COMMUNITY EMPOWERMENT MODEL OF CREATIVE ECONOMIC

(STUDY ON THE KEMLAGI LOR VILLAGES DISTRICT LAMONGAN)

ABSTRACT

Kemlagi lor Vilage Lamongan district is a village through the river bengawan jero (Bono rowo). Geographical condition of the area that has wide and long waters is often flooded, when there is heavy rain. Throughout the river plants enceng gondok, that causes the river clogged and floods worsen. Community empowerment is implemented in order to enceng gondok plants into economic value goods through the concept of creative economy. Community empowerment of creative economy with continuum relationship put forward human aspect, approach naturally and kontruktif to program executed. Includes Relationship I: Introduction Includes explanation of basic concept of training. Relationship 2: Planning Assessment of the potential aspects developed and the ability of the participants of the Relationship training to be implemented include 3 main activities namely (1) Socialization (2). Continual relationship (3) Tehnical meeting. 1). Socialization is done with the material, 1). Product concept training; 2). Utilization of materials with the concept of society of creative economy and solve the problem completely (Action learning set). 3). Continuous relationship in the form of technical assistance is done to assist the partner so that they can identify the production process, calculate the cost and prepare alternative improvement and decide the action plan to solve the problem. The result of the implementation of this activity are: 1). Product Quantity and Quality Improvement, 2). Increase in Add Value (Omzet At Partner) 3). Product Deversification, 4). Improved Application of Science and Technology, IT and Management. 5). Improvement of Community Values: a). Understanding and Skills of the Community. b). Improvement of Public Peace,

INTRODUCTION

Empowerment is a process that exists in society, especially those who lack access to resources. Assistance is encouraged to promote the development of life and self-reliance in the community. Various studies on community development, community empowerment are often interpreted as an effort to give power to hear their voices in order to contribute to the planning and decisions affecting their communities . Foy, (1994). Meanwhile, according to Mubarok (2010), community empowerment can be interpreted as an effort to restore or improve the ability of a community to do according to dignity and dignity in using their rights and responsibilities as members of the community. Community empowerment can be interpreted as an effort to raise awareness of the potential owned and seeks to develop it so that the community is successful against independence.

Empowerment is endeavored as a generator for the power of the community so that it becomes empowered by giving motivation, showing opportunities, finding opportunities and working out the roles by not trying to regulate or control the activities of empowered communities. Empowerment must be able to give effect to the empowered community is able to develop its potential so that the community can improve self-actualization and participate actively through various activities and there. Empowerment refers to the ability of people, especially vulnerable and vulnerable groups so that they have the power and ability, at least ability to meet the needs, have freedom, free from hunger, ignorance, and pain. Productive sources can be affordable which they can increase revenue and obtain the required goods or services. Community development should reflect community action and awareness of identity. Commitment of community development is related to the recognition of inter-individual relationships in the community. Society is a group of people with structural phenomena that have an effect on the way people act, think and feel. The development of society is epistemologically based on social obligations and individuals who have the means to develop. Adedokun, et al (2010), reflects that effective communication leads to the active participation of community members towards community development. The community groups involved in communication strategies can help the community development initiatives.

MODEL OF EMPOWERMENT

The empowerment of community empowerment clearly shows that community groups are more productive in achieving social welfare by strengthening group social capital. Community empowerment of the main idea is in contact with the strengthening of social capital, because strong social capital will ensure the sustainability of building a sense of trust in the community, especially members of the group. Empowerment is placed on the individual and social forces of Sipahelut, (2010). Empowerment refers to the ability of people, especially vulnerable and vulnerable groups so that they have the power and ability, at least ability to meet the needs, have freedom, free from hunger, ignorance, and pain. Community leaders and development agents as ambasador of community development are required to engage in communication and encourage all members of the community to participate in developing echoes of development issues. Jimu (2008) pointed out that community development is not focused on economic, technical or infrastructure issues, but how as a development agent is able to see local potentials so that there is a similarity and suitability of programs that are external to the characteristics of villages that are the object of empowerment. Chambers, (1985). Increasing the welfare of rural communities is the ability to manage local resources that exist in more optimal areas, especially to inspire other areas to do. While the government and development agents as a motivator and facilitator from the outside.

VILLAGE TARGETS (KEMLAGI LOR)

Village Kemlagi lor Lamongan district is a village through which the river bengawan jero (Bono rowo). Geographical condition of the area that has large and long waters is often flooded, when there is heavy rain and the overflow of the river bengawan jero. Public awareness of river management is not yet optima. Plants of water enceng gondok over long and extensive rivers affecting the blockage of the river into the upstream, so that floods more quickly inundated the roads and rice fields of citizens. Based on the data collected from Lamongan District BPS, Kemlagi lor village annually becomes a flood subscription to a height of 80 cm. As a result of the flood disaster the loss suffered by 1, 386 billion by one disaster. These losses include damage to houses, property, livestock and agriculture. Villagers of Kemlagi lor amount to 332 households, in general livelihood identified in several sectors ie agriculture 76.7%, trade 3.09% industry 0, 54% and other sectors 0.90% with average rate of Rp. 1,500,000 per month. Looking at the data the unemployment rate in Kemlagi lor village is quite low. Institutions are satisfactory and functional.

