported on a Hate Crime workshop in December.
37 people attended and feedback was good. There will be two more Hate Crime workshops with Your Choice Barnet and one with Dimensions in the New Year.
Molly reported on a confidential enquiry into premature deaths of people with learning disabilities. Temmy said that it would be useful to discuss this at a future Board meeting, and to invite providers of services for people with learning disabilities in Barnet.
Action 6: Molly to circulate the report to the board.
Mahmuda thanked Helen for all the work she has done on the board and wished her well in her new job.
Temmy told the board about changes to the Joint Commissioning Unit. There will now be a Joint Commissioning Manager for Learning Disabilities. His name is Chris Pelletier. Temmy will no longer attend the LDPB.

Community Offer Consultation – Workshop

LDPB Tuesday, 10th December 2013 (12.30pm to 4.30pm)

Key points made after group discussions:

Group 1:

·  People would like to stay in their own homes but with support

·  Danger of isolation/loneliness

·  Pooling personal budgets: personalisation is a good idea

Group 2:

·  Carers getting breaks from caring does not always work. They need choice and may want respite at home

·  Strangers coming into the home is not always good, they want people they know

·  They get tired so may not want to go away for respite, may want to stay at home

Group 3:

·  Would like to live independently but need to feel safe when they’ve had a fall. Need equipment and OT assessments

·  Concerned about feeling isolated, want company and friends, but find it difficult to get out and socialise with people

·  Appreciated Direct Payments giving them freedom on how they use their money

Group 4:

·  Making people independent in the beginning would need more hours training and learning to prove to people you can do it

·  If people are more independent they need a good council helpline that understands people with learning disabilities to help them at the end of the phone

·  Lack of regular supervision so would need a named social worker who understands you

Group 5:

·  Independence is good but people with health needs, like epilepsy, need someone else around

·  Need support from the council for more skills/training

·  In terms of respite, family and friends are preferred rather than strangers.
