Community Based Health Care Services in the Early Years
Exploring Staff and Service User Perceptions
Introduction
NHS Greater Glasgow and Clyde (GGC) Children’s Services wishes to commission qualitative research to explore staff and parents/carers views regarding the provision of community based universal health care for babies and young children in GGC to assess effectiveness of care, staff and service user views regarding the team approach to delivery of care, and impacts on inequalities in service provision. This evaluation is taking place in the context of ongoing commitment by GGC towards improving the health and well-being of children and to reduce inequalities in outcomes as part of an integrated approach to supporting children and families.
Research aim:
To explore the effectiveness of delivery of the universal child health care pathway and the impact of realignment of health service staff roles and responsibilities, team and leadership development on service delivery and service user experience.
Objectives are to explore:
- The ability of staff to deliver preventive interventions within the Universal Child Health Pathway including health improvement activity, bonding and attachment, feeding support, parenting and development through play
- The amount of time staff spend in face to face interaction with families and, in particular, whether there is a greater focus on more vulnerable families
- Health visitors’ roles in assessment and care planning functions
- The alignment of staffing profiles with area-based levels of child deprivation
- Staff views on the impact of team and leadership development
- Service users views and perceptions regarding the accessibility and quality of services delivered by teams
Research Methods/Approach
It is envisaged that qualitative methods will be employed which could involve focus groups, and/or individual/ telephone interviews with health service staff and with parents/carers. However, the commissioning group are open to other appropriate alternative methods. Please note that the data collection will require focus group/interviews with specific staff groups rather than with teams as a whole as well as interviews/focus groups with parents/carers.
Budget & Timescales
It is anticipated that up to £30,000 (excluding VAT) will be available for this research.
The provisional timescales for this study are as follows:
- Expressions of Interest submitted by 12 noon on Monday 11th May
- Research candidates shortlisted by 12 midday onWednesday 13th May
- Research brief sent out to shortlisted candidates by5pm on Thursday 14th May
- Completed research tenders returned by 5pm on Friday 5th June
- Decision on successful candidate by 5pm on Monday 8th June
- First meeting with successful candidate during the afternoon of Thursday 11th June 2015
- Project fieldwork timescale to be discussed
- Draft report by the end of August 2015
- Final report by the end of September 2015

Assessment of Expression of Interest
Expressions of Interest should outline the relevant skills and experience of the research member(s) expected to undertake this specific study. Expressions of interest submitted will be expected to demonstrate: an understanding and knowledge of the research subject; and experience of qualitative research and conducting analysis of qualitative data in early years’ health services and related areas.
Summary CVs must be included in your Expression of Interest, detailing the skills, experience and qualifications of key proposed team members. As the number of expressions of interest may exceed the number of contractors who will be invited to tender, an expression of interest should not be taken as a guarantee of inclusion on the tender shortlist. GGC will notify by email all researchers as to the outcome of the Commissioning Team's consideration of submitted expressions of interest by the 13th May 2015.
