About CARD-F/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.

Comprehensive Agriculture and Rural Development Facility (CARD-F) is a donor funded agriculture and rural development program which is governed by an inter-Ministerial Committee (IMC) that consists of the Ministry of Agriculture, Irrigation and Livestock, the Ministry of Rural Rehabilitation and Development, the Ministry of Counter Narcotics and the Ministry of Finance.

MRRD as the lead Afghan Ministry in rehabilitating and constructing rural infrastructures supports the design, implementation and supervision of targeted infrastructures within approved Economic Development Packages (EDPs) of CARD-F.

Job Description:

Overall Duty and Responsibilities of the Community mobilization officer

The community mobilization officer will play a key role under CARD-F project and when it comes to working directly with the local communities.
Be responsible for gathering local communities through meetings and sessions with a view to make them involved in the rehabilitation and construction of irrigation and transport infrastructures implemented by MRRD/CARD-F.
Ensure smooth implementation of CARD-F infrastructure projects and solve arising community issues with regards to land acquisition, water management and etc.
Mobilise the relevant communities to avoid any social issues causing to delay projects’ implementation
Mobilize and motivate the target communities to undertake village level interventions and to actively participate in projects implementation
Inspire the sense of contribution, participation and self-reliance in the target communities;
Establish and develops good mutual understanding, cooperation and trust between MRRD/CARD-F and the target communities
Conduct regular meeting with community members, elders and others in order to strengthen community mobilization process.
Undertakes regular visits to the projects sites and holds meetings and consultations with them on project related affairs
Facilitate the participation and contribution of community members in the project implementation and problem solving affairs
Maintain regular contacts with community representatives in their respective areas in order to have effective communication and update information on the ongoing interventions.
Maintain close coordination and link among local authorities, community elders and other involved stakeholders.
Assists Project Manager in developing and implementing the project implementation plans from a social aspect.
The person is well positioned to organize, facilitate and advocate changes in social norms.

Demonstrates commitment to gender equality and women’s rights.

Job Requirements:

Qualifications and skills

Bachelor degree in social/public relationship, engineering or relevant supplemented with 4 years’ experience practical experience in community mobilization in rural areas.
Very good inter-personal skills, especially communication
Fluency in written and spoken English, Pashto and Dari.
Ability to evaluate outcomes.
Strong analytical and drafting skills
Proven ability to develop and maintain good professional relations with a variety of stakeholders.
Initiative and proven ability to work with little supervision, and
Willingness to travel to and operate in rural areas.
Possesses a broad range of knowledge, including gender and human rights conceptual knowledge, analytical skills, ability to grasp new approaches and understanding of methodology for change, and ethical knowledge.
The person is skillful to actively listen, form relationships, observe, identify, and report. Must be flexible to deal with different types of relationships and behaviors

Reports directly to his/her immediate supervisor.
