Role Purpose:
To be responsible for creating, implementing and managing successful parliamentary and public affairs strategies furthering the Commission’s strategic and business priorities.
Role Scope:
Responsible for leading on developingand working with colleagues across the Commission,delivering parliamentary and public affairs influencingstrategiesanticipating opportunities and risks for the Commission and advising colleague on these.
Ensure the provision of accurate, timely advice and briefings on political, parliamentary and policy developments, legislation progressing through Parliament, other parliamentary business for colleagues across the Commission. The successful candidate will produce high quality and timely briefings for meetings and events with external stakeholders, including Ministers, officials and Parliamentarians.
Key responsibilities of the post holder are to developand implement the Commission’s response to the legislative programme and to develop and maintain relationships with officials, parliamentary and other external stakeholders to support the Commission’s strategic and business priorities.
Reports to Head of Parliamentary and Public Affairs, whilst there is currently no direct people management requirements in this role the postholder will influence and motivate others whilst participating in cross-Commission project teams.
Typical Accountabilities:
  1. Develop and implement the Commission’s strategy to influence key pieces of legislation and Government policy development and other parliamentary business and policy-making processes.
  2. Identify, build and manage relationships with stakeholders across equality and human rights interest groups, parliamentarians across the political spectrum, officials and public, private and voluntary sector partners, in line with the Commission’s strategic and business priorities.
  3. Monitor parliamentary and political activity and advise colleagues and Commissioners of issues and developments, especially as they impact on the Commission’s policies and projects.
  4. Communicate effectively with parliamentary, public, private and voluntary sector partners.
  5. Produce high quality and timely briefings for meetings and events with external stakeholders, including Ministers, officials and Parliamentarians.
  6. Contribute to the development of engagement plans to support the Commission’s external activities with parliamentary, political and other stakeholders and provide other necessary support and advice to colleagues on their projects.
  7. Adopt and promote a flexible approach to work, undertaking other areas of responsibility as required, to suport the overall strategic and business priorities of the Commission are delivered.

Knowledge, skill and experience:
  • Strong track record in developing and delivering successful influencing parliamentary and public affairs strategies.
  • Evidence of building and managing relationships with officials, parliamentarians and other stakeholders.
  • Evidence of influencing Government policy, legislation and other policy-making processes and sound knowledge of relevant processes.
  • Good political awareness, risk analysis and sound judgement.
  • Experience of dealing with high profile, controversial or sensitive issues.
  • Ability to communicate persuasively and with authority in writing and orally, and to produce high quality briefings to strict deadlines.
  • Knowledge of the policy and strategic context in which the Commission works, and relevant stakeholders, would be an advantage.
  • Understanding the restrictions to communicating about legal case work would be an advantage.
