HB 452 amends KRS 186.162 by establishing the same initial purchase and renewal fees charged for a Gold Star Sibling license plate as for standard military special plates. House Committee Substitute 1 sets the effective date of the Act as January 1, 2015 and notes that the Transportation Cabinet may delay production and distribution of Gold Star license plates until the motor vehicle information system currently under development is operational, or until January 1, 2016. The provisions of the HCS 1 do not change the fiscal impact analysis provided below.

The fiscal impact of HB 452 HCS1 for any particular County Clerk issuing a Gold Star Sibling license plate is expected to be minimal. The applicant would pay regular clerk fees for the plate, with the County Clerk receives $3 for an initial application and $3 for a renewal application. Under KRS 186.040 (1) and (6), the County Clerk also receives an additional $6 per registration and an additional $3 per registration (with $1 of the $3 being retained by the County Clerk for technological improvements).

County Clerks would have to store the Gold Star Sibling license plates.