Plants of water enceng gondok (Elchornia Ccrassipes) are water plants grown swamps, swamps and lakes. Its growth is very fast 3% per day able to cover the entire surface of the river, each stigma can produce about 500 seeds or 5000 seeds per flower stalk, so the water enceng gondok can multiply in two ways with the buds and seeds. Type of water enceng gondok is easy to wither and die when it is the degradation of the sun and the sun. Looking at situation analysis and flood disaster problem experienced by Kemlagi lor village and activity activity of karang taruna community of Kemlagi lor village.

Community service program with the concept of creative economy aims to prioritize the clearance of water hyacinth plant from long river downstream and wide then used to be a product of high selling value. Training on continuum relationship as the opinion of Aronson et al 2014, describes the condition of community empowerment comprehensively starting from the production process of utilization of hyacinth waste to accommodate the marketing strategy that is cooperated with the advanced MSEE and give way to be fostered by local government.

MODEL OF EMPOWERMENT

Empowerment is a complete landscape connecting the two empowering parties with the empowered. Similarly, the leader and his followers. The concepts of empowerment also prioritize power in the process of actualization of activities in order to achieve goals and to create an atmosphere of desired empowerment. Authoritarian behavior is required on the passive object of empowerment, the influence of authority is taken by the empowerment of power concentration and decision making

This happens because the helpless party is sometimes not committed to what has been decided before. However, it should be noted that empowerment is not coercive program, so the need for authority only because the decisions taken should be worth the benefit, fast and leads to the peace of society.

The continuum technique which originally as the basis of the nature of human behavior on the order of psychology and leadership is the development of the theory of human resources. Meanwhile empowerment is in direct contact with society and its behavior. With continuity relantionship empowerment illustrated more complete and touch what is expected. The basis of empowerment is the lack of solid fundamentals of Indonesia's current economy, encouraging the government to continue to empower communities and Micro Small and Medium Enterprises (MSMEs)

EMPOWERMENT METHOD

Input, Feedback is the process of introduction or identification and socialization of programs to be implemented on the object of assistance (a). Socialization Program, Continuum relationship is used to identify the training categories specifically and relevant to the needs of the trainees, it is necessary to review the media and appropriate technology to foster the trainees comprehensively from upstream to downstream with the right perspective. This activity is through 3 (three) stages which is a unity of activity series that is: Relationship I: Introduction Includes explanation of basic concept of training. Relationship 2: Planning. Assessment of potential aspects developed and the ability of trainees with the principle of non-cost and low cost, this activity includes: Preparation tool tools to produce products, Calculate the cost of production based on overall costs, Preparation of alternative production costs in the alternative drawings, Preparation of action plans on the second decision partners, Growing commitment of accompanied partners to the exploration of the society of creative economy. Relationship 3: Implementation The final process of mining by improving business performance and production that can bring benefits both economically and environmentally.

Relationship to be implemented includes 3 main activities namely (1) Socialization (2). Continual relationship (3) Tehnical meeting. Socialization is done twice with the material, 1). Practicing the concept of product creation; 2). Utilization of materials with the concept of creative economy society as well as solve the problem completely (Action learning set). Continuous relationship in the form of technical assistance, is done to assist the partners so that they are able to identify the production process, calculate the cost and develop alternative improvement and decide the action plan to solve the problem. The technical meeting was held twice with the purpose of information with evaluation of the progress of the activities of the implementing team. The net work meeting activities are conducted twice for information and synergize activities with the steakholder (village government).

RESULT OF EMPOWERMENT

A) .Increased Quantity and Product Quality, Continuity relationship empowerment involves two mutually supportive partners as a symbiotic mutualism. Which R & D provides training on product quality and accommodates sales while the empowerment party as a workforce and materials. Both are complementary because of the evaluation of product standards so that quality products will occupy a decent price. B). Increase of Added Value (Omzet On Partners) The continuity of community economic improvement program is done by making woven from the water hyacinth waste can increase the income of the residents, especially young men while waiting for the harvest / nature. In a temporary interview for once the product and the sale behavior he can earn Rp. 20,000 (twenty thousand rupiah).

C). Product Deversification, This training has an effect on product deferralization. Different raw materials themselves are only available from now on so it can be ensured as product deversification to partners. D). Improving the Application of Science and Technology, IT and Management, Application of Science and Technology in the world of industry in the era of globalization is now very much needed, considering the market demand in addition to depending on the quality of the product, as well as the civilized marketing strategy becomes the main objective on community empowerment. The first thing to be explored in this empowerment activity is the technology used to make the product look neat and good is the use of sewing machine and fineness of making the product mold.
