Some Examples of Essential Work:
- Reviews engineering designs of public works construction in accordance with City and industry standards;
- Coordinates flood protection design with United States Army Corps of Engineers, other City Departments, and public/private utilities and other affected entities;
- Serves as the community representative for floodplain management studies, plans and mapping activities by Federal and State Agencies;
- Recommends projects and programs related to storm water management and flood mitigation;
- Develops engineering designs, plans specifications and contracts for the construction of storm water management and flood protection projects;
- Prepares feasibility studies related to various storm water management issues;
- Reviews development plans and issues permits for development in the floodplain;
- Provides floodplain management guidance related to drainage improvements, flood protection, floodplain management and flood mitigation projects;
- Leads pre-construction meetings;
- Evaluates issues related to storm water management, develops options and recommends engineering actions;
- Collects and analyses data and develops construction and engineering reports for current or planned storm water management and flood protection projects;
- Coordinates the storm water issues with the City’s Storm Water Commission;
- Conducts field reviews of current and proposed storm water management and flood protection projects to determine project scope, needs and projected resources;
- Performs all work duties and activities in accordance with City policies, procedures and safety practices;
- Attends work regularly at the designated place and time;
- Supports continuous process improvement initiatives;
- Performs related work as required.
Specific qualifications include:
- Graduation from an accredited college or university with a Bachelor’s Degree in civil engineering or other related field; and
- Extensive experience in flood mitigation, project engineering, design, and construction; or
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
- Comprehensive knowledge of engineering principles and practices;
- Comprehensive knowledge of public works construction project materials and methods;
- Thorough knowledge of the fundamentals of engineering design;
- Thorough knowledge of utility relocation, easement and construction practices;
- Good knowledge in floodplain and floodway regulations and requirements;
- Good knowledge in flood control systems;
- Good knowledge in hydraulics/hydrology related storm sewer, drainage and pump stations;
- Ability to plan, develop and interpret construction plans and specifications;
- Ability to communicate effectively and maintain working relationships with the engineering department managers, contractors, consulting engineers, other City employees and the public both orally and in writing, using both technical and non-technical language;
- Ability to prepare accurate and reliable reports containing engineering calculations, construction designs, plans and specifications, findings, conclusions and recommendations;
- Ability to operate a personal computer using program applications appropriate to assigned duties and responsibilities;
- Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
- Ingenuity and inventiveness in the performance of assigned tasks.
Required Special Qualifications:
- Licensure as a Professional Engineer issued by the State of Iowa, or if issued by another state, the ability to obtain within six months; and
- Training in the National Flood Insurance Program with possession of a Certified Floodplain Manager certificate, or will obtain and maintain such a certificate within six months.
