POSITION TITLE: Resource Parent Care Team (RPCT) Clinical Supervisor

GENERAL DESCRIPTION: (includes position purpose and objectives)

This position provides clinical services as part of the Resource Parent Care Team program within the assigned regions. Provides direct service and clinical oversight as part of foster family treatment teams. Provides initial face-to-face contact with referred foster families to determine the necessary level of services based on foster family needs.

SUPERVISION RECEIVED:

Receives direct supervision from Regional Manager or designee

LEADERSHIP EXERCISED:

The Resource Parent Care Team Clinical Supervisor will provide supervision, clinical consultation, education and leadership for other members of the Resource Parent Care Team.

COLLABORATES WITH:

Resource Parent Care Team members, foster families, DHHS workers, and other community service providers and partners.

PERFORMANCE EXPECTATIONS: (Includes essential job functions)

1.  Facilitates initial face-to-face meeting with referred foster family to determine necessary level of services based on foster family needs.

2.  Completes assessments and develops a service plan to meet the foster family’s assessed needs.

3.  Ensures compliance with the treatment requirements.

4.  Identifies, refers and coordinates community services for the foster family.

5.  Interviews, observes and assesses foster youth and foster families to obtain information that will assist with maintaining placement stability.

6.  Works as part of a service team to provide and maintain a safe, nurturing and therapeutic environment for foster youth.

7.  Provides trauma-informed clinical service and support to foster youth and their foster families.

8.  Provides planning support for transition of youth between placements.

9.  Increases foster family’s awareness of trauma and its impact on youth in care.

10.  Participates in developing and implementing service plans, including, but not limited to, behavioral strategies, service goals and activities.

11.  Identifies parenting challenges of foster family and assists in developing strategies to increase skills related to managing challenging behaviors.

12.  Completes accurate documentation as required by the Agency.

13.  Adheres to outcome informed practice and participates in training as appropriate.

14.  Understands the impact that trauma can have on functioning and provides trauma-informed clinical services and support.

15.  Assesses and helps to manage potential risk to foster youth and foster families.

16.  Ensures that the rights of clients and staff members are protected in accordance with State and Federal regulations.

17.  Follows all Agency policies and procedures. Demonstrates a professional attitude, sound judgment and continuity in interactions with both clients and community.

18.  Represents the Agency to the community in a professional manner.

19.  Carries out duties based on established competencies, including but not limited to, psychotherapy, family interviewing, case facilitation, skill building, and supportive counseling.

20.  Works hours as assigned to meet staffing and on call needs.

21.  Functions in a cost-effective manner with regard to time utilization, mileage and job related expenses.

22.  Performs other related duties as assigned.

23.  Complies with Agency and mandated safety procedures and regulations for the good of employees and clients.

ESSENTIAL KNOWLEDGE, ABILITIES AND SKILLS:

QUALIFICATIONS:

Education and/or Experience:

Master’s Degree in related discipline; State of Maine licensed LMSW-cc, LCSW, LCPC-c., or LCPC, and one year of relevant clinical experience needed

Skills and Abilities:

·  Ability to synthesize multiple viewpoints into a common purpose.

·  Ability to work flexible hours as a team member and also independently with clients.

·  Ability to understand the dynamics of working with youth in foster care and the foster families that provide care for them.

·  An understanding of the impact that trauma can have on youth in care and their caregivers.

·  Ability to write routine reports and correspondence accurately and timely.

·  Ability to ensure that team decisions are carried out.

·  Ability to customarily and regularly exercise discretion and independent judgement with respect to matters of significance.

·  Proficient in keyboarding skills for data entry into electronic medical record.

Certifications, Licenses, Registrations:

·  Must hold or be able to earn certification in CPR and First Aid.

·  Must possess a valid Maine driver’s license and a reliable means of transportation with a minimum of $100,000/$300,000 auto liability insurance.

·  Must participate in Departmental professional development activities to earn the endorsement(s) required by state and regulatory agencies to provide direct service to clients.

Physical and Environmental Conditions and Requirements:

Workplace Environment:

The employee may:

·  Occasionally, work in wet or humid conditions; be exposed to environmental pollutants (e.g., pet dander, smoke) and outdoor weather conditions in extreme heat or cold.

·  Occasionally, be exposed to noise levels varying from moderate to loud conditions.

·  Continuously, work with others in office conditions that may be crowded with little privacy.

·  The employee must be able to work full-time, four 10-hour days, 40 hours a week during evenings and weekends with occasional overtime and an unpredictable schedule.

Physical Requirements:

The employee must be physically able to:

·  Continuously, use hands to finger, handle or feel.

·  Frequently, stand, walk or sit.

·  Frequently, sit and ride in a car to transport self and/or clients safely to another office or service area that could be some distance from the office.

·  Frequently, drive safely in varying weather conditions on rural roads.

·  Frequently, prepare written and/or electronic documents and outcomes of visits and meetings in a timely manner, using a computer or laptop more than 4 hours a day.

·  Occasionally, climb stairs or balance.

·  Occasionally, smell, stoop, kneel, crouch, carry or grasp.

·  Occasionally, lift weights or exert force up to 25 pounds.

·  Occasionally, reach waist high, shoulder high or overhead.

·  Occasionally, bend or twist at waist or walk on uneven ground.

Communication Requirements:

The employee must be able to:

·  Continuously, talk on the phone or face-to-face with individuals and small or large groups.

·  Continuously, hear, read and write.

·  Continuously, use close, distance and peripheral vision along with depth perception and the ability to adjust visual focus.

JOB PERFORMANCE EVALUATION:

Employee must have an initial evaluation after the first 90 days and must satisfactorily complete an initial six (6) month probationary period. At that time, the employee may be granted regular status or may be continued on an extended probationary basis up to but not exceeding an additional six (6) months. The initial probationary period occurs but once for each employee, during the first six months of employment. Subsequent job performance evaluations will occur on an annual basis on or before the anniversary of the employee’s original date of hire.
